HomeMy WebLinkAboutAGENDA REPORT 1995 0517 CC REG ITEM 08CAGENDA REPORT CITY OF MOORPARK ITEM . 77- TO: The Honorable City Council FROM: Jill Rubin Myers, Solid Waste Coordinator j2�_ DATE: May 5, 1995 (CC Meeting of 5/17195) SUBJECT: Consider Opposing SB 176 Household Hazardous Materials - Information on Alternatives BACKGROUND SB 176 (Alquist) would prevent a local jurisdiction from recommending alternatives to household hazardous materials unless the information provided is based on scientifically researched and proven information. As you are aware, Moorpark created a brochure that advertises locations to recycle household hazardous waste materials. Included in the brochure are suggestions for the use of safe substitutes and alternative products that do not contain hazardous materials in an effort to promote waste reduction. Suggestions such as using home compost instead of chemical fertilizers or using a mixture of baking soda and warm water as a household cleaner could not be recommended unless a jurisdiction has scientific data to back up the information provided. SB 176 would hinder a jurisdiction's ability to provide alternatives to the costly household hazardous waste collection events needed to dispose of hazardous chemical -based products. SB 176 is currently being reviewed by the Senate Toxics and Public Safety Management Committee. To date, a hearing date has not been scheduled. SB 176 is being presented to the City Council because the matter of household hazardous waste is not part of the Council adopted legislative program. RECOMMENDATION Staff recommends that the City Council oppose SB 176 and authorize the Mayor to send a letter to Senator Cathie Wright and members of the Senate Toxics and Public Safety Management Committee expressing the City's position. 00046
