Background In part to meet the requirements of NPDES Program, and in part to provide the City with a comprehensive analysis of the storm drainage problems and needs of the City, the City Council selected the firm of Hawks & Associates to prepare a Master Drainage Study for the entire city. The City is in receipt of the final report entitled City of Moorpark -- Master Plan of Drainage, April 1995. Copies have been distributed the City Council and Department Heads under separate cover. B. Existing Storm Drains One of the most valuable elements of the subject document is the Storm Drain facilities maps set forth in the report as Plates A through L. An example of one of the Plates is attached as Exhibit 1. These facilities maps show the location and size of all of the existing storm drains, including the location of all storm drain inlets. Also included on each map are the drawing numbers for the "as- Built" plans for each storm drain. These maps provide a user - friendly "hands -on" reference tool which will be used by the Public Works Department to support on -going storm drain maintenance efforts. C. Future Needs Also identified on the facilities maps is the location and size of proposed future storm drains recommended by the consultant as being necessary to meet the requirements of the hydrological analysis set forth in the plan. A list of the proposed future storm drains is set forth in the report as Table VI -1, on page 37. A copy of that Table is attached as Exhibit 2. npdes29 00053 Master Drainage Study May 1995 Page 2 Attached as Exhibit 3 is a re -cap of the storm drains shown in Table VI -1 (Exhibit 2) as being City- funded. This supplemental chart identifies and clarifies the recommended funding sources for the construction of those storm drains. The subject plan discusses a number of alternatives for financing the construction of storm drains for which a funding source has not yet been identified. CONSTRUCTION COST UPDATES 00058 Exhibit 3 City Funded Storm Drains npdes29 Notes: 1. Also partially funded by Caltrans ($280,0011;. 2. To be constructed as a part of the Street Reconstruction project scheduled to be under construction this summer. This project is also partially funded by a State /Local Transportation Partnership Program grant. 3. This project would extend a storm drain northerly on Shasta Avenue, north of Los Angeles Avenue. A funding source for this project has not vet been identified. 4. This project would extend the storm drain which not terminates on the former McCleod property, northerly. The scope of these required storm drainage improvements are now anticipated to be less than previously identified. The final cost estimate is expected to be much less than that identified above. The construction of this storm drain will be done as a part of the improvements required by the housing development proposed to be constructed next to Poindexter Park. 5. The design for Arroyo Vista Community Park included the construction of a storm drainage system to serve the entire park. It is now anticipated that it will not be necessary to extend the existing storm drain easterly of its present terminus. 6. Project is being designed. Full costs to also be funded by developer contributions. 7. This project calls for the construction of a storm drain to serve the properties north of Los Angeles avenue at Millard Street.
