DATE: January 30, 2018 (CC Meeting of 2/7/18) SUBJECT: Consider Resolution Amending the Budget for Fiscal Year 2017/18 Appropriating $10,000 from the General Fund (1000) for Charles Abbott Associates, Inc. to Provide Building Survey Services Relating to Earthquake Preparedness Initiative BACKGROUND In November, 2017, the City Council of the City of Moorpark (City Council) adopted Ordinance No. 456 (Ordinance) to add Chapter 15.08.070, Earthquake Hazard Reduction in Telecommunications and Broadcast Towers of the Moorpark Municipal Code. Ordinance 456 amended the building code by strengthening the requirement for cellular telecommunication tower construction in an effort to enhance resilience to seismic events, which would allow a stronger and more stable cell phone service during emergencies. At the time the City Council was considering adoption of Ordinance 456, staff provided information to the Council regarding the City of Moorpark's participation in the Southern California Association of Governments (SCAG) Earthquake Preparedness Initiative. The SCAG Earthquake Preparedness Initiative objectives include identifying problem buildings, developing seismic retrofit earthquake standards, requiring structural analysis of problem buildings, and based on the structural analysis report, requiring the structural retrofit to conform to the minimum earthquake standards specified in retrofit ordinance(s). As an example, seismic retrofit standards ordinances have already been adopted by cities such as Los Angeles and Santa Monica. DISCUSSION Staff began our first step in identifying at-risk buildings in the City by requesting our contract Building and Safety Services provider, Charles Abbott Associates (CAA) to perform a preliminary building permit records inventory using the City's electronic building permit files to determine the existing buildings located within the City boundaries that may require retrofit/upgrade based on the date of the building permit (prior to 1997), the type of structure, and the identified building materials. A preliminary list of approximately 160 commercial and industrial structures in Moorpark was 170 Honorable City Council February 7, 2018 Regular Meeting Page 2 produced. Staff subsequently requested a proposal from CAA for a field check of all structures identified to be at risk as part of the SCAG Earthquake Initiative effort. The CAA proposal is attached, and the following excerpt from the scope of work describes the survey work to be completed as follows: "CAA will prepare a survey of buildings within the City of Moorpark to identify the following 6 types of structures within the City: 1. Soft Story wood framed prior to 1978 except 3 dwelling units or less 2. Hillside building on a 3/1 slope prior to 1995 3 Non-ductile concrete with flexible diaphragms prior to 1995 4. Cast in place prior to 1995, tilt up between 1995 - 1976 5. Tilt up prior to 1976 6. Raised floor Single Family Dwelling prior to 1960 After the initial assessment, CAA will perform research to verify that each building's construction date falls within the specified time parameters, and prepare a comprehensive report to present the City with our findings. The report will list the addresses surveyed, the type of building based (on one of the 6 types), pictures of the building, and the year built. The detailed report will only include the buildings found to fall within the specified time frames. There will be a summary of the total buildings surveyed and associated addresses." Section F of Exhibit A, Scope of Work, to the Agreement between the City and CAA for Building and Safety Services permits the City Manager to occasionally authorize the Consultant to perform services not specifically listed in the Scope of Services on an as needed basis. The proposed Building Survey Services to identify at-risk structures may be authorized under this section of the Agreement. A budget amendment in the amount of $10,000, would be necessary to provide funding for the City Manager to approve the Additional Services Authorization. The budget amendment resolution is included as Attachment 1. The Scope of Work for the Building Survey Services is included as Attachment 2. FISCAL IMPACT The proposed Building Survey Services for the Earthquake Preparedness Initiative would need to be funded by amending the Budget to allocate $10,000 from the General Fund Reserve to the Emergency Management Division Contractual Services expense account. 171 Honorable City Council February 7, 2018 Regular Meeting Page 3 STAFF RECOMMENDATION ROLL CALL VOTE Adopt Resolution No. 2018- , amending the Fiscal Year 2017-18 Budget to fund the Building Survey Services.
