MOORPARK CITY COUNCIL ACTON:
AGENDA REPORT -- r
TO: Honorable City Council
FROM: Deborah S. Traffenstedt, Assistant City Manager J51--
Teri Davis, Program ManageeE.
DATE: January 30, 2018 (CC Meeting of 2/7/18)
SUBJECT: Consider Resolution Amending the Budget for Fiscal Year 2017/18
Appropriating $10,000 from the General Fund (1000) for Charles
Abbott Associates, Inc. to Provide Building Survey Services Relating
to Earthquake Preparedness Initiative
BACKGROUND
In November, 2017, the City Council of the City of Moorpark (City Council) adopted
Ordinance No. 456 (Ordinance) to add Chapter 15.08.070, Earthquake Hazard
Reduction in Telecommunications and Broadcast Towers of the Moorpark Municipal
Code. Ordinance 456 amended the building code by strengthening the requirement for
cellular telecommunication tower construction in an effort to enhance resilience to
seismic events, which would allow a stronger and more stable cell phone service during
emergencies. At the time the City Council was considering adoption of Ordinance 456,
staff provided information to the Council regarding the City of Moorpark's participation in
the Southern California Association of Governments (SCAG) Earthquake Preparedness
Initiative. The SCAG Earthquake Preparedness Initiative objectives include identifying
problem buildings, developing seismic retrofit earthquake standards, requiring structural
analysis of problem buildings, and based on the structural analysis report, requiring the
structural retrofit to conform to the minimum earthquake standards specified in retrofit
ordinance(s). As an example, seismic retrofit standards ordinances have already been
adopted by cities such as Los Angeles and Santa Monica.
DISCUSSION
Staff began our first step in identifying at-risk buildings in the City by requesting our
contract Building and Safety Services provider, Charles Abbott Associates (CAA) to
perform a preliminary building permit records inventory using the City's electronic
building permit files to determine the existing buildings located within the City
boundaries that may require retrofit/upgrade based on the date of the building permit
(prior to 1997), the type of structure, and the identified building materials. A preliminary
list of approximately 160 commercial and industrial structures in Moorpark was

produced. Staff subsequently requested a proposal from CAA for a field check of all
structures identified to be at risk as part of the SCAG Earthquake Initiative effort. The
CAA proposal is attached, and the following excerpt from the scope of work describes
the survey work to be completed as follows:
"CAA will prepare a survey of buildings within the City of Moorpark to identify the following
6 types of structures within the City:
1. Soft Story wood framed prior to 1978 except 3 dwelling units or less
2. Hillside building on a 3/1 slope prior to 1995
3 Non-ductile concrete with flexible diaphragms prior to 1995
4. Cast in place prior to 1995, tilt up between 1995 - 1976
5. Tilt up prior to 1976
6. Raised floor Single Family Dwelling prior to 1960
After the initial assessment, CAA will perform research to verify that each building's
construction date falls within the specified time parameters, and prepare a comprehensive
report to present the City with our findings. The report will list the addresses surveyed,
the type of building based (on one of the 6 types), pictures of the building, and the year
built. The detailed report will only include the buildings found to fall within the specified
time frames. There will be a summary of the total buildings surveyed and associated
addresses."
Section F of Exhibit A, Scope of Work, to the Agreement between the City and CAA for
Building and Safety Services permits the City Manager to occasionally authorize the
Consultant to perform services not specifically listed in the Scope of Services on an as
needed basis. The proposed Building Survey Services to identify at-risk structures may
be authorized under this section of the Agreement. A budget amendment in the amount
of $10,000, would be necessary to provide funding for the City Manager to approve the
Additional Services Authorization. The budget amendment resolution is included as
Attachment 1. The Scope of Work for the Building Survey Services is included as
Attachment 2.
FISCAL IMPACT
The proposed Building Survey Services for the Earthquake Preparedness Initiative
would need to be funded by amending the Budget to allocate $10,000 from the General
Fund Reserve to the Emergency Management Division Contractual Services expense
account.

Executive Summary
Charles Abbott Associates, Inc. (CAA) has been a national contract service provider to
local government agencies since 1984. We were founded to meet the needs of cities just
like Moorpark, and are highly skilled and experienced at providing the right services at
the right time to ensure the City's services are operating smoothly and efficiently
The following promises demonstrate why CAA is the best-qualified service provider for
the City:
Service Above and Beyond: CAA professionals believe that just doing a "good"job is
not enough for our clients. This means that we do not function simply by the language of
our contract, but that we constantly look out for the general good of the City, local
neighborhoods, and its residents. Our employees become part of your team and view
themselves as an extension of your staff in carrying out the duties of the City.
Innovations in Service Delivery: CAA continuously strives for innovations to improve
public services. Government must be more accessible to the citizens, more convenient,
timelier in responses, more cost effective, and performance oriented. Accountability in
government has never been higher than it is today. We want to be your partner in
delivering exceptional public service and promoting the City. We pledge the full
resources and backing of our firm to assure that the City is able to deliver outstanding,
cost-effective public service of the highest quality.
Customer Service: Our employees are passionate about customer service. In
performing our duties we are always willing to meet with clients for pre-design meetings,
pre-submittal meetings, or as needed to resolve complex code related plan review
issues in the most efficient manner possible. In addition, the staff at CAA brings a can-do
attitude to their work - always focused on efficiency and project success.
Responsive Project Management: By providing a cooperative work environment with
all of the entities responsible for project approval, we form a collaborative working
relationship that centers on successful project processing. We have the know-how to
work closely with other City departments and outside agencies, resulting in a timely,
seamless and efficient development approval process. We minimize surprises that can
lead to costly delays due to plan revisions late in the approval process by beginning
work early with the project design team involved with major construction projects.
Availability to Meet with the City: If required, CAA staff will be available to meet with
City staff, the design team, applicants, and/or contractors at the City's request to discuss
and resolve plan review and code related issues. Our staff can be available to meet with
the City's staff within 24 hours of notice. Those meetings will be attended by our staff at
no additional cost.
Staff Training: Maintaining high quality services is what has made CAA as successful
as we are today. CAA becoming an ICC Preferred Provider underscores our
commitment to outstanding quality. We understand that having experienced and
qualified personnel is a fundamental requirement of being able to deliver quality service
to our clients, and we place considerable effort in attracting and retaining our highly

attends training courses, seminars, and conferences to ensure each is up-to-date with
the most relevant issues in the industry. As an example of these advanced industry-
training standards, CAA provides International Code Council (ICC)certified in-house
training to ensure staff members are aware of all State-mandated procedures, policies,
and requirements. Additionally, we provide financial incentives to encourage
participation in obtaining International Code Council (ICC) and other nationally
recognized certifications. The knowledge obtained in achieving these certifications helps
our professionals to keep up with the "State of the Art" and therefore gives us the ability
to constantly improve the quality of service we are able to deliver to our clients.
Integration Plan: CAA prides itself on being a "team player" in each municipal service
engagement. We train our staff to recognize that citizens of the community, City staff
and other consultants are our customers and, as such, deserve our best efforts to
respond, assist, support, and work hand-in-hand.
Scope of Work
CAA will prepare a survey of buildings within the City of Moorpark to identify the
following 6 types of structures within the City:
1. Soft Story wood framed prior to 1978 except 3 dwelling units or less
2. Hillside building on a 3/1 slope prior to 1995
3. Non-ductile concrete with flexible diaphragms prior to 1995
4. Cast in place prior to 1995, tilt up between 1995 - 1976
5. Tilt up prior to 1976
6. Raised floor SFD prior to 1960
After the initial assessment, CAA will perform research to verify that each building's
construction date falls within the specified time parameters, and prepare a
comprehensive report to present the City with our findings. The report will list the
addresses surveyed, the type of building based (on one of the 6 types), pictures of the
building, and the year built. The detailed report will only include the buildings found to fall
within the specified time frames. There will be a summary of the total buildings surveyed
and associated addresses.
CAA will perform this survey to the best of our ability with the data available, but can
make no guarantees that all structures under these criteria will be accounted for.
CAA will provide the City with a team of highly qualified and licensed individuals to
perform this survey and ensures that the survey is conducted in an efficient and
courteous manner that is responsive to the needs of the City. CAA has the experience,
knowledge, and ability to manage such tasks, assignments, and responsibilities while
reducing the City's financial and staffing burdens.
CAA is committed to fulfilling the City's scope of services in a comprehensive and
thorough manner with staff that is service oriented, courteous, and reliable. The
individuals assigned to the City do not only possess the technical skills required, but also
the interpersonal skills that tie technical know-how to practical service.
