Moorpark, California February 7, 2018
A Special Meeting of the City Council of the City of Moorpark was held on February 7,
2018, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 5:30 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Pollock, Simons, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Kevin Ennis, City Attorney;
and Deborah Traffenstedt, Assistant City Manager.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 5.A. and Items 5.F. and 5.G. on the agenda.
Mr. Ennis announced the facts and circumstances for going into closed session
for the one case under Item 5.A. are covered under Paragraph (2) of Subdivision
(d) of Government Code Section 54956.9 with no further announcement at this
time.
MOTION: Mayor Parvin moved and Councilmember Van Dam seconded a motion to
adjourn to closed session for discussion of one case under Item 5.A. and Items 5.F. and
5.G. on the agenda. The motion carried by unanimous voice vote. The time was 5:30
p.m.

A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION

F. CONFERENCE WITH LABOR NEGOTIATORS
(Pursuant to Section 54957.6 of the Government Code)
Agency Designated Representatives: Greg Nelson, Ralph Anderson &
Associates; Kevin Ennis, City Attorney, Richards, Watson & Gershon; and
Deborah Traffenstedt, Assistant City Manager
Unrepresented Employee: Applicants for City Manager position to be
determined
G. PUBLIC EMPLOYMENT
Pursuant to Government Code Section 54957 (b)(1)
Title: City Manager
Present in closed session were Councilmembers Mikos, Pollock, Simons, Van
Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City
Attorney; and Deborah Traffenstedt, Assistant City Manager. James Markman,
City Attorney's Office, and a City Attorney's Office subcontractor attended via
conference call. The subcontractor left the meeting at 5:56 p.m. and Mr.
Markman left the meeting at 6:22 p.m. Mr. Kueny left the meeting at 6:29 p.m.
The Council reconvened into open session at 6:31 p.m. Mr. Ennis stated one
case under Item 5.A. and Item 5.G. on the agenda were discussed and there was
no action to report.
8. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 6:31 p.m.
