Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a
Public Hearing or a Presentation/Action/Discussion item.Speakers who wish to address the Council concerning a Public
Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion
portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the
beginning of the Public Comments portion of the meeting;for a Presentation/Action/Discussion item, prior to the Mayor's
call for speaker cards for each Presentation/Action/Discussion agenda item, and for a Public Hearing item, prior to the
opening of each Public Hearing, or beginning of public testimony for a continued hearing. A limitation of three minutes
shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. A limitation of three to
five minutes shall be imposed upon each Public Hearing item speaker.Written Statement Cards may be submitted in lieu
of speaking orally for open Public Hearings and Presentation/Action/Discussion items. Any questions concerning any

A. Consider a Resolution Approving Tentative Parcel Map No. 2017-02 for
the Subdivision of a 9.61 Acre Developed Lot into Two Parcels of 9.11
Acres and 0.50 Acres at 800 Los Angeles Avenue (Target Store), and
Making a Determination of Exemption Under the California Environmental
Quality Act (CEQA) in Connection Therewith, on the Application of
Moorpark Covenant Group, LLC. Staff Recommendation: 1) Open the
public hearing, accept public testimony and close the public hearing; and
2) Adopt Resolution No. 2018- . (Staff: David Bobardt)
B. Consider Resolution to Form City of Moorpark Community Facilities
District 2018-1 (CFD 2018-1) Pacific Arroyo, Resolution Determining
Necessity to Incur Bonded Indebtedness, Resolution Calling Special
Election, Resolution Declaring Results of Special Election, and Ordinance
Levying Special Taxes within CFD 2018-1. Staff Recommendation: 1)
Open the public hearing, accept public testimony, and close the public
hearing; 2) Adopt Resolution No. 2018- to form CFD 2018-01, Adopt
Resolution 2018- Determining the Necessity to Incur Bonded
Indebtedness, and Adopt Resolution No. 2018- Calling Special
Election; 3) Adopt Resolution No. 2018- Declaring Results of Special
Election; and 4) Introduce Ordinance No. for first reading, waive full
reading, and place the ordinance on the agenda for the March 7, 2018
regular meeting for purposes of providing second reading and adoption of

9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Resolution Establishing Parking Restrictions on Second Street
and Finding this Action to be Exempt from Environmental Review Under the
California Environmental Quality Act. (continued from January 17, 2018)
Staff Recommendation: Adopt Resolution No. 2018 - , establishing
parking restrictions on Second Street, with a revised length of 50 feet from
the back of the respective crosswalk for each intersection, which is
reduced from the original proposal of 65 feet from the beginning of the
respective intersection, made at the January 17, 2018 City Council
meeting, and finding this action to be exempt from environmental review
under the California Environmental Quality Act. (Staff: Shaun Kroes)

C. Consider Warrant Register for Fiscal Year 2017/18 — February 21, 2018.
Staff Recommendation: Approve the warrant register.
D. Consider Surety Bond Exoneration (Bond Nos. 10010644224 and
1001064425) for PennyMac Parking Lot Expansion Project. Staff
Recommendation: Authorize the City Clerk to fully exonerate the above
Surety Bonds. (Staff: Sean Corrigan)
E. Consider Award of Bid to Oakridge Landscape Inc. for Landscape
Renovation in Landscape Maintenance District 22 (Moorpark Highlands)
and Resolution Amending the Fiscal Year 2017/2018 Budget to Fund the
Project. Staff Recommendation: 1) Award Bid for Spring Road /
Ridgecrest Drive Landscape Renovation project to Oakridge Landscape,
Inc. for a total contract amount of $762,776, and authorize the City
Manager to sign the Agreement, subject to final language approval of the
City Manager; and 2) Adopt Resolution No. 2018- , amending the
Fiscal Year Budget to fund the project. ROLL CALL VOTE REQUIRED
