The proposed parking restriction is 6:00 a.m. to 6:00 p.m., Monday through Friday. The proposed length of the no parking zone is 50 feet from the back of the respective crosswalk for each intersection. The hours correspond with the City's bus schedule and will enable residents to still use the spots for parking outside of the restricted dates and times. The proposed length of the no parking zone has been reduced from the original proposal of 65 feet from the beginning of the respective intersection, made at the January 17, 2018 City Council meeting. BACKGROUND On January 17, 2018, staff presented City Council with a Resolution to establish parking restrictions at bus stops located on Second Street: 1. Northwest corner of Second Street and Millard Street 2. Southeast corner of Second Street and Bard Street City Council continued the item to February 7, 2018, to allow staff to review current use of the bus stops, evaluate other potential stop locations, and discuss homeowner concerns with the current bus stop located on the southeast corner of Second Street and Bard Street. On February 7, staff requested and City Council approved continuing the item to February 21, 2018, while staff continued the evaluation. 96 Honorable City Council February 21, 2018 Page 2 DISCUSSION As requested by City Council, staff had the drivers of both Route 1 and Route 2 perform passenger counts at both bus stops. Table 1 below provides a summary of the average number of passengers that board and alight from each stop per day. The passenger counts are based on a week of data. Table 1: Average Daily Boarding and Alighting on Second Street Route Bus Stop Passenger Count 1 Second and Millard (northwest corner) 20.0 2 Second and Bard (southeast corner) 12.5 It should be noted that ridership can fluctuate on a daily basis and that boardings and alightings are not necessarily evenly split. For example, on Monday, January 22, Route 1 had 3 passengers board at the bus stop during the day, but 17 passengers alighted. Similarly, on Friday, January 19, 13 passengers boarded Route 2, but 6 passengers alighted. Staff also reached out to the Ventura County Office of Education, ACCESS Post- Secondary special education group, which has an office near the Flory Academy . As City Council recalls, in 2016 during the City's Route Evaluation Study, one of the City's proposed changes was to remove bus service from Second Street (when Route 2 provided service at Second Street and Millard Street). Instructors from ACCESS voiced concern about the change because they had a number of groups that used the bus on a daily basis as part of their curriculum to teach students how to use public transit to travel around the community. As a result of their comments, the City's new routes provide bus service for Route 1 and Route 2 through Second Street. Staff at ACCESS confirmed that they continue to use both bus stops on Second Street, with group sizes that can average anywhere from 1 student/1 staff to 10-12 students with 3-6 staff. ACCESS attempts to use the bus service on a daily basis, though there can be days when they are not able to travel. Similarly to the Route Evaluation Study, ACCESS was concerned about the potential removal of bus stops along Second Street. City staff also evaluated the feasibility of Route 2 traveling on Third Street and stopping north of Flory Academy before turning left on Bard Street and continuing to travel east on Second Street to exit the neighborhood. MV Transportation drove the route and recommended that if this route alternative were put into place, that additional red curb be placed at the southeast corner of Third Street and Moorpark Avenue as well as at the southeast corner of Second Street and Bard Street in order for the bus to turn onto the respective streets without interference from parked cars. Given the additional need for parking restrictions and staffs concern about additional traffic congestion on Third Street from Flory Academy, staff does not recommend diverting Route 2 onto Third Street. 97 Honorable City Council February 21, 2018 Page 3 On February 6, staff met with the homeowners todiscuss their concerns about the bus stop (which was established in August 2017 as part of the Route Evaluation Study). The homeowners are concerned about safety at the corner of Second Street and Bard Street, where pedestrians travel to/from Flory School. They are also concerned about the loss of parking along Second Street, which they use to access their side yard gate for access to their property. During the meeting the homeowners mentioned that at least once, since the bus stop was established, they've seen someone (presumably someone waiting for the bus) open their side gate to peer into their yard. During the meeting staff informed the homeowners that relocating the bus stop to either the southwest corner of Second Street and Millard Street or the southwest corner of Second Street and Bard Street were not preferable due to either requiring additional space for the bus to pull parallel to the curb or would put the bus in an area without a good buffer between passengers and homes. Staff informed the homeowners that there was consideration for reducing the length of the parking restriction from 65 feet to 50 feet, in order to give the homeowners additional space along Second Street to park. At the time of the meeting, staff was still waiting for confirmation from the City's bus operator (MV Transportation) if they could accommodate the smaller area. MV Transportation has now confirmed that they can work with the reduced restricted parking area. After the meeting, the City Engineer/Public Works Director evaluated other bus stop options. Attachment 1 provides details about each evaluated location. It is staffs recommendation at this time to continue to provide bus service along Second Street, using the current bus stops in place. Staff is proposing that City Council approve the attached Resolution (Attachment 2) establishing parking restrictions from 6:00 a.m. to 6:00 p.m., Monday through Friday. The proposed length of the no parking zone has been reduced from 65 feet to 50 feet, from the back of the crosswalk. This would enable the homeowners to park in front of their pedestrian gate. The hours correspond with the City's bus schedule and will enable theresidents to still use the spots for parking outside of the restricted dates and times. Alternatives to staffs recommendation include: 1. Leave bus stops in place, but do not establish any parking restrictions. Bus drivers would need to continue to show caution when determining whether they can safely pull into the bus stop. If cars are parked too close to the bus stop, drivers would need to skip the bus stop, even if there are passengers who want to board or alight. 2. Remove bus stop at southeast corner of Second Street and Bard Street. As previously mentioned, staff has received comments from ACCESS concerned about the loss of the bus stop. If the bus stop is removed, Route 2 would be diverted to the southeast corner of Moorpark Avenue at Los Angeles Avenue as it travels east to Moorpark Marketplace. Bus stops would be provided along Moorpark Avenue and Los Angeles Avenue which have more traffic and Moorpark Avenue would require stopping the traffic when at the stop. 3. Remove both bus stops on Second Street. This would be similar to the removal of other bus stops along Christian Barrett Drive, Mountain Trail Street, and 98 Honorable City Council February 21, 2018 Page 4 Countrywood Drive performed in August 2017. The loss of the bus stop on the northwest corner of Second Street and Millard Street would also mean that Route 1 would no longer serve the bus stop in front of the Metrolink Train Station. Route 2 would continue to provide service and passengers would also be able to use the VCTC East County and VCTC East-West Connector service to travel to Moorpark College. Alternatively, potential passengers could walk from the train station to the southeast corner of Princeton Avenue and Spring Road to board Route 1. Attachment 3 provides an image of the City's current bus route map in the downtown area. Should City Council determine that it wants to remove one or both bus stops on Second Street, staff will need to post notices about the proposed removal and return to City Council with a request to remove the bus stops and approve a revised bus route map and schedule. Additionally, a date for the removal of the bus stops would need to be scheduled with enough advance time for staff to produce and distribute new Ride Guides. ENVIRONMENTAL DETERMINATION The Community Development Director has reviewed this project and found it to qualify for a General Rule Exemption in accordance with Section 15061(b)(3) of California Code of Regulations (CEQA Guidelines), in that there is no possibility that the activity in question may have a significant effect on the environment as a result of this resolution. No further environmental documentation is required. FISCAL IMPACT Staff anticipates that signage will cost less than $500, and currently budgeted funds are available. STAFF RECOMMENDATION Adopt Resolution No. 2018- , establishing parking restrictions on Second Street, with a revised length of 50 feet from the back of the respective crosswalk for each intersection, which is reduced from the original proposal of 65 feet from the beginning of the respective intersection, made at the January 17, 2018 City Council meeting, and finding this action to be exempt from environmental review under the California Environmental Quality Act. End at Moorpark Avenue 5 104 Attachment 2 • RESOLUTION NO. 2018- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS ON SECOND STREET AT BARD STREET AND MILLARD STREET AND DETERMINATION THAT THIS ACTION IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT WHEREAS, Section 22507 of the California Vehicle Code authorizes the City to establish parking restrictions on any City street; and WHEREAS, Section 10.04.190.N of the Moorpark Municipal Code states that no person shall park, stop or leave standing any vehicle, trailer or camper, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic-control device alongside curb space authorized for the loading and unloading of passengers of a bus engaged as a common carrier in local transportation when indicated by sign or red paint on the curb erected or painted by the City pursuant to a resolution of the City Council; and WHEREAS, it is has been determined that distance is required for City buses to board and disembark passengers on Second Street from 6:00 a.m. to 6:00 p.m. Monday through Friday for a distance of fifty (50) feet from back of pedestrian crossing at the northwest corner of Second Street and Millard Street, and the southeast corner of Second Street and Bard Street; and WHEREAS, the Community Development Director has determined that this project would qualify for a General Rule Exemption in accordance with Section 15061(b)(3) of California Code of Regulations (CEQA Guidelines), in that there would not be a physical change to any existing land uses in Moorpark as a result of this resolution. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. ENVIRONMENTAL DETERMINATION: The City Council concurs with the determination of the Community Development Director that this project would qualify for a General Rule Exemption in accordance with Section 15061(b)(3) of California Code of Regulations (CEQA Guidelines), in that there is no possibility that the activity in question may have a significant effect on the environment as a result of this resolution. Based on its independent analysis and judgment of the City Council, it can be seen with certainty that - there is no possibility that establishing parking restrictions on Second Street may have a significant impact on the physical environment. No further environmental documentation is required. 105 Resolution No. 2018- Page 2 SECTION 2.
