SUBJECT: Consider Approval of a Revised Classification Plan Resolution
Amending One Competitive Service Job Description and
Rescinding Resolution No. 2017-3641, and a Revised Salary
Plan Resolution Affecting Three Competitive Service Positions
and Rescinding Resolution No. 2017-3658
BACKGROUND AND DISCUSSION
The Parks, Recreation and Community Services Department's (Department) areas of
responsibility currently include City parks, LMDs, street trees, open space, facilities,
capital improvement projects, recreation programs at the Arroyo Vista Recreation
Center and the Active Adult Center, affordable housing, property management,
sustainability, animal/vector control, Art in Public Places, and contract management for
the Moorpark City Library, High Street Arts Center and the Moorpark Watershed Parks,
Recreation and Conservation Authority. The Parks and Recreation Commission, Arts
Commission, Library Board, and Teen Council are also assigned to the Department. It
should be noted that the Department's Program Manager was recently promoted to
Community Services Manager. This person spends approximately 50% of her time on
responsibilities not assigned directly to the Department, including real property
negotiations, acquisition and sales, affordable housing responsibilities that include
development agreement negotiations and related condition compliance, assisting with
development of City owned sites, and other work assigned by the City Manager's office.
It is anticipated that the Community Services Manager's assistance in the City
Manager's office is temporary and that the work assignments will most likely be
completed within the next three to five years. A Management Analyst position was
added to the Department in 2016 to recognize the need for assistance with certain
responsibilities, including affordable housing administration, contract administration, and
the management of certain construction projects.
In addition, a result of the Department's responsibilities related to sustainability and the
fact that the Department is ultimately responsible for overall 'water use of City
operations, the Department has assumed a variety of additional responsibilities such as
the acquisition of City street lights, monitoring water rates and capital projects related to
water supply and infrastructure, electric vehicle charging stations, and the new City
Library to name a few.

The Department is currently staffed as follows:
Recreation Division: (Arroyo Vista Recreation Center): Two Management employees
(a Recreation Services Manager and Recreation Supervisor), three Competitive Service
employees (an Office Assistant II, Recreation Leader IV, and Recreation Coordinator I),
and several hourly employees, including Recreation Aides, Recreation Leaders, and
Laborer/Custodian positions.
Active Adult Center: One Management employee (Active Adult Center Supervisor),
one Competitive Service employee (Recreation Coordinator I), and one part-time
employee (Senior Nutrition Coordinator).
Parks Division: One Management employee (Parks/Landscape Superintendent), three
Competitive Service employees (two Maintenance Worker III's, and a Maintenance
Specialist position which is currently vacant), and several part-time Laborer/Custodians.
LMD, Facilities, and Trees Division: One Management employees (Parks/Landscape
Superintendent), and two Competitive Service positions (a Facilities Technician and a
Laborer/Custodian IV).
Vector/Animal Control, Affordable Housing Division: Two Management employees
(a Community Services Manager and a Management Analyst), and two Competitive
Service employees (a Vector/Animal Control Specialist and an AnimalNector Control
Technician II).
Administrative Staff: The Department also includes the Parks and Recreation Director,
and an Administrative Assistant II.
In addition to added areas of responsibility, workloads have increased due to an
increase in City facilities and programs over the last ten years. For example, the number
of facilities the Department is responsible for has increased 63%. The additional
facilities that the Department manages include two additional City Hall modular
buildings, the Moorpark Public Services Facility, Police Services Center, the Ruben
Castro Human Services Center, and the Library building. In addition, the Department
manages over 275 acres of open space property, and approximately thirty additional
properties acquired for affordable housing and street improvement projects. The total
acreage of parks has increased approximately 8%, and the total acreage of LMD area
has increased approximately 91% over the last ten years.
Additionally, the overall number of agreements managed by the Department as a whole
has increased by approximately 460% over the last ten years, from 99 in 2006 to 456 in
2016. The number of agreements specifically managed by the Parks, LMD, and
Facilities divisions has increased approximately 300%, and the number of agreements
managed by the Recreation Division has increased by approximately 200%.

The current organizational structure and staffing levels of the Department are not fully
adequate to effectively manage the increase in responsibilities and workload. This
report includes some changes that can be implemented at this time to better meet the
staffing and work assignment needs of the Department. A more comprehensive staffing
analysis is planned to be presented prior to City Council consideration of the Fiscal Year
2018/19 budget. At this time, staff is recommending revising one Competitive Service
job description to create a class series for Recreation Assistant I and II, and to revise
the Salary Plan to include the one revised position title and one new position and salary
range. Additionally, the Competitive Service Recreation Leader IV position is proposed
to have a salary range increase. These changes are shown in the attached draft
Classification Plan and Salary Plan Resolutions, and the reasons for the proposed
changes are further in this report.
Recreation Division
Recreation Assistant: In 2000, a Recreation Assistant positon was created with the
intent that this position would serve as the front-office position at the Arroyo Vista
Recreation Center. From 2000 until the summer of 2013, this front office position was
filled with a Recreation Assistant. When the position became vacant in the summer of
2013, the position was filled by an Office Assistant from another City department.
In order to allownore flexibility in the assignment of complex tasks, including recreation
program planning and other recreation-specific tasks, to the front office positon, the
Recreation Assistant position is proposed to be revised to include two classes:
Recreation Assistant I and II, with the intention to reclassify the current Office Assistant
II to a Recreation Assistant II position. '
The Recreation Assistant series will allow for the assignment of more complex and
recreation-specific tasks than the Office Assistant Series. The Recreation Assistant
series includes all of the essential functions of the Office Assistant series, and
additionally is responsible for tasks such as unlocking/locking facilities, preparing (not
just accepting and processing) forms and documents, and using specialized software to
process facility reservations and program registrations. The Recreation Assistant II
class includes the additional responsibilities of providing lead-worker supervision over
seasonal and part-time staff and volunteers, preparing marketing materials such as
flyers and brochures, and assisting with planning and implementing recreation
programs. The Recreation Assistant II class will also include the additional duties of
preparing analytical and statistical reports.
The Recreation Assistant job description has been revised to include the distinguishing
characteristics for the two different classes of the positon, add additional duties to the II
class, and differentiate the required qualifications for the two different classes of the
Recreation Assistant position. Additionally, language was revised throughout the job
description to be more concise and to clearly delineate the job responsibilities of the two
different classes. Staff recommends that the Recreation Assistant I will remain at the
current Recreation Assistant salary range of 32 on the City's Salary Plan, and the

Recreation Assistant II will be at range 36, which is considered appropriate based on
the increased responsibilities in comparison to the City's Office Assistant II position at
range 34.
Recreation Leader IV: The salary range of the current Recreation Leader IV position is
proposed to be revised from Range 34 to Range 38 to more accurately reflect the
higher level of responsibilities required of the position. The Recreation Leader IV
position currently performs duties just below a Recreation Coordinator I, as it is an entry
level full time position that potentially could lead to a future position in the Recreation
Coordinator series. The current Recreation Leader IV directly oversees the City's camp
programs and is either directly responsible for the planning of major City events, or
serves as a support role to the Recreation Supervisor. For comparison purposes, the
Recreation Coordinator I position is currently at range 41. The incumbent Recreation
Leader IV will not receive a salary increase as a result of this change. The current
Recreation Leader IV will be placed at the equivalent corresponding step in the new
salary range.
Summary
In order to implement the above described changes, the City's Classification Plan and
Salary Plan Resolutions will need to be revised. The proposed changes to the
Classification Plan and Salary Plan described in this report are summarized as follows:
Summary of Changes to the Classification Plan:
1. Revise the job description for the Recreation Assistant position to include Recreation
Assistant I and II classes, and include other job description edits.
Summary of Changes to the Salary Plan:
1. Revise the Recreation Assistant position title to Recreation Assistant I at the same
salary range 32, and add a new Recreation Assistant II position at range 36;
2. Revise the Recreation Leader IV position salary from range 34 to range 38;
The entire Classification Plan exceeds 400 pages; therefore, the Classification Plan
attachments to this agenda report are limited to the Recreation Assistant I and II series
job description described in this report; therefore, the attached draft Classification Plan
resolution only includes the one revised job description. The final adopted Classification
Plan resolution will include all City job descriptions and will be available on the City's
website.
FISCAL IMPACT
The intent is to promote the current Office Assistant II to Recreation Assistant II, which
will result in a 5% cost increase. There is sufficient funding in the FY 2017/18 budget to
cover this salary increase. The salary range change for the Recreation Leader IV

position from range 34 to range 38 is not a promotion and will not result in a cost
increase at this time, but there would be the opportunity for up to two additional 5%
merit raises due to the higher salary range.
GOVERNMENT CODE SECTION 54953(c)(3) ANNOUNCEMENT
Government Code Section 54953(c)(3) is not applicable to the proposed Salary Plan
amendments recommended in this agenda report, because no changes to the salaries,
salary schedules, or compensation paid in the form of fringe benefits of a local agency
executive, as defined in Section 3511.1(d) of the Government Code, are proposed.

RESOLUTION NO. 2018-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A REVISED
CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON-
COMPETITIVE, COMPETITIVE SERVICE, AND HOURLY
EMPLOYEES AND RESCINDING RESOLUTION NO. 2017-3641
WHEREAS, the City Council adopted Resolution No. 2017-3641 on December 6,
2017, establishing a revised classification plan and job descriptions for Non-Competitive
and Competitive Service employees.
WHEREAS, at the regular meeting on February 21, 2018, the City Council has
determined that the City's Classification Plan should be amended to replace the job
description for Recreation Assistant with a job description for the Recreation Assistant I
and Recreation Assistant II class series.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. All job descriptions attached as Exhibit A to this resolution are
hereby adopted into the City's Classification Plan.
SECTION 2. The City Manager shall have the authority to make temporary
additions or deletions to the Classification Plan in the interest of efficient and effective
administration of the Plan. Such alterations shall not become an approved part of the
Plan until adoption by City Council resolution.
SECTION 3. For all Classification Plan job descriptions which contain a
reference to City, City of Moorpark, or City Council, such reference may also include
responsibility for other governmental public agencies for which the Moorpark City
Council serves as the governing body or has entered into a joint exercise of powers
agreement, including but not limited to the Successor Agency of the Redevelopment
Agency of the City of Moorpark, Successor Housing Agency of the Redevelopment
Agency of the City of Moorpark, Moorpark Public Financing Authority, Industrial
Development Authority of the City of Moorpark, and Moorpark Watershed, Parks,
Recreation, and Conservation Authority.
SECTION 4. Resolution No. 2017-3641 is rescinded and this resolution
shall become effective upon adoption.
SECTION 5. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

RECREATION ASSISTANT I and II
Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all
duties performed within the job.
DEFINITION
To assist with the City's senior, youth, teen,-and adult, sports and senior/active adult
recreational programs, including but not limited to recreationalspecialist classes, special
events, after school programs, day camps, and sports leaquessenior/active adult
programs; to provide customer service to the pubic including processing facility rentals
and program registrationson site supervision and implementation of programs; to
perform a variety of tasks related to ordering and organizing supplies and equipment; to
set setting up and issueissuing equipment for recreational programs; activities and

DISTINGUISHING CHARACTERISTICS
The Recreation Assistant I is the entry-level class in the Recreation Assistant series and
is distinguished from the Recreation Assistant II by the more limited experience
requirement and more limited scope of duties.
The Recreation Assistant ll is the journey-level class in the Recreation Assistant series.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the assigned supervisor.
Recreation Assistant I: May exercise lead worker supervision over volunteers.

Recreation Assistant I: Two years of increasingly responsible recreation and
clerical experience. Experience in recreation is highly desirable.
Recreation Assistant II: Two years of increasingly responsible clerical
experience and two years of increasingly responsible experience in recreation.
Lead worker supervisory experience is desirable.
Training
Recreation Assistant I and II: Equivalent to the completion of the twelfth grade.
Additional specialized or college level training in recreation programs,
accounting, or clerical skills is desirable.
License or Certificate:
Possession of or ability to obtain and maintain an appropriate, valid California driver's
license.

WORKING CONDITIONS
Environmental Conditions:

SECTION 2. The corresponding salaries for the ranges established in Section 1 of
this resolution are attached hereto and incorporated herein as the"Hourly Salary Schedule"
Table. The Bi-Weekly Salary for each range may be calculated by multiplying the Hourly
Salary by two thousand eighty(2,080)hours and dividing that calculation by twenty six(26)
pay periods. The Monthly Salary for each range may be calculated by multiplying the
Hourly Salary by two thousand eighty(2,080) hours and dividing that calculation by twelve
(12) months. The Annual Salary for each range may be calculated by multiplying the
Hourly Salary by two thousand eighty(2,080)hours. The"Bi-Weekly Salary Schedule"and
"Monthly Salary Schedule" attached to this resolution are for information purposes, only,
since calculations are approximate due to rounding differences.
SECTION 3. The Salary Plan is based on ranges of two and one-half percent
(2.5%) and step increases of two and one-half percent(2.5%)with a total of thirteen (13)
steps.
SECTION 4. City shall continue to pay a deferred compensation contribution into a
City approved deferred compensation program, for enrolled regular full-time and regular
part-time employees, and the contribution amount shall be as follows: City Manager -
Three percent(3.0%)of gross base salary, Department Head positions—two and one-half
percent (2.5%) of gross base salary, and all other Management and Competitive Service
regular full-time and regular part-time positions—Two percent(2.0%)of gross base salary.
Gross base salary is defined as wages paid as described in the Salary Plan Schedule
(reference Section 2, herein) and including longevity pay; and excluding bilingual pay, in-
lieu insurance payment, uniform cleaning allowance, leave cash-out, overtime pay, car and
cellular telephone allowances, and deferred compensation payment. A Retired Annuitant
is not eligible for a deferred compensation contribution.
SECTION 5. Bilingual pay compensation for Spanish language bilingual skills shall
be paid to qualified regular full-time and part-time employees, consistent with the
qualification requirements approved in a Memorandum of Understanding between the City
of Moorpark and the Service Employees International Union CTW, CLC, Local 721, and to
qualified non-competitive service employees consistent with a City Council adopted
management benefits resolution. Qualification'for bilingual pay shall be determined by the
City Manager at his or her sole discretion. The current rates per an approved MOU and
management benefits resolution are: forty cents($.40)per hourfor verbal bilingual pay,for
all hours actually worked, and including annual leave, vacation leave, City holidays, and
sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per
week; and fifty cents($.50) per hourfor combined verbal/written bilingual pay,for all hours
actually worked, and including annual leave, vacation leave, City holidays, and sick leave,
but not for disability leave or other unpaid leave, for up to forty (40) hours per week. A
Retired Annuitant is not eligible for bilingual pay compensation.

SECTION 6. Longevity pay compensation shall be paid to qualified regular full-time
and part-time employees hired prior to January 1, 2015, consistent with the qualification
requirements approved in a Memorandum of Agreement between the City of Moorpark and
the Service Employees International Union CTW, CLC, Local 721 as follows:
121 to 180 Months of service — one-percent (1%),
181 to 240 Months of service — one and one-half percent (1.5%),
241 to 300 Months of service —two percent (2.0%)
301 or more Months of service —two and one-half percent (2.5%); and
Longevity pay compensation shall be paid to qualified Non-Competitive Service employees
hired prior to January 1, 2015, consistent with the qualification requirements approved in a
City Council adopted management benefits resolution as follows:
Department Heads and City Manager
61 to 120 Months of service — one percent (1.0%)
121 to 180 Months of service—one and one-half percent (1.5%)
181 to 240 Months of service—two percent (2.0%)
241 to 300 Months of service—two and one-half percent (2.5%)
301 or more Months of service —three percent (3.0%)
City Manager
361 or more Months of service —three and one-half percent (3.5%)
Management Employees
121 to 180 Months of service — one percent (1.0%)
181 to 240 Months of service — one and one-half percent (1.5%)
241 to 300 Months of service—two percent (2.0%)
301 or more Months of service —two and one-half percent (2.5%).
Retired Annuitant
Not eligible for longevity pay compensation.
SECTION 7. Implementation of salary adjustments for positions noted in Section 1,
herein, shall be limited by the performance review system. Employees shall be evaluated
prior to their anniversary date, and approved salary adjustments shall be effective as of the
first day of the pay period in which the anniversary date occurs. A Retired Annuitant is not
eligible for merit raise salary adjustments pursuant to a performance review system, based
on the limited term of the Retired Annuitant appointment.
SECTION 8. Resolution No. 2017-364058 is hereby rescinded in its entirety, and
this revised Salary Plan shall become effective with the pay period beginning_ December
23, 2017March 3, 2018. On4The effective dates on the attached Exhibit A Hourly
Positions Salary Schedule Tables have not been the revised pay period beginning
December 23, 2017 effective date, because there are no changes to these Tables.
