SUBJECT: Moorpark Multicultural Arts Festival Committee
BACKGROUND AND DISCUSSION
From 2007 to 2015, the City sponsored the Moorpark Arts Festival. The event was
canceled in 2016 and 2017 due to a variety of factors including declining attendance,
difficulty securing artists to participate, and full-time staff vacancies in the Recreation
Division. Staff reports were presented to the Parks and Recreation Commission and
Arts Commission discussing reinstating the Arts Festival, or a similar event celebrating
creativity and the arts. Both Commissions supported staff's recommendation of
reinventing the event as a cultural arts festival. On December 20, 2017, the City Council
approved implementing a cultural arts festival titled the "Moorpark Multicultural Arts
Festival". The event will be held on High Street on May 19, 2017 and will include a
variety of components such as food, music, dance, art, and children's activities.
In order for the Moorpark Multicultural Arts Festival to be successful, staff feels
community involvement and engagement is essential. Staffs intent is to collaborate with
community partners in the planning and implementation of the event. To that end, staff
is in the process of forming an event committee.
As the fine arts will be an important component of the Moorpark Multicultural Arts
Festival, staff feels it will be beneficial to have one or two Arts Commissioners serve on
the event committee. The Commissioner(s) selected should be able to attend committee
meetings (initially once a month, then bimonthly as the event nears) as well as dedicate
some time to assisting staff with event planning and community outreach. Ideally, the
Commissioner(s) selected should have connections with local schools and community
groups in order to facilitate the community collaboration.
Staff Recommendation
Appoint one or two commissioners to serve on the Moorpark Multicultural Arts Festival
Committee.

SUBJECT: Consider Priority List for Future Public Art Projects
BACKGROUND
In May of 2005 the City Council adopted City Ordinance 321 to require certain
development projects to provide public art. Ordinance 321 also created an Art In Public
Places Fund where fees paid by developers for public art are deposited, maintained,
and used solely for the City's Art in Public Places Program. Since that time a number of
public locations have been identified in the City Council's Mission Statement, Priorities,
Goals and Objectives (Objectives) for consideration of public art installation. The
2005/06 Objectives included the consideration of art for the Police Services Center
(PSC) and Civic Center. Consideration of art for the Arroyo Vista Recreation Center
(AVRC) was added in 2007/08. Art for the Ruben Castro Human Services Center
(RCHSC) was added to the Objectives in 2008/09, and the High Street Post Office and
Veteran's Memorial were added as locations for art in 2009/10. The Metrolink station
was added as a location to consider in the 2012/13 Objectives, and art on the back of
the Magnolia Park Monument Sign was added in 2014/15.
The projects highlighted in the Objectives have largely directed the City's recent public
art efforts. The Veteran's Memorial construction and art installation was completed in
2009. The RCHSC sculpture titled 'We Are One Family" was completed in 2012.
Mosaic artwork was installed at AVRC in 2014, and work is underway on the "Thin Blue
Line" sculpture for the Police Service Center. Consideration has also been given to the
other locations identified in the Objectives. In 2014 the Arts Commission elected to
defer consideration of public art at the Post Office until a definitive design of the future
development of the civic center property located across High Street from the Post Office
was developed. In 2017 the Arts Commission recommended removal of the proposed
art at Magnolia Park from the Objectives due to its limited impact, and recommended
the Metrolink North Parking Lot as the location for the next public art project.

DISCUSSION
The City currently has one public art project underway at the Moorpark Police Service
Center. This project, titled "The Thin Blue Line", will install a mirror polished stainless
steel sculpture in the front entry plaza. Progress on this project has been slowed by
delays with the engineering, and the relocation of the artist's studio. The initial
engineering review identified a number of items that required attention, none of which
impacted the look of the sculpture. The revised engineering has been completed and
submitted to City Building and Safety Department for review and approval. The artist is
also in the process of relocating his studio out of state, which is expected to delay the
start of fabrication until mid-March. Once started, fabrication is expected to take 2 to 3
months, which would place installation during summer 2018.
The Commission will recall that in February of 2017 it approved a new public art project
to be located at the Metrolink North parking lot, located on High Street. The concept for
this installation is a colonnade type feature spanning a planned walkway bisecting the
expanded parking lot. The Request for Qualifications (RFQ) for this project is planned
for release in the spring of 2018. The timing for construction of the art will depend on
the schedule for the Metrolink parking lot expansion project, with installation possibly
occurring after completion of the parking lot improvements.
While completion of the PSC art project and commencement of the Metrolink art project
are the City's top public art priorities, there is currently no established list of public art
projects to guide future efforts. The Arts Commission is therefore being asked to
develop a prioritized list of potential public art projects for City Council consideration that
will be used to direct future activity. This will also partly address current Objective
V.A.13, which tasks the Arts Commission with recommending the next location and item
of public art to City Council by June 30, 2018. As a starting point for discussion, staff
has developed the following list of planned and potential projects in a proposed order of
priority for consideration.
1. Metrolink North Parking Lot: Approved by the Arts Commission in 2017, the RFQ
for this project will go before City Council for approval in spring of 2018.
2. Southeast Corner of Miller Parkway and Tierra Rejada Road: Suggested by
staff, this project would install a public art piece, possibly with an agricultural
theme, at the southeast corner of Miller Parkway and Tierra Rejada Road. This
would be developed in conjunction with planned curb and landscaping
improvements at that location.
3. Collins Drive Overpass: Suggested by staff, this project would install artwork
along the exterior of the Collins Drive overpass spanning the Ronald Reagan
Freeway (SR 118). This could be something similar to the artwork on the Lindero
Canyon Road overpass in Westlake Village.
4. New Library: This would install public art at the planned new public library facility
to be located at the west end of High Street. Design development for the Library
is anticipated to begin in late 2018/early 2019.

5. High Street: This project would identify locations for, and install various art
pieces along downtown High Street. This would be conducted in conjunction
with planned construction of a modified High Street Streetscape Plan, currently
under development. One particular area of focus in the future will be the
southeast corner of High Street and Moorpark Avenue following demolition of the
Chamber building.
6. City Entrance Routes: This set of projects would install artwork at highly traveled
City entrance points including:
a. Tierra Rejada Road at the 23 freeway
b. Los Angeles Avenue (east at 23 freeway and west at City boundary)
c. Collins Drive (near Hwy 118 exit)
7. City Parks: This set of projects would install artwork at various high-use City
parks including:
a. Tierra Rejada Park
b. College View Park
8. New Civic Center: This project would develop and install artwork as part of the
planned new Civic Center at the west end of High Street. No timetable currently
exists for this project.
9. Post Office: This project would develop and install artwork at the Post Office
parking lot along Moorpark Avenue. Discussion of this project was put on hold
by the Arts Commission in 2014 due to uncertainties regarding the future
expansion of Moorpark Avenue, and the New Civic Center project planned for the
west end of High Street.
A manageable priority list of up to ten projects is desired to guide public art efforts over
the coming years. Staff intends to review the list with the Arts Commission annually,
and to bring the list to the Commission when priorities change or new opportunities
present themselves.
FISCAL IMPACT
The Art In Public Places Fund currently contains approximately $4,300,000 in funding to
be used for public art projects. Approximately $167,000 has already been budgeted for
the Police Service Center art project. The anticipated cost for the Metrolink North
Parking Lot project is approximately $200,000. Costs for other projects have not been
determined, and will be investigated based on the final approved project priority list.
STAFF RECOMMENDATION
Consider proposed potential public art projects and determine a final list of no more
than ten projects ranked in order of priority for consideration by the City Council.

SUBJECT: Consider Fiscal Year 2017/18 and 2018/19 Mission Statement,
Priorities, Goals and Objectives
BACKGROUND AND DISCUSSION
. On May 17, 2017, the City Council adopted the Mission Statement, Priorities, Goals and
Objectives (Objectives) for Fiscal Years 2017/2018 and 2018/2019. These Objectives
were approved by the City Council to cover a two year time frame and will not be
updated until May of 2019. The purpose of the document is to prioritize objectives
relevant to each City department. Objectives are grouped by an estimated timeline: 0 —
2 years, 2 — 5 years, and 5+ years. At the front of each Objective are initials noting the
funding status: "F" — meaning funded, "NF" — not funded, and "SE" — staff effort, not
requiring funding. A number of the Objectives fall within the Parks, Recreation and
Community Services (PRCS) Department's area of responsibility.

The purpose of this review is for the Commission to familiarize itself with the Goals and
Objectives that relate to the Commission's area of responsibility and request information
and an update from staff if appropriate, prior to the annual joint meeting of the City
Council and the Arts Commission, scheduled for Wednesday, April 11 2018 at 6:00 p.m.
Currently three approved Objectives relate to the Arts Commission's area of
responsibility.
• Objective I.A.5: Modify the approved High Street Streetscape Plan. Develop
phasing plan and construct selected portions of the High Street Streetscape
Plan, including traffic calming devices, decorative paving, landscaping and metal
trellis (public art) in the Metrolink parking lot by June 30, 2019.

• Objective V.A.13: Arts Commission to consider and recommend the next
location and item of public art to the City Council by June 30, 2018.
• Objective V.A.19: Evaluate options to reestablish the Moorpark Arts Festival
such as improved participation from local artists or combining it with a concert in
the park event by March 31, 2018.
The Arts Commission's area of responsibility for Objective I.A.5 will focus on the review
of Request for Qualification (RFQ) submissions and preliminary artist selection, which is
planned for the spring of 2018. Following artist selection, the Commission will also
review the conceptual design prior to making a recommendation for design approval to
the City Council.
With regard to Objective V.A.13, the recommendation to City Council of the next item of
public art will be discussed in a separate discussion item at the February 20th Arts
Commission meeting. This discussion item also highlights various public art
opportunities that are anticipated over the coming years.
Objective V.A.19 was addressed with the Arts Commission on November 29, 2017
when the Commission considered various Moorpark Arts Festival event alternatives.
STAFF RECOMMENDATION
Receive and file the Fiscal Year 2017-2019 Goals and Objectives report.
