Gilbert, Director of Public Works � DATE: May 22, 1995 (Council Meeting 6 -7 -95) SUBJECT: Consider Approval of the Scope of Work for a Street Improvement Project to be Funded by FY 1995/96 CDBG Funds. :- •� Each year the City Council designates a portion of the City's Community Development Block Grant (CDBG) funds to one or more street improvement projects. At a recent meeting of the City Council there was some discussion of the funding the required improvements to the Wicks Road slope improvements, from this source. The purpose of this report is to clarify the projects recommended to be funded by CDBG next year. DISCUSSION A. Projects / Funding The following is a list of the receive CDBG funding next year. Budget The project costs and funding sources listed above are preliminary recommendations only. If these CDBG funded projects are approved by the City Council, the FY 1995/96 Budget will include final funding levels and sources based on this policy direction, adjusted to reflect final project costs estimates. On April 19, 1995, the City Council approved an amendment to the FY 1994/95 budget in the amount of $11,500 to fund design efforts for the Wicks Road slope restoration project (Item #1 above) and the Everett Street detention basin storm drain project. (The later project, which is not shown above, was referred to on April 19, 199, as the Wicks Road detention basin drain line.] The action taken by the City Council on April 19, 1995, was to fund the design costs for these projects � from the MRA and k from the Gas Tax fund. In order to reflect this policy direction in the FY 1995/96 Budget, it is the intent of staff to show the next years design costs for these two projects to be funded as follows: Project Funding Source • Everett St. Basin Storm Drain Gas Tax • Wicks Rd. Slope Repairs MRA Total CDBG funding for street projects next year is $208,157. It is recommended that any excess CDBG funding from the First Street and Bard Street Reconstruction project be applied to this project. It is also recommended that any construction cost in excess of available CDBG funding be funded by the Moorpark Redevelopment Agency i'MRA). RECOMEMATIONS Staff recommends that the City Council take the following actions: 1. Approve the list of street projects funded by FY 1995/96 CDBG funds to be as set forth in Section A of this report and direct staff to proceed with the preparation of project designs; and, 2. Confirm the funding sources for design efforts for the projects discussed in this report to be as defined in this report. cdbg95
