Meeting 6 -7 -95) x�4L-- SUBJECT: Consider Selection of a Landscape Architect to Prepare Plans and Specifications for Parkway Landscape Improvements on the West Side of Spring Road from Los Angeles Avenue to the Southern Pacific Rail Crossing. The FY 1994/95 Goals and Objectives included a project to construct parkway landscaping on the west side of Spring Road north of Los Angeles Avenue, including the construction of Entry Statements at the intersections of Roberts Avenue and Second Street. In addition, these improvements were identified by the Moorpark Redevelopment Agency's Project Area Committee, as worthy of MRA funding. DISCUSSION A. Landscape Architect The City has prepared Requests for Proposals (RFP) and solicited proposals from a number of landscape architects in the past, for the preparation of designs for a number of parkway / median landscaping projects. The firm of Landscapes, Inc. was selected to prepare the design plans for all such project constructed by the City in the past several years. The quality of the designs prepared by this firm have been good and the fees required for those services have been very competitive. With this in mind, City staff asked Landscapes, Inc. to provide the City with proposals for the preparation of designs for several other parkway landscaping projects under consideration. B. Proposal One such proposal from Landscapes, Inc. is for the preparation of design plans and specifications for the subject project. The fee for these services is $2,860, plus reimbursable costs. 1s95—arc Landscape Architect June 1995 Page 2 C. Design The project shall be designed to be compatible with other parkway median landscape improvements in the City. Said design shall include the use of drought tolerant plants and drip irrigation systems. The project design may also include provisions for the construction of Entry Statements at the intersections of Spring Road & Second Street and Spring Road & Roberts Avenue, as well as parkway landscaping on Second Street and Roberts Avenue between Spring Road and Harry Street. The extent of the design and the scope of the construction of these elements of the project will depend largely upon the extent and level of cooperative participation by the affected property owners and residents. The construction of Entry Statements may require the acquisition of additional street right -of -way or landscape easements in these areas. D. Fiscal Impact It is recommended that the design costs for this project be funded by the MRA. No budget amendment or appropriation is required at this time. It is the intent of staff to include this project in FY 1995/96 Budget. The funding sources to be considered for construction costs include MRA, Gas Tax Fund, General Fund or AD84 -2. E. Agreement A professional services agreement has been prepared to retain Landscapes, Inc. to provide the services described in above. This agreement has been structured to allow for future amendments to said agreement to add landscape architectural design services for additional projects. It recommended below that the City Manager be authorized to execute this agreement, as well as contract amendments for future design services for budgeted projects. 1a95—arc Landscape Architect June 1995 Page 3 RECOMENDATIONS (Roll Call Vote) Staff recommends that the City Counc.i 1 take the following actions: 1. Approve the selection of Landscapes, Inc. to prepare the subject design for a Not to Exceed fee of $2,860. 2. Approve an Agreement between the City and said firm for these and other similar services, to be in the form of the City's standard professional services agreement. 3. Authorize the City Manger to execute said Agreement. 4. Authorize the City Manger to approve amendments to said agreement for additional landscape architectural design services for budgeted projects, not to exceed $5,000 per project or an aggregate total not to exceed $40,000 per fiscal year. 1s95—arc
