SUBJECT: Consider Installation of STOP Signs at the Intersections
of a) Laurelhurst Road and Rolling Knoll Road; and, b)
Shadyridge Road and Mountain Trail Street
BACKGROUND
The installation of STOP signs and other possible additional
traffic control measures was discussed by the Transportation and
Streets Committee at their meeting of May 30, 1995.
DISCUSSION
A. Laurelhurst Road & Rolling Knoll Road
There was discussion at the above mentioned meeting of the
possibility of adding a STOP sign for southbound traffic at the
intersection of Rolling Knoll Road and Laurelhurst Road. There
is no record of any traffic studies having been performed at
this intersection for the purpose of determining if any of the
STOP sign Warrants have been met for the installation of a
single STOP sign at this tee intersection. It is recommended
that such a study be performed prior to the City Council
considering such action. The cost of such a study would be
$500. However, should the City Council wish to proceed with the
installation of this STOP at this time, a Resolution ( Exhibit 1)
has been prepared for this purpose.
There was also discussion at the above mentioned meeting of the
possibility of installing STOP signs at all three entrances to
this intersection. Again, prior, to taking any such action it is
recommended that the City Traffic Engineer be directed to
perform a STOP sign Warrant study for this intersection and that
said study consider both the single STOP sign mentioned above as
well as the possibility of making this intersection a three -way
STOP. There would be no additional cost to perform this
analysis as a part of the study of this intersection.

B. Shadyridge Drive and Mountain 'frail Street
There was also discussion at the above mentioned meeting of
traffic and visibility problems at the intersection of
Shadyridge Drive and Mountain Trail Street. It was noted that
the developer recently discovered that the block wall at the
northwest corner of this intersection had been constructed in a
manner consistent with the requirements of the sight distance
study prepared by the developers engineers, and that steps were
being taken to relocate this wall. Discussions also touched
upon the geometric design of the street, pedestrian traffic to
the park and school and vehicle speeds. A resident of the area
requested that a three -way STOP be established at this
intersection. The City Council is advised that a STOP sign has
already been installed for eastbound traffic entering this
intersection.
In that questions of visibility at this intersection are very
germane to the question of whether or not a Three -Way STOP is
needed, it is recommended that any action to designate this
intersection a three -way STOP be deferred until the developer
has completed the modifications to the blockwall and adjacent
landscaping at this location. It is further recommended that,
prior to taking any action, the City Traffic Engineer also be
directed to perform a STOP sign Warrant study at this
intersection as well. The cost for this study would also be
$500.
CONCLUSION
As stated above, it is recommended that any action directing the
installation of STOP signs be deferred until after the City Council
has considered a STOP sign warrant study performed by the City
Traffic Engineer. However, should the City Council wish to direct
staff to proceed with the installation of a STOP sign for
southbound traffic entering the intersection of Rolling Knoll Road
and Laurelhurst Road, the attached Resolution (Exhibit 1) has been
prepared for that purpose.
RECOMMENDATIONS
Staff and the Transportation and Streets Committee recommend that
the City Council direct the City Traffic Engineer to perform STOP
sign warrant studies for the intersection of Rolling Knoll Road and
Laurelhurst Road and the intersection of Shadyridge Drive and
Mountain Trail Street for a cost Not to Exceed $1000.
