Lindley, Assistant to the City Manager N:7 DATE: July 11, 1995 (CC Meeting of July 19) SUBJECT: Consider Award of Bus Service Contract to Antelope Valley Bus, Inc. Background The City Council is being asked to award a three year contract for bus operation and maintenance to Antelope Valley Bus, Inc. For the past five years, the City has contracted with Antelope Valley Bus for bus service. The existing contract with Antelope includes a bus, backup bus, driver, fuel and all vehicle maintenance. The current hourly cost for this service is $40.71, and the City contracts for 9.5 hours Monday through Friday. In an effort to reduce costs while providing better service with a higher quality and more attractive vehicle, the City Council approved the purchase of a new bus at a cost of $57,000 using Federal Section 9 Grant Funds. In addition, the Council directed staff to draft a new agreement that called for the contractor to operate and maintain the bus owned by the City. By retaining a city -owned bus, vehicle capital costs passed on by the contractor are eliminated. At its meeting on March 15, 1995, the Council approved the bus operation and maintenance bid specifications and the new contract provisions. As approved by Council and identified in the new contract, the bus will continue to operate as a fixed route /route deviated system in adherence with the ADA. The existing schedule will continue with changes made as necessary. Additional contract provisions include. • Three year term with a 30 day termination clause. • City to provide a 20 passenger bus with two wheelchair stations. u(vubl. 1 Bus Service Contract July 7, 1995 Page 2 • City to establish routes and stop locations and times. • City to provide farebox and two -way radio to be mounted in the bus. • Contractor to provide trained drivers) to operate the City -owned bus.. • Contractor- to provide a backup bus. • Contractor to fully insure the bus. • Contractor to conduct all maintenance and repair for the bus in accordance with the manufacturer's specifications. • Contractor to provide daily cleaning. • Contractor to provide monthly ridership and maintenance reports ±.c City. In response to the bid solicitation, the City received two qualified proposals: Antelope Valley Bus, Inc. with an hourly cost of $34.74 and Thousand Oaks Cab Company with an hourly cost of $48.00. Based on the cost of the low bidder's proposal, the City would save approximately $14,000 in TDA funds per year in comparison to its existing contract:. Staff is recommending that the City Council award the contract to Antelope Valley Bus. The Contract's effective date is August 1, 1995. Recommendation Staff recommends that the City Council award the bus service contract to Antelope Valley Bus, Inc. effective August 1, 1995, and direct the Mayor to sign the Contract on behalf of the City.
