Gilbert, Director of Public Works DATE: July 7, 1995 (Council Meeting 7- 19 -95) SUBJECT: Consider Report Pertaining to the Establishment of a Three -Way STOP at the Intersections of a) Laurelhurst Road and Rolling Knoll Road; and, b) Shadyridge Road and Mountain Trail Street On June 7, 1995, the City Council considered a report pertaining to the installation of STOP signs at the subject intersections. On that date the City Council adopted Resolution No. 95 -1126 placing one STOP sign at the intersection of Rolling Knoll Road and Laurelhurst Road for southbound traffic. The City Council also directed the City Traffic Engineer to perform a Stop Sign Warrant Study to evaluate requests to designate these intersections Three - Way STOP intersections. The City has received requests from local residents for the placement of STOP signs at all three entrances to the subject intersections (Exhibit 1). These requests were first discussed by the Transportation and Streets Committee and then forwarded to the City Council. On June 7, 1995, the City Council took the actions noted above.. •• .1 As the attached (Exhibit 2) Advisory Notice discusses, STOP signs are not meant to be used for speed control. STOP signs are to assist drivers in determining which driver has the right - of -way at an intersection. Traffic engineering warrants used to evaluate intersections and determine if the installation of a STOP is justify. Stop Sign Warrant Study Attached as Exhibit 3 and 4 are copies of the Stop Sign Warrant Studies prepared by the City Traffic Engineer for the subject intersections. Those studies assessed traffic count data, accident history information and other relevant sources to determine if the installation of either single STOP or multiple STOP traffic controls at these intersections is needed. Those studies concluded that none of the warrants for either single or multiple STOP signs had been met at either of the subject intersections. As previously discussed, an intersection only meets warrants for the installation of STOP signs when there is sufficient traffic volume or other factors which require traffic controls to assist drivers in determining which vehicle has the right of way. F. Notice Mr. Ray Ashton, who resides on Shadyridge Road, has been advised that the City Council would be considering this matter at its July 19th meeting. Mr. David Walsh has also been advised that this matter would be considered by the City Council on July 19th. Mr. Walsh resides on and has corresponded to the City on behalf of many of his neighbors regarding traffic safety issues on Laurelhurst Road. A stop sign is one of our most valuable and effective control devices when used at the right place and under the right conditions, It is intended to help drivers and pedestrians at an intersection decide who has the right -cd way. One common misuse of stop signs is to arbitrarily interrupt through traffic, either by causing it to stop, or by causing such an ,r convenience as to force the traffic to use other routes. Where stop signs are installed as )uisances" or "speed breakers," there is a high incidence of intentional violation. In those locations where vehicles do stop, the speed reduction is effective only in the immerJiate vicinity of the stop sign, and frequently speeds are actually higher between inters- ;tic r . For these reasons, it should not be used as a speed control device A school crossing may look dangerous for children to use, causing parents to demand a stop sign to halt traffic. Now a vehicle v hich had been a problem for 3 seconds while approaching and passing the intersection 7ecomes a problem for a much longer period. A situation of indecision is created as to ,,,, -ien to cross as a pedestrian or when to start as a motorist. Normal gaps in traffic through tivhich crossings could be made safely no longer exist. An intersection which previously v%:. „ nozz busy now looks like a major intersection. It really isn't — it just looks like it. It does 1 t even look safer and it usually isn't. Most drivers are reasonable and prudent ke th no intention of maliciously violating traffic regulations; however, when an unreasoi,,�ble restriction is imposed, it may result in flagrant violations. In such cases, the stc;_ sign can create a false sense of security in a pedestrian and an attitude of contem,Dt i motorist These two attitudes can and often do conflict with tragic results. Well- developed, nationally recognized guidelines help to indicate when such controls become necessary. This Is a tee intersection with Rolling Knoll being a two (2) lane residential street. The street forms a loop. Rolling Knoll is north -south at the Intersection wkh a median with one lane in each direction serving houses adjacent to its right of way. LauraMurst provides land aooess and also serves some commuter traffic which cuts through the area. There is an adequate sight distance for all three approaches to the Intersections. Residents in the area have complained about accidents caused by excessive speeds. The following documents the results of a warrant study to determine if stop sign(s) are warranted: [2#7&--1, t- Z•.• 1. On the less important road where application of the normal right -of -way rule is unduly hazardous -- (accident records show no accidents susceptible to correction by stop sign. Only two ao*Wft are recorded in the area over the past three (3) years -- neither at intersection, neither correctable by stop sign). 2. City street intersection with state highway. 3. Intersection of two (2) main highways -- not met. 4. Street entering a legally established Through street. 5. Minor street where the safe approach speed is less than 10 mph -- (safe approach speed on Rolling Knoll is 20 mph). 6. Unsignalized intersection in a signalized area, -- (most intersections in the vicinity are unsignalized). Total pedestrians on Rolling Knoll estimated at 200. Average combined volume per hour equals 80 trips/hour for the period 1 Pm to 9 pm.. C. When 85 percentile approach speed on major street exceeds 40 mph, the minimum vehicular warrant is 70 peroent of A and B. If the average speed on L.aurelhurst is assumed to be above 40 mph and test is warranted. Average vehiclee/hour for eight (8) hours -- (highest sight hours of vehicles is 76 vehicles/hour)- NO NO NO NO NO Based on this warrant study for stop signs at Rolling Krwli Drive and Laurelhurst Road intersection neither single nor multiple stop signs are warranted. This is a tee intersection with Mountain Trail Street being a collector loop running north -south at the intersection. Shadyridge Drive is a very short east -west street which serves a residential area under construction. There is a sight distance problem for Shadyrkfgo traffic. The City has installed a stop sign and is in the process of having the developer move a monument wall to improve sight distance. The following documents the results of a stop sign warrant study: WARRANT EQr Single Stop Scans MET r no 1. The average speed on Mountain Trail probably exceeds 40 mph therefore, test warranted.
