SUBJECT: Consider Reiectina Bids for Construction of Restroom /
Concession Facility at Arroyo Vista Community Park.
BACKGROUND
At the June 7 , 1995 City Council meeting, the City Council
directed staff to advertise for receipt of construction bids for
the restroom / concession facility at Arroyo Vista Community Park.
The City Council appropriated $642 , 700 of funding to make park
improvements to the Arroyo Vista Community Park, Phase II . These
improvements are to include two softball diamonds, with lights for
one, with fencing, bleachers, dugouts, and infields ; a roller
hockey rink; a tot lot, and a picnic shelter with tables, benches,
barbecues , drinking fountain and a restroom and concession
facility.
The City retained the services of an architect, Andrew Alan
Czubiak, to prepare plans and specifications for a restroom
facility for Arroyo Vista Community Park. Mr . Czubiak was
contracted with the City in the past and was the architect on the
restroom/concession facility at Peach Hill Park.
The City had also contracted with Dwight French & Associates to
design the sewer and water line extensions . They were previously
contracted with the City and did the offsite utility work for
Phase I of Arroyo Vista Community Park.
DESIGN FEATURES
The restroom facility will feature a men ' s restroom with two
sinks, two urinals, and two toilets, a women ' s restroom with two
sinks and three toilets, a janitor supply closet, an equipment
storage room, and a concession area with storage, a counter area
and a double sink. The entire building will be 50 ' x 25 ' (1250
sq. ft . ) The roof will have a blue "mission" style tile roof, and
the exterior walls will be a gray precision block, to compliment
the architectural colors of the Recreation Center.

DISCUSSION ON FINANCIAL OVERVIEW
There is a preliminary cost estimate of $85, 000 for the restroom
construction, and $65, 000 for the design and construction of the
sewer and water line, and the possible installation of a fire
hydrant at this location. The City' s consultants estimated that
sewer and water construction will cost $68, 300 and that the
building construction would be $81, 250, which is still within the
budgeted appropriation set by the City Council . The Council may
recall that the City has received a commitment from the Moorpark
American Youth Soccer Organization (AYSO) to donate $5, 000 towards
the construction of the restroom facility. This is a one time
only donation, and may be spread over several years .
Staff had previously determined to let a separate contract for the
completion of the sewer and water line improvements , and
advertised for bids for the restroom / concession facility only.
The bids received were only for the restroom / concession facility
construction and did not included the water and sewer
improvements . Staff is currently completing the water and sewer
plans and specifications, and these plans and specifications
should be completed within the next few weeks .
BID SUMMARY
There were two responsive bidders, and a summary of bids is
attached to this report . Both bids exceeded the estimated cost
for construction by at least $20 , 000 . The low bid was for
$105, 000 for only the building construction.
Staff is recommending that all bids be rejected, and that the City
re-advertise at the same time as the City advertises for all sewer
and water line improvements for the subject project .
RECOMMENDATION
Reject all bids and direct staff to re-advertise for bids for
construction of the restroom/concession facility, concurrently
with advertising for bids for sewer and water improvement to
subject restroom / concession facility.
