SUBJECT: Consider Merit Salary Increase for the City Manager and Adoption of Resolution No. 95-___, Establishing the Salaries for Competitive Service, Non - Competitive Service, and Hourly Employees: and Rescinding Resolution 95 -1139. Background The City Council adopted Resolution 95 -1139 on July 5, 1995 establishing salaries for all employees for fiscal year 1995/1996. As of that date, the City Council had not completed the evaluation of the City Manager's performance. On July 26, 1995, the City Council completed the evaluation of the City Manager's performance and in open session authorized a retroactive 2.5% merit raise beginning with the first pay period in fiscal year 1994/1995. This requires a transfer of $2,348.20 in savings from various departmental line items in that fiscal year. Eighty percent of which will be assigned to regular salaries in the City Manager's department and twenty percent will be assigned to regular salaries in the Redevelopment Agency operations. Discussion The salary resolution is amended in the preamble to reflect Council's consideration of the City Manager's performance on July 26, 1995 and in section 5 the City Manager's bi- weekly salary is amended to reflect the 2.5% increase authorized by the City Council on July 26, 1995 for fiscal year 1994/1995. Redevelopment Agency action is not required since a reimbursement agreement is already in place whereby the Agency has agreed to reimburse the City for any staff costs incurred for Agency operations. Recommendation Pursuant to City Council action of 7/26/95 transfer $2,348.20 from departmental savings in fiscal year 1994/1995 to cover the retroactive salary increase and adopt Resolution No. 95- rescinding Resolution No. 95 -1139 to grant 2.5% merit increase in compensation effective 7/9/94. 000071
