Benson MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Teri Davis, Program Manager DATE: February 14, 2018 (CC Meeting of March 7, 2018) SUBJECT: Consider Resolution to Appoint Authorized Agents to Obtain Federal Department of Homeland Security Grant Funds Sub- granted through the State of California BACKGROUND AND DISCUSSION In December 2013, City Council appointed Steven Kueny, Deborah Traffenstedt, and Ron Ahlers as authorized agents to receive Federal Department of Homeland Security (Homeland Security) Emergency Management Performance Grant (EMPG)funds EMPG is a funding program which is sub-granted through the State of California Governor's Office of Emergency Services (OES) and administered by the Ventura County Sheriffs OES (County OES) The City of Moorpark (City) is a member of the Ventura County Operational Area, and therefore a sub-grantee for the EMPG funds approved for County OES The City is entitled to receive approximately$15,000 in EMPG funds per fiscal year Authorized Agents execute any actions necessary for each sub-award The City has a newly appointed City Manager and staff recommends Council appoint and reappoint the following as Authorized Agents Troy Brown, City Manager, Deborah Traffenstedt, Assistant City Manager, and Ron Ahlers, Finance Director FISCAL IMPACT Total grant funds requested are approximately $15,000 per year which must be used for emergency management projects, programs, or operations STAFF RECOMMENDATION Adopt Resolution No 2018- Attachment A Resolution No 2018- 20 RESOLUTION NO 2018- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, APPOINTING AUTHORIZED AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF MOORPARK FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY WHEREAS, the federal Department of Homeland Security (Homeland Security) provides grant funding for emergency management, and WHEREAS, the Homeland Security's Emergency Management Performance Grant (EMPG) is such a funding program sub-granted through the State of California, and WHEREAS, the City is entitled to receive EMPG funds, and WHEREAS, the City wishes to receive EMPG funds and wishes to appoint authorized agents to execute EMPG documents on the City's behalf NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS SECTION 1 Be it resolved by the City Council of the City of Moorpark that Troy Brown, City Manager, or Deborah Traffenstedt, Assistant City Manager, or Ron Ahlers, Finance Director is hereby authorized to execute for and on behalf of the City of Moorpark, a public entity established under the laws of the State of California, any actions necessary for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and sub-granted through the State of California SECTION 2 The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions PASSED AND ADOPTED this 7th day of March, 2018 Janice S Parvin Mayor ATTEST Maureen Benson City Clerk 21
