BACKGROUND The City Council appropriated $15, 000 at Campus Canyon Park and $10, 000 at Glenwood Park, from Fund 5 (Park Improvement Funds) to install security lighting. Staff had contracted with Lawrence Lundeen, a licensed electrical engineer, to provide a lighting design to the City for these two parks . Staff also purchased the specified number of fixtures and poles for each park, which have been delivered and are currently stored at the Maintenance Yard . The Building and Safety Department reviewed the plans, and will provide inspection as part of the building permit . City staff will administer the contract for the installation of the lights . At the City Council meeting of August 2 , 1995, the City Council authorized staff to advertise for receipt of bids for the installation and electrical work of the security lights at the aforementioned parks . At that time, the electrical engineer had provided staff a construction cost estimate for both parks at $19, 000 . DISCUSSION ON FINANCIAL OVERVIEW To date, the City has expended $1760 on the electrical engineer ' s design, $180 . 00 for inspection and permit fees, and $6328 . 00 for the light fixtures and poles . Glenwood Park (Budget - $10, 000 ) Electrical Design $ 880 . 00 Inspection and Permit fees $ 90 . 00 Light Fixtures and Poles $ 3164 . 00 TOTAL $ 4134 . 00 Balance $ 5866 . 00 Less Electrical Contractor $ 7500 . 00 Balance -$ 1634 . 00 oo &-7 95-7 Campus Canyon Park (Budget - $15, 000) Electrical Design $ 880 . 00 Inspection and Permit fees $ 90 . 00 Light Fixtures and Poles $ 3164 . 00 TOTAL $ 4134 . 00 Balance $10866 . 00 Less Electrical Contractor $ 7500 . 00 Balance $ 3366 . 00 The appropriations made by City Council for these projects in the FY 1995-96 budget is adequate in Zone 3 (Campus Park Zone) to fund the installation of the light poles and fixtures at Campus Canyon Park, but additional funds will be needed to be appropriated to Zone 6 (Glenwood Park) to fund the installation of the light poles and fixtures at Glenwood Park. There is currently a $40 , 797 fund balance in Zone 6 in the Park Improvement Fund, inclusive of the budgeted $10, 000 . BID SUMMARY There were five responsive bidders for the installation of security lights . The apparent low bid was for $15, 000 , submitted by Big 0 Enterprises of Northridge.
