PROPERTIES GRADING EXPORT (APN 500- 00- 34 -22) Background: This item is presented to the City Council in compliance with City policy requiring that import /export, exceeding 10 truckloads, be approved by the City. Discussion: On September 7, 1995 the developer's engineer submitted his grading plan to the Engineering Department for review and approval. This plan indicated that import of over 28,000 Cubic Yards of material are proposed to be transported to the site and spread out over 12 acres in a roughly one foot thick layer (see location in attached Exhibit 1). The material will be used for agricultural and drainage purposes and is not being used for construction purposes at this time. Because the material being imported will be placed uncompacted, a Notice of Uncertified Fill will be recorded. It has been a standard practice, in the City of Moorpark and Ventura County, to record a Notice of Uncertified Fill in situations where fill material is placed without compaction certifications. This precludes building permit issuance on such sites until the fill is approved by the agency. The proposed import haul route will have trucks entering from the west along Los Angeles Avenue, proceeding north on Gabbert Road to an access road located just north of the Southern Pacific Railroad crossing and right -of -way. From there the trucks will proceed west along the access road to the site. This access road crosses 2 (two) adjacent properties. Trucks leaving the site will follow the same route and exit the City going west along Los Angeles Avenue. Permission to haul across the adjacent properties has not yet been verified and is being sought by the owner of the L.K.P. property at this time. The applicant will be conditioned to provide those approvals prior to issuance of a grading permit. The amount of import is expected to require approximately 2,000 truck trips to the site. An average truck volume along the haul route of 250 vehicles per day or 30 -40 trucks per hour can be expected. It is anticipated that this haul work will take 1 -2 weeks to complete. Recommendation: Approve the requested import quantity and haul route with following conditions: 1. The hauling hours shall be limited between the hours of 9 A.M. and 3 P.M. Monday through Friday. 2. Daily clean up of the haul route will be required (including daily street sweeping, if necessary, or as directed by the City Engineer). 3. Prior to grading permit issuance a cash deposit of $500 shall be made to the City to insure regular clean up of the haul route. If the deposit is expended, import will proceed only upon replenishment of the deposit amount of $500. 3. The applicant shall secure, in writing, permission to ingress /egress all private properties between Gabbert Road and the project site over the length of the haul route. 4.
