Gilbert, Director of Public Works DATE: December 11, 1995 (Council Meeting 12- 20 -95) �sL SUBJECT: Consider Award of Contract for the Construction of a Double Left Turn Lane (North -to -West Traffic) and a Raised Center Median on Spring Road South of Los Angeles Avenue 1. In February of 1995 the City Council approved the subject project and authorized staff to proceed with the project design. 2. In June 1995, the City Council was provided with a copy of the preliminary design for the area immediately south of Los Angeles Avenue. 3. In September of 1995 the City Council approved the plans and specifications for the subject project. DISCUSSION A. Design The subject project calls for the construction of certain traffic modifications on Spring Road south of Los Angeles generally summarized as follows: • the construction of a raised center median from Los Angeles Avenue to a point approximately two hundred thirty feet (2301) to the south; • the relocation of the centerline easterly and the re- striping of the street to provide for a double left turn lane for north -to -west left turners; • the restriping of Spring Road north of the intersection to match the new lane line alignment south of the intersection; • the installation of track lines through the intersection to assist traffic flow; and, • the relocation of the traffic loop detectors and the restriping of the street as required. sp_meQ. awd 000U5l %5 - /b_-�- I TE3I i AGENDA REPORT -- • �•r � - C = TY OF MOORPARK TO: The Honorable City Council _ FROM: Kenneth C. Caltrans Permit Staff has received a preliminary Encroachment Permit from Caltrans, which amply describes all of the construction requirements to the bidders. Caltrans will issue the final permit upon receipt of a revised composite traffic signal plan. That plan is being prepared and will be presented to Caltrans in the near future. It is anticipated that the issuance of the permit will delay City issuance of the Notice to Proceed. C. Bid Results Bids for the subject project were received and opened on December 11, 1995. A tabulation of the bid results is attached as Exhibit 1. D. Oualifications It has been determined that the apparent low bidder, G. T. Equipment, Inc., is qualified to construct the subject project. Said bidder has confirmed that their bid is valid and that they are prepared to proceed with the construction of the project. E. Fiscal Impact 1. Total Project Cost Estimate: Element Cost Est. (S) Design 11,788 Construction 29,860 Construction Contingency (20 %) ** 6,352 Admin & Inspection 4,000 Total 52,000 Note: Twenty percent (20 %) contingency requested due to possible additional requirements by Caltrans. 2. Budget: The staff report which accompanied City Council action authorizing the project design to proceed, recommended that project funding be provided by the L. A. Avenue AOC. That report recommended that the actual change to the appropriation and an approved budget for this project be deferred until the award of contract. Schedule It is anticipated that construction of the subject project will begin in January and be completed in February. REMO(ENDATION ( Roll Call Vote) Staff recommends that the City Council take the following actions: 1. Approve changes to the appropriation and budget amount for the subject project as follows: Acc #003 - 142 - 903 -0416: from $60,000 to $0 ($60,000 decrease) Acc #027- 142 - 903 -0416: from $0 to $52,000 ($52,000 increase) 2. Award a contract to G. T. Equipment, Inc. in the amount of $29,860.00; 3. Approve a construction contingency of approximately twenty percent (20%) for the project and authorize the City Manager to approve additional work, if required, for an amount not to exceed ten per cent of the contract; and, 4.
