BACKGROUND The Bicycle Lane Account Program was established by the enactment of the Non - motorized Transportation Legislation (SB 1095, Chapter 517). The program provides funds in the amount of $360,000 annually to local agencies for projects that improve safety and convenience for bicycle commuters. Local agencies are eligible to receive no more than 25% ($90,000) of the annual funds. DISCUSSION At the November 16, 1994 City Council meeting, City Council adopted Resolution No. 94 -1087 expressing support for the County of Ventura's Regional Trails and Pathways Master Plan. As shown on Exhibit 'A',, said plan identifies a trail along the Arroyo Simi connecting the communities of Simi Valley and Camarillo. Staff intends to submit a Bicycle Lane Account Program application proposing to retain a consultant to identify the constraints, requirements, processes, procedures and affected approving agencies for the development and implementation of the above described trail within the City. Said services would also include identifying design options for this facility. As part of the grant application, local agencies are required to adopt a resolution which authorizes the submittal of the application and execution of the agreement. The application deadline is December 31, 1995.
