Gilbert, Director of Public Works DATE: December 8, 1995 (Council Meeting 12-20-95) SUBJECT: Consider Use of Surplus Freeway Right -of -Way for the Expansion of Griffin Park BACKGROUND 1. In early 1994 Caltrans completed the construction of the Route 118 / Route 23 freeway connector project. Those improvements include the construction of the Collins Drive interchange. The final improvement left a flat "unusable" area, within Caltrans right-of-way, at the toe of slope for the westbound off -ramp, adjacent to Griffin Park (see Exhibit 1). The approximate size of this "flat" area is one hundred twenty feet by four hundred fifty feet (120' x 4501), or 54,000 sq. ft. (1.24 ac.). 2. In June of 1994, the City Council directed staff to seek to purchase or lease this property, so that it could be added to Griffin Park. 3. Staff worked with Caltrans over the period of several months to develop and finalize the wording of a Lease Agreement to allow the City use of this property. That Lease was finalized, approved and ultimately executed. The Citv is now the lessee of the property. 4. Staff then submitted an Encroachment Permit Application to Caltrans to allow the City to relocate the fence. That permit has been issued. Staff then sought and obtained bids for the relocation of the fence. 5. On October 18, 1995, the City Council considered a report from Christine Adams, Director of Community Services, requesting approval of funding for this fence relocation project. The City Council directed staff to first send a request to Caltrans that they install a guardrail at the top of the slope for the westbound off -ramp. gri£7 oouo 7 Griffin Park December 1995 Page 2 DISCUSSION A. Caltrans Response Pursuant to City Council direction, a request was forwarded to Caltrans that they evaluate the feasibility of installing a metal beam guardrail at the westbound Route 118 off -ramp at Collins Drive. Attached as Exhibit 2 is a copy of their response. It is the view of Caltrans that a guardrail at this location is not warranted. Staff concurs with this conclusion. B . City Project The attached letter states that Caltrans is willing to issue the City an encroachment permit to allow the City to construct a metal beam guardrail at the top of the slope of the off -ramp. Caltrans was not willing to participate in any of these costs. A preliminary estimate of the cost of these improvements is $7,000. C. Options A summary of the options available at this point are as follows: 1. Proceed with the project without a guardrail. 2. Proceed with the design and construction of the a guardrail at the top of slope. 3. Terminate the Lease of the subject property and cancel the proposed park expansion project. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Direct staff to proceed with the relocation of the fence without the construction of a metal beam guardrail at the top of the slope of the off -ramp. 2. Caltrans evaluated the feasibility of constructing a MBGR at this location and concluded that the installation is not warranted at this time for the following reasons: 1. The major portion of this off ramp is on a tangent section and is protected by a sound wall. 2. There is no incidence of any run off road accident on record as of this date. We also investigated the site and there are no signs of run off road incidents that may not have been reported. 3. There is very low potential for run off road accidents since vehicles are traveling at a very low rate of speed through this section as they are approaching the signalized intersection. However, if the City feels that a MBGR is needed at this location, Caltrans is willing to approve for the City to install a MBGR under an encroachment permit.
