SUBJECT: Consider Allocation of AD92 -1 Funds for a Future
Underground Utility Project on Los Angeles Avenue
In August of 1995 the City Council considered a report pertaining
to the establishment of an Underground Utility District (see
Exhibit 'A') to facilitate the undergrounding of utilities on a
portion of Los Angeles Avenue west of Moorpark Avenue. That matter
was continued at the request of the Southern California Edison
Company (SCE).
DISCUSSION
A. SCE Response
SCE has been working on a number of matters which will better
facilitate the implementation of the proposed undergrounding
project. It is anticipated that a response from SCE regarding
these matters will be forwarded to the City within a few months.
When received, a full report will be provided to the City
Council regarding the scope of the undergrounding project and
the process required to implement same.
B. AD 92 -1 Funding

The Engineer's Report for AD92 -1 identified improvement funds in
the amount of $523,460 to be used for utility improvements.
Said improvements may include the undergrounding of overhead
electrical transmission and /or distribution lines along Los
Angeles Avenue within AD92 -1 boundaries. It has always been the
intent of staff to request that the City Council take formal
action to identify those funds as partial funding of the
proposed undergrounding project. It was staff's intent to
request that the City Council take that action at the time the
scope of the undergrounding project is approved and the process
initiated to form the Underground Utility District.

In that the implementation of the undergrounding project has
been delayed, it is requested that the City Council proceed with
that action at this time.
RECOMMENDATIONS (Roll Call Vote)
Staff recommends that the City Council allocate AD92 -1 funds in the
amount of $523,460, to be used to partially fund a future utility
undergrounding project on Los Angeles Avenue within the boundaries
of AD92 -1.
