HomeMy WebLinkAboutAGENDA REPORT 1995 1220 CC REG ITEM 07LITEM .-L 6 CITY OF MOORPARK AGENDA REPORT TO: The Honorable City Council FROM: Christine Adams, Director of Community Service DATE: December 5, 1995 (Meeting of December 20, 1995) SUBJECT: Consider Parks and Recreation Commission's Reauest to Provide Additional Funding for Commission Attendance at the California Pacific Southwest Recreation and Park Conference in February, 1996, The California Pacific Southwest Recreation and Park Conference is held annually in California, and alternates locations between north and south each year, similar to the League of California Cities Conference. This annual conference provides four days of educational sessions and lectures, as well as the largest trade show of its kind in the United States, specifically designed to provide information and technical assistance to those working in the parks and recreation profession. The 1996 conference will be held in San Diego February 8 - 11. The City Council appropriated $1,200 for two (2) commissioners to attend the San Diego conference as well. Staff has calculated costs for the conference, and has determined that minimal costs for two Commissioners to attend the conference will exceed the budgeted appropriation by $300. As the conference is in San Diego this year, the Commission is requesting that the City Council consider appropriating an additional $1,200 which will fund all five commissioners to attend the conference. Two staff members (Christine Adams and Shelly Shellabarger) have been funded to attend this conference. Two Commissioners serve on the board of directors for the California Association of Parks and Recreation Commissioners and Board Members (CAPRCBM) and will also speak at educational sessions at the conference. These two commissioners have had their conference registration provided by the conference, which is a savings of $169 each. If these commissioners are the only two commissioners that attend the conference, the pre -paid conference registrations can be refunded, less a $25 processing fee per registration, if requested prior to January 20. 0000'77 Staff has prepared a preliminary cost analysis for all five commissioners to attend the conference, including already identified cost savings measures. Each additional registration will cost $199.00. Commissioners Hall and Thompson have indicated that since the City has funded them for the last few years, they would still like to attend and if funding is not available, they would be willing to pay their own expenses. The Budget and Finance Committee (Lawrason and Perez) reviewed this item at their meeting on December 11. It was recommended by the Committee that the Council not allocate any additional funds for the 1996 CPRS Conference for Commissioners. The Committee recommended that all five Commissioners could attend, if they desired, as long as the City budget amount of $1,200 was not exceeded. Furthermore, the Committee recommended that the current policy regarding appointed officials attendance at conferences should be reviewed during the 1996/97 budget process. RECOMM ATION Approve attendance of all five Parks and Recreation Commissioners at the California Pacific Southwest Recreation and Park Conference, February 8 - 11, 1996, in San Diego, with City budgeted costs not to exceed the currently budgeted amount of $1,200. 0000112
