A Special Meeting of the City Council of the City of Moorpark was held on January 8,
2018, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California
1 CALL TO ORDER
Mayor Parvin called the meeting to order at 9 07 a m
2 ROLL CALL
Present Councilmembers Mikos, Pollock, Simons, Van Dam, and
Mayor Parvin
Staff Present Deborah Traffenstedt, Assistant City Manager, and Kevin
Ennis, City Attorney (by conference call)
3 PUBLIC COMMENT
None
4 CLOSED SESSION
Ms Traffenstedt requested the Council go into closed session for discussion of
Items 4 C and 4 D on the agenda
MOTION Councilmember Mikos moved and Councilmember Pollock seconded a
motion to adjourn to closed session for discussion of Items 4 C and 4 D on the
agenda The motion carried by unanimous voice vote The time was 9 07 a m

Agency Designated Representatives Mayor and City Councilmembers,
Deborah Traffenstedt, Assistant City Manager, Greg Nelson, Ralph
Anderson & Associates, and Kevin Ennis, Richards, Watson & Gershon
Unrepresented Employee Candidates for City Manager position

Pursuant to Government Code Section 54957 (b)(1)

Present in closed session were Councilmembers Mikos, Pollock, Simons, Van
Dam, and Mayor Parvin, Deborah Traffenstedt, Assistant City Manager, and
Kevin Ennis, City Attorney, by conference call Greg Nelson, Ralph Andersen &

Associates, joined the meeting by conference call at 9 23 a m , and Ms
Traffenstedt and Mr Ennis left the meeting at this time For Item 4 D , the first
candidate for the City Manager position joined the meeting at 9 28 a m and left
the meeting at 11 17 a m The closed session was recessed at this time and
reconvened at 11 46 a m A second candidate joined the meeting at 11 48 a m
and left the meeting at 1 50 p m The closed session was recessed at this time
and reconvened at 1 57 p m The closed session was again recessed at 3 08
p m , and Mr Nelson left the meeting at this time The City Council reconvened
back into closed session at 3 15 p m , and Ms Traffenstedt joined the meeting at
this time At 3 46 p m , Mr Nelson joined the closed session by conference call
At 3 53 p m , Kevin Ennis, City Attorney, and Roy Clarke, City Attorney's Office,
also joined the closed session by conference call
The Council reconvened into open session at 4 58 p m , and Mr Nelson, Mr Ennis, and
Mr Clarke left the meeting at this time Ms Traffenstedt reported that Items 4 C and
4 D were discussed She also stated there was no action to report for Item 4 C, and
that for Item 4 D, by unanimous voice vote, the City Council directed Mayor Parvin and
Councilmember Mikos, as an ad hoc committee, to negotiate a draft employment
agreement with the Council's preferred candidate for the City Manager position
8 ADJOURNMENT
Mayor Parvin adjourned the meeting at 4 58 p m
