MINUTES OF THE CITY COUNCIL AND
SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY
OF THE CITY OF MOORPARK
Moorpark, California March 7, 2018
A Regular Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on March 7, 2018, in the Council Chambers of said City located at 799
Moorpark Avenue, Moorpark, California All items listed are heard and acted upon by
the City Council unless otherwise noted
1 CALL TO ORDER
Mayor Parvin called the meeting to order at 6 43 p m
2 PLEDGE OF ALLEGIANCE
City Attorney Kevin Ennis led the Pledge of Allegiance
3 ROLL CALL
Present Councilmembers Mikos, Pollock, Simons, Van Dam, and
Mayor Parvin
Staff Present Troy Brown, City Manager, Kevin Ennis, City Attorney,
Deborah Traffenstedt, Assistant City Manager, Ron Ahlers,
Finance Director, David Bobardt, Community Development
Director, Jeremy Laurentowski, Parks and Recreation

4 PROCLAMATIONS AND COMMENDATIONS
A City Clerk Administers Oath of Office to City Manager Troy Brown
Ms Benson administered the oath of office to new City Manager Troy
Brown
Mr Brown thanked the Mayor and Council for the confidence they have
placed in him and stated he will work hard to ensure they made the right
decision He recognized staff for their dedication and hard work and
thanked his wife for her support
B Recognition of Mesa Verde Cheer Team

Mayor Parvin presented certificates of recognition to the members of the
Mesa Verde Cheer Team in honor of attaining the JAMZ School and
Youth State and National Championships
AT THIS POINT in the meeting, the Council recessed for a welcome reception for Mr
Brown The time was 6 53 p m The City Council meeting reconvened at 7 25 p m with
Councilmembers Mikos, Pollock, Simons, Van Dam, and Mayor Parvin present

7 ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR
Councilmember Mikos reported she and several members of the Council
attended the 60th anniversary game of Moorpark's Little League where she was
honored to throw out the first pitch
Councilmember Mikos reported on February 9, she and Councilmember Van
Dam had attended an event at The Reagan Library where the Canadian Prime
Justin Trudeau spoke about trade issues and NAFTA
Councilmember Van Dam reported he and Councilmember Simons attended the
Transportation and Public Works Standing Committee meeting on February 5
where they met with several representatives from Youth Sports organizations
Councilmember Van Dam announced the Moorpark Kiwanis Club is celebrating
30 years of service to the community
Councilmember Van Dam reported he and Councilmember Pollock attended an
Ad Hoc Committee meeting for the 1 Moorpark LLC I Ernie Mansi (GPA 2013-02)
Development Agreement
Councilmember Van Dam Reported he and Councilmember Simons attended an
Ad Hoc Committee meeting for the John Chiu FLPN Development Agreement
Councilmember Van Dam recited a welcoming poem to Mr Brown
Councilmember Simons reported in addition to attending the Transportation and
Public Works Standing Committee meeting on February 5, he had also attended

a meeting of the California State University Channel Islands Site Authority Board
for which he is a member
Councilmember Simons reported he attended a meeting of the Ventura Council
of Governments
Mayor Parvin announced the Moorpark Chamber of Commerce will be hosting
the 2018 State of the City Address on March 20 at the Moorpark Country Club
Mayor Parvin announced tickets are now on sale for the annual Moorpark has
Talent Show to be held on March 23 at the High Street Arts Center
Mayor Parvin announced the Moorpark Rotary Clubs will be presenting the "Blue
and the Grey" Civil War Reenactment on March 17 and 18
Mayor Parvin announced the Moorpark Boys and Girls Club will be holding their
annual auction and dinner gala "A Touch of Magic" at The Reagan Library on
Apnl 14
Mayor Parvin reported she had attended the opening game for the Moorpark
Little League upon the occasion of their 60th Anniversary
Mayor Parvin reported she distributed coloring and reading books at Campus
Canyon Elementary school for the Rotary Club She also reported participating
in "Read Across America" at Arroyo West School
Mayor Parvin reported she and Councilmember Pollock had attended an
introductory meeting of the Clean Power Alliance of Southern California formerly
known as LACCE and had subsequently attended two more meetings for this
organization
Mayor Parvin reported she had participated on a panel for Boys and Girls Club to
select the youth of the year
Mayor Parvin reported she and Councilmember Mikos as an Ad Hoc Committee
had a meeting with the Homeowners Association for the Moorpark Highlands
Mayor Parvin reported she and several Councilmembers attended the Moorpark
Chamber Mixer last evening
Mayor Parvin announced the new Division Fire Chief for Ventura County Fire
Protection District is Jeff Shea, as Chad Cook was promoted to Assistant Chief

The Moorpark Police Services Department gave a presentation on Active
School Shooter Update
10 CONSENT CALENDAR (ROLL CALL VOTE REQUIRED)
MOTION Councilmember Mikos moved and Councilmember Pollock seconded a
motion to approve the Consent Calendar The motion carried by unanimous roll call
vote

Staff Recommendation Approve the minutes
B Consider Minutes of Regular City Council/Successor Agency Meeting of
February 21 , 2018 Staff Recommendation Approve the minutes
C Consider Warrant Register for Fiscal Year 2017/18 — March 7, 2018 Staff
Recommendation Approve the warrant register
D Consider Resolution to Appoint Authorized Agents to Obtain Federal
Department of Homeland Security Grant Funds Sub-granted through the
State of California Adopt Resolution No 2018-3684
E Consider Agreements with ServiceMaster Professional Building
Maintenance for Janitorial Services, and DNA Electric and Caltec
Electrical, Inc for Electrical Services Staff Recommendation Approve
Agreements with ServiceMaster, DNA, and Caltec, subject to final
language approval by the City Manager
F Consider Amendment No 6 to Agreement Between the City of Moorpark
and Stantec Consulting Services, Inc for Civil Engineering Design
Services for the Re-Design of the Princeton Avenue Widening Project
(C0020) Staff Recommendation 1) Approve Amendment No 6 for an
amount not to exceed $61 ,000, and 2) Authorize the City Manager to
execute Amendment No 6, subject to final language approval by the City
Manager
G Consider Scheduling a Public Hearing to Consider a Resolution Updating
Police Facilities Fee and Finding This Action Exempt from the California
Environmental Quality Act Staff Recommendation Schedule public
hearing for consideration of increasing the Police Facilities Fee for the
regular April 4, 2018 City Council meeting

11 ORDINANCES (ROLL CALL VOTE REQUIRED)
A Consider Ordinance No 462 Levying Special Taxes within City of
Moorpark Community Facilities District No 2018-1 (Pacific Arroyo) Staff
Recommendation Waive full reading, declare Ordinance No 462 read for
the second time, and adopted as read ROLL CALL VOTE REQUIRED
MOTION Councilmember Van Dam moved and Councilmember Pollock
seconded a motion to waive full reading, declare Ordinance No 462 levying
special taxes within City of Moorpark Community Facilities District No 2018-1
(Pacific Arroyo) read for the second time, and adopted as read The motion
carried by unanimous roll call vote
12 CLOSED SESSION
Mr Brown requested the City Council go into closed session for discussion of
Item 12 B and Item 12 H on the agenda
MOTION Mayor Parvin moved and Councilmember Van Dam seconded a motion to
adjourn to closed session for a discussion of Item 12 B and Item 12 H on the agenda
The motion carried by unanimous voice vote The time was 8 19 p m
B CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation (Pursuant to Paragraph (4) of Subdivision (d) of
Government Code Section 54956 9 (Number of cases to be discussed —

Present in closed session were Councilmembers Mikos, Pollock, Simons, Van
Dam, and Mayor Parvin, Troy Brown, City Manager, Kevin Ennis, City Attorney,
Deborah Traffenstedt, Assistant City Manager, and David Bobardt, Community
Development Director
The Council reconvened into open session at 8 53 p m Mr Ennis stated one
case under Item 12 B and Item 12 H were discussed and there was no action to
report

Mayor Parvin adjourned the meeting at 8 53 p m
