SUBJECT: Authorize the Mayor to Send a Letter of Support for California State
Assembly Concurrent Resolution No. ACR 135 Relative to the
Ventura County Fire Engineer Ryan Osler Memorial Highway
BACKGROUND AND DISCUSSION
Assemblymember Monique Limon (Santa Barbara) has introduced Assembly
Concurrent Resolution (ACR) No 135 to name a portion of US Highway 101 in the City
of Ventura in memory of Ryan Osler, a fallen Ventura County firefighter who lost his life
in 2016 as part of the mutual aid response to the Canyon Fire near Lompoc
Mr Osler was normally stationed at Ventura County Fire Station No 42, on High Street
in Moorpark, and is survived by his wife and two children Staff recommends that the
City Council support adoption of ACR 135 to recognize and honor Mr Osler for his
service for both the Moorpark and Ventura County communities

NOTICE OF SUPPORT
Dear Chair Frazier:
The City of Moorpark supports Assembly Concurrent Resolution No. 135, introduced by
Assemblymember Limón, relative to establishing the Ventura County Fire Engineer Ryan Osler
Memorial Highway.
Before tragically losing his life in 2016 while responding to the Canyon Fire near Lompoc, Mr.
Osler served the Moorpark Community admirably and heroically as a member of the team at
Ventura County Fire Station No. 42, located here in downtown Moorpark.
Naming the portion of U.S. Highway 101 between South Seaward Avenue and Vista Del Mar
Drive would be a very appropriate way to memorialize Mr. Osler and his 18 years of service
with the Ventura County Fire Department.
For this reason, the City of Moorpark supports ACR 135.

County Fire Engineer Ryan Osler Memorial Highway.

Osler Memorial Highway.
This measure would designate a specified portion of U.S. Highway
101 located in the County of Ventura as the Ventura County Fire
Engineer Ryan Osler Memorial Highway. The measure would also
request the Department of Transportation to determine the cost for
appropriate signs showing this special designation and, upon receiving
donations from nonstate sources covering that cost, to erect those signs.

line 1 WHEREAS, Fire Engineer Ryan S. Osler of Santa Clarita, a
line 2 member of the Ventura County Fire Department, lost his life on
line 3 September 21, 2016, when the water tender he was riding in rolled
line 4 over at a roundabout while he was coming into the City of Lompoc
line 5 on State Highway 246; and
line 6 WHEREAS, Ryan Osler, who was 38 years of age, was
line 7 responding to the Canyon Fire on Vandenberg Air Force Base
line 8 when, for unknown reasons, the vehicle hit a curb at the roundabout
line 9 on Purisima Road. The driver of the truck suffered minor injuries
line 10 and was released from the hospital later that same day; and

line 1 WHEREAS, Ryan Osler was an 18-year veteran of the Ventura
line 2 County Fire Department, who left a wife and two children. His
line 3 father had served for 22 years in the same department; and
line 4 WHEREAS, Ryan Osler was a loving husband, father, son, and
line 5 brother to his two sisters. As a young man, a fast-moving storm
line 6 caught him and his two sisters off guard as they played in a cove
line 7 off Lake Powell. The storm swept away their houseboat and as the
line 8 sand swirled furiously, Ryan Osler grabbed a nearby beach bag
line 9 and wrapped it around his two little sisters; and
line 10 WHEREAS, Ryan Osler always put others first and loved the
line 11 various aspects of his job. He once helped deliver a baby and on
line 12 another occasion told an elderly woman that she would be okay
line 13 and that they were there to help; and
line 14 WHEREAS, Ryan Osler believed that a job wasn’t worth doing
line 15 unless you were doing it the right way and at 150 percent. He was
line 16 always there to reassure those he served; and
line 17 WHEREAS, Ryan Osler loved his job, but his true love and his
line 18 greatest joy were his two children, Amanda and Brandon. He loved
line 19 driving all over southern California to watch Brandon play baseball
line 20 and to watch Amanda sing in her recitals; and
line 21 WHEREAS, Ryan Osler was the first member of the Ventura
line 22 County Fire Department to die in the line of duty in 25 years. His
line 23 memory will be cherished by his wife, Jennifer, their two children,
line 24 Amanda and Brandon, and the entire firefighting community of
line 25 the Counties of Ventura and Santa Barbara; now, therefore, be it
line 26 Resolved by the Assembly of the State of California, the Senate
line 27 thereof concurring, That the Legislature hereby designates the
line 28 portion of U.S. Highway 101 from South Seaward Avenue (PM
line 29 28.452) to Vista Del Mar Drive in the County of Ventura as the
line 30 Ventura County Fire Engineer Ryan Osler Memorial Highway;
line 31 and be it further
line 32 Resolved, That the Department of Transportation is requested
line 33 to determine the costs of erecting the appropriate signs, consistent
line 34 with the signing requirements for the state highway system,
line 35 showing this special designation and, upon receiving donations
line 36 from nonstate sources covering the cost, to erect those signs; and
line 37 be it further

line 1 Resolved, That the Chief Clerk of the Assembly transmit copies
line 2 of this resolution to the Director of Transportation and to the author
