" ?XZK, CALIFC .' ?y C_oundl Meeflng ,CTIOIf Confirm Provision of Administrative Leave to the City Manager and Management Staff The City Council at your meeting of June 20, confirmed the policy of granting additional performance based administrative leave to the City Manager, Deputy City Manager, Community Development Director, City Clerk, Public Works Director and Community Services Director for fiscal year 1993/1994 and fiscal year 1994/1995. The maximum amount of leave is restricted to 40 hours per year. In the case of the City Manager, the City Council determines the amount of leave granted. The City Manager determines the amount of leave granted to the Deputy City Manager and the department heads. The performance based administrative leave is different from the regular five days of administrative leave which is provided to certain classifications in both the competitive and non- competitive services in -lieu of overtime pay, in that, the performance based administrative leave may be accrued or taken in cash based on the rate of pay as of March 31 st in the year the leave was earned. Those employees who receive performance based administrative leave may request payment in cash. A review of the fiscal year 1994/1995 budget indicates that there are adequate surpluses in the impacted departmental personnel and operations and maintenance line items to absorb the cash payments. Recommendation: Approve the granting of 40 hours performance based administrative leave to the City Manager for both fiscal years 1993/1994 and 1994/1995, and at the City Manager's discretion to the Deputy City Manager and Department Heads. Authorize the City Manager to approve transfers between personnel, and operation and maintenance line items in the impacted departments to fund any requested cash payments. rh4q*\aduiWv.95
