Development of a Golf Course in the Happy Camp

Mr. Mahan has asked to present a proposal regarding the development of a golf course in the
Happy Camp area at the northern terminus of Campus Park Drive contiguous to the city limits at
that location and extending north into the Happy Camp area across the undeveloped eastern
extension of Broadway St. The outline of his proposal is contained in the attached fax.
It is difficult to read the portion of the fax that is handwritten. It indicates that Mr. Mahan would
be interested in providing the City with a 5% interest in the enterprise that operates the golf
course.
I've discussed this proposal with the City Attorney and she noted that there are parallels to City's
constructing stadiums and other recreation facilities, however, in those cases the City usually
owns the real property and the stadium or recreation facility is leased by private operators or
users. The City Attorney noted that the proposal, as structured in the attached fax, would
require additional research by our legal staff to determine if it would be allowed under state law.

Pursuant to my phone conversation with Richard Hare, I am
hereby setting forth the proposal, price, terms and leasehold
ownership for the improvement and operation of that portion of
Happy Camp Regional Park subject to my option.

Before I state the terms it must be made clear that this
letter must remain confidential. I have no right to re- negotiate
the RFP for as you well know I can do nothing without the approval
of the County of Ventura. (These are only my thoughts on the
subject and if the City does in fact have an interest, the county
must be brought into the process).
The following points are hereby presented for your review:
a. The traffic generated from the two 18 hole golf courses,
according to my sources, would create no more traffic on Campus
Park Road than one street with thirty houses on it. I do hear the
concerns regarding traffic however, I have always been confident
that the traffic studies will show very little if any impact to
Campus Park Road or Princeton Avenue. I believe that for every
person opposing the golf course, there will be 15 to 30 proponents
for the golf course from people living in the Campus Park area.
Golf courses are a tremendous asset for surrounding homes and in no
way should they be viewed in any other manner.
b. The planning of the park would be as I described, i.e the
above 6 uses all entering and exiting from the Broadway gate and
the 36 hole golf course would be developed as the most
environmentally sensitive golf course ever built in the State of
California. During the construction of the golf course no trees
dead or alive would be removed, however several thousand sycamore
and oak trees will be planted at no cost to the county of the city.
It is anticipated that only the existing roads would be used and
therefore no grading should be required, they would be chip sealed
however, to meet fire department regulations. Hopefully merely
chip sealing the roads to provide all weather surfaces.
The City is to provide all entitlement costs up until the time
they equal the costs I have incurred. I would expect the City and
the County and the State of California to do all that they can to
expedite the entitlement process. i.e. similar in nature to the SDI
project in Moorpark. I believe the option can be extended for
another two years which would give the city ample time to establish
the necessary funding for the entitlement cost.
I will be responsible for the financing, construction and
operation of the golf course once it is entitled. Two years after
the opening of the golf course to the public, the city of Moorpark
would receive $50,000 p year for period of l0 ye s. 0,W �

The most important factor to Moorpark is that itti; 'would be
involved in the planning of the park and could point to it with
pride and know that they brought many beautiful amenities to the
residents of Moorpark.
