Traffenstedt, Senior Planner - November 30, 1995 (CC Meeting of 12 -6 -95) CONSIDER PRELIMINARY QUALITY OF LIFE THRESHOLDS /STANDARDS FOR NEW GROWTH MANAGEMENT PROGRAM At the City Council's September 27, 1995 meeting, the Council directed staff to prepare draft quality -of -life thresholds/ standards that could be incorporated into a growth management program for the City of Moorpark. The approach to be followed was to be similar to the City of Chula Vista's growth management program, which attempts to manage growth through required maintenance of quality -of -life thresholds /standards. Chula Vista's thresholds /standards are addressed in a policy document which identifies eleven issues: air quality, fiscal, police, fire and emergency medical service, schools, libraries, parks and recreation, water, sewer, drainage, and traffic. Each issue includes one or more goals describing a desired condition or end state; objective(s) representing measurable steps toward achieving the goal; thresholds that are levels of service or maintenance standards, adherence to which will achieve the objective(s) and goal(s); and implementation measures as techniques which are to be used to encourage or enforce maintenance of the threshold(s). Attached are draft quality -of -life thresholds /standards that have been developed by staff. The total number of issues has been expanded from the 11 used by Chula Vista to a total of 34, as discussed further in the following section. Discussion A total of 34 quality -of -life issues have been examined by staff, and preliminary goals, objectives, and threshold standards have been developed, as shown in the attachment to this report. Not all would require payment of a fee or construction of infrastructure improvements, but would establish a threshold of significance to maintain or enhance the existing quality of life. Implementation measures have not been prepared, at this time, and would be a Honorable City Council November 30, 1995 Page 2 separate work task. Further refinement of the goals, objectives, and threshold standards can be done after the City Council has determined the issues that are appropriate for inclusion in a new City Growth Management Program. At this time, staff is requesting Council direction regarding the appropriateness of the quality -of -life issues that have been identified, and any comments on the preliminary goals, objectives, and threshold standards that have been drafted. After staff receives any Council comments, the next planned work task would be to prepare draft implementation measures and then obtain other agency comments, as is appropriate. A subsequent City Council action /discussion item would then be scheduled to obtain further direction before proceeding with other work tasks to develop a growth management program, including ordinance. Recommendation 1. Provide comments on draft quality -of -life thresholds/ standards, including the appropriateness of the issues addressed; 2. Direct staff to proceed with development of implementation measures, obtain other agency review of draft thresholds/ standards, and schedule a subsequent City Council action /discussion item to obtain further Council authorization prior to proceeding with other work tasks. AFFORDABLE HOUSING GOAL To provide, maintain, and retain affordable housing for low and very low income families in the City of Moorpark. OBJECTIVES 1. To develop a program that will provide, maintain, and retain affordable housing units, consistent with the City's General Plan Housing Element objectives. 2. To effectively leverage private and public affordable housing related funds to support the development of new affordable housing and maintenance and retention of existing affordable housing. THRESHOLD STANDARDS 1. Share of Regional Housing Need: All new housing development projects, consisting of 5 dwelling units or more, shall be required to include a pro -rata share of the City's fair share of the regional housing need within the project, or pay an in -lieu fee, as determined by the City Council. 2. Redevelopment Area Affordable Housing Production and Replacement: Public and private residential development projects shall be required to comply with the housing production and replacement requirements of the California Redevelopment Law (Health and Safety Code). 3. Maintenance and Rehabilitation of Affordable Housing: The City's property maintenance code standards shall be strictly enforced to ensure preservation of existing affordable housing, and rehabilitation efforts shall focus on preserving affordable housing stock. 4. Retention /Replacement of Existing Affordable Housing: New for -sale affordable housing shall include resale restriction requirements to encourage preservation of affordable housing stock and require payment of an equity share to allow for creation of new affordable housing units. 1 AIR QUALITY GOAL To maintain or improve the ambient air quality in the City of Moorpark and Ventura County region. OBJECTIVE Recognizing that air quality is a regional issue, the City shall work cooperatively with the Air Pollution Control District to: 1. Implement the Control Measures established in the currently adopted Ventura County Air Quality Management Plan (AQMP). 2. Implement transportation demand management strategies. THRESHOLD STANDARD The City shall use the Guidelines for the Preparation of Air Quality Impact Analyses, as adopted by the Ventura County Air Pollution Control Board, as well as any City policies or transportation demand management code requirements, to determine whether a proposed project will have a significant adverse air quality impact and to develop appropriate mitigation measures to minimize impacts to the extent feasible. F F:\�00 "00Mapi 0 CSI CKoW To provide Animal Regulation services which reduce the number of diseases, nuisances, and the over - population of domestic and some wild animals in the community. OBJECTIVES 1. Use of enforcement measures and licensing programs, (including patrol and canvassing of homes to ensure compliance), to control the spread of disease and nuisances caused by living and dead domestic and some wild animals. 2. Use of shelter facilities, (which includes veterinary services), to harbor diseased, lost and /or abandoned animals. 3. Promote the control of undesired animal population increases through public education, fee incentives, spay /neuter voucher programs and adoption services. THRESHOLD STANDARDS 1. Contribute to the maintenance of and possible expansion of shelter facilities, to accommodate population growth. 2. Maintain City funded patrol services to enforce the above referenced objectives at a rate of .015 hours per year per capita basis, or 1.5 hours per year per one thousand persons. This is equal to 8 hours per week for a population of 27,100. 3 01.)O(4�41% 1, '' AQUATICS GOAL Construct an aquatics facility and provide recreational, instructional, and competitive aquatics programs and facilities for citizens of Moorpark. OBJECTIVES 1. Confirm current and projected need for a public facility. 2. Develop conceptual plan for a publicly owned and operated aquatics facility. 3. Develop cost estimates for construction and maintenance. 4. Identify funding sources and obtain funding if necessary. 5. Construct facility by year 2002. THRESHOLD STANDARD One publicly owned and operated community aquatics facility. 4 ART IN PUBLIC PLACES To preserve and enhance Moorpark's cultural appearance and image by initiating and creating a comprehensive art in public places program that incorporates public art in each new commercial, industrial, and public building. OBJECTIVES 1. Develop a projection of the amount of money that would be available based on build out of commercial and industrial properties in the City. Determine if this is sufficient to meet the stated goal. 2. Develop guidelines for use of the funds. 3. Develop incentives for new development to incorporate public art in their construction, instead of paying an in -lieu fee, and to require new City buildings to include a public arts component. THRESHOLD STANDARD Provide no less than the equivalent of ten cents ($.10) per square foot for this program. 5 CABLE TELEVISION SERVICES GOAL To assist the cable companies' planning efforts to ensure that distribution networks are in place, connecting all residences and public buildings with 77 channel capacity fiber optic system, and to meet the needs of new residential customers without impacting existing customers. OBJECTIVE Provide the cable companies' personnel with current development forecasts so that they may plan and implement capital improvement projects in a timely manner. THRESHOLD STANDARD The City shall annually provide the cable companies with a 12 to 18 month development forecast and request an evaluation of the cable companies' ability to accommodate the growth indicated by the forecast. The cable companies' reply shall be provided to the City Council for review. It is suggested that the cable companies' reply include: 1. Current capacity (used or committed); 2. Ability to accommodate forecasted growth in impacted facilities; 3. Evaluation of funding and site availability for projected new facilities; 4. Listing of all public facilities (including but not limited to City, County, State, and School District) that are connected to Cable service, and the schedule for providing cable service to any public facilities that do not have a connection to the system. 5. A map and listing of all areas where cable service is currently available and the schedule for expansion into areas without service. 6. Other relevant information the cable companies desire to communicate to the City. 6 CITY HALL To provide for adequate office working and support space for city hall functions. OBJECTIVE To provide 600 square feet of working, support, and common space on average for each full -time equivalent employee. THRESHOLD STANDARDS 1. Annually the City shall review the existing working, support, and common space available on average for each full -time equivalent employee. The results of the review shall be provided to the City Council. 2. Average working and support space shall not be allowed to be less than 600 square feet for each full -time equivalent employee. 7 COMMUNICATION & COMPUTERS To provide communications infrastructure and informational databases that will facilitate the exchange of information and interaction among governmental agencies, residents, and businesses in Moorpark using localnet and internet capabilities. OBJECTIVE / Provide fiber optic conduit infrastructure, and develop and maintain current Geographic Information_ System (GIS), legislative history, and general in—Tormation databases, and provide access fi through a variety of mechanisms including Internet, hardcopy, cablecast, optical character recognition, kiosk, and electronic bulletin boards. THRESHOLD STANDARDS 1. Fiber optic conduit will be required for all new construction within the City. The*City shall provide for computer "on- line" access for meeting agendas, agenda packets, and annotated action agendas as well as general City information. Meeting agendas shall also be cablecast beginning the weekend preceding the meeting. 2. The City shall maintain a current GIS system with property information, and planning and code enforcement history that is immediately retrievable. Maps, plans and similar items for all new development shall be required in a format compatible with the City's optical records management system and for use with the GIS system. 3. Public access to legislative history databases shall be provided through a computer at the front counter at City Hall and other locations within the City. CORPORATION YARD GOAL To provide for the development and utilization of adequate facilities to house the operation and maintenance of City owned properties and facilities, including the storage of materials and equipment to support same. OBJECTIVE 1. Ensure that there are adequate facilities to support the operation and maintenance of City owned and operated buildings and facilities. 2. Ensure that there are adequate facilities to support the operation and maintenance of parks, street trees, parkway landscaping, and median landscaping. 3. Ensure that there are adequate facilities to support the operation and maintenance of street pavement, street marking, traffic regulations, storm drains, curbs, gutters, and sidewalks. 4. Provide for the possible expansion facilities to allow the City to assume certain Public Works services now provided by contract, including: refuse collection, traffic signal maintenance, street striping, street tree trimming, vehicle maintenance, bus transportation, etc. 5. Provide for the possible expansion facilities to allow the City to assume the management, operation and maintenance of the water distribution systems and the sewage collection and treatment system now owned and operated by the Ventura County Waterworks District No. 1. THRESHOLD STANDARD Provide a funding mechanism for the future acquisition of property, site design and construction of a Corporate Yard on approximately two acres of property, to include a building of approximately 20,000 square feet and sufficient outside storage for vehicles, equipment, materials, and supplies, to adequately accommodate all anticipated City maintenance functions. 0 CULTURAL ARTS To ensure that an environment is created in which the creativity of all the arts can prosper for the benefit of the residents of Moorpark. OBJECTIVE Provide cultural arts opportunities in a timely manner, implementing a five -year cultural arts master plan which describes facilities, programs, and funding for proposed cultural arts programs. THRESHOLD STANDARD Provide facilities and regularly scheduled instructional opportunities, performances and displays for the public. 10 DRAINAGE To provide a safe and efficient storm water drainage system to protect residents and property in the City of Moorpark. OBJECTIVES 1. Ensure that individual projects construct necessary improvements, and /or pay appropriate drainage improvement fees, required to provide adequate drainage facilities consistent with the City of Moorpark Master Plan of Drainage and the City Engineering Standards. 2. Ensure that, if required, additional drainage facilities (increased line capacity, retention basins, detention basins, etc.) are constructed to accommodate any additional storm water runoff caused by land development, so as not to degrade the capacity of existing upstream and /or downstream storm drain facilities. 3. Ensure that all applicable requirements of either the Ventura County Flood Control District and /or the United Stated Army Corps of Engineers are fully met. 4. Ensure that the designs for all on -site and off -site improvements fully address the objectives and requirements of the City's Stormwater Discharge Permit, as required by the federally mandated National Pollutant Discharge Elimination System (NPDES). THRESHOLD STANDARDS 1. Storm water flows and volumes shall not exceed City Engineering Standards. 2. Should property proposed for development be located outside the limits of the 1995 City of Moorpark Master Drainage Study, one or more Supplemental Master Drainage Studies shall be prepared to address the drainage needs of the proposed development and the compatibility of said development with existing drainage facilities. 3. The annual Growth Management Status Report (GMSR) shall include a review and evaluation of the performance of the City's storm drain system for the purpose of determining its ability to meet the goals and objectives noted above. 11 ELECTRIC SERVICES GOAL To assist Southern California Edison's (SCE) planning efforts to ensure that adequate generation capacity and distribution networks are in place to meet the needs of new commercial, industrial and residential customers without impacting existing customers. OBJECTIVE Provide SCE personnel with current development forecasts so that they may plan and implement capital improvement projects in a timely manner. STANDARD The City shall annually provide SCE with a 12 to 18 month development forecast and request an evaluation of SCE's ability to accommodate the growth indicated by the forecast. SCE's reply shall be provided to the City Council for their review. It is suggested that the SCE reply include: 1. Current capacity (used or committed); 2. Ability to accommodate forecasted growth in impacted facilities; 3. Evaluation of funding and site availability for projected new facilities; 4. Other relevant information SCE desires to communicate to the City. 12 EMERGENCY MANAGEMENT To prevent or minimize the loss of life and property resulting from natural or man -made disaster. OBJECTIVE To secure and maintain the adequate resources and facilities necessary to effectively respond to a disaster situation. THRESHOLD STANDARD The present threshold consists of providing a fully operational Emergency Operations Center (EOC) facility in close proximity to City Hall. This standard should be maintained at all times. A fully equipped facility refers to telephones, radio communication equipment, first aid supplies, food and water supplies sufficient to support 40 people for three days, hand tools, cots and bedding for 15 individuals, television monitors, and any other equipment deemed necessary for managing and monitoring an emergency event. 13 V. g 4 FIRE AND EMERGENCY MEDICAL SERVICE To ensure that Moorpark residents have the best available fire protection service and emergency medical service (EMS) available within funding constraints. OBJECTIVE To maintain existing level of service for both fire protection and EMS, which includes the number of fire stations and ambulance units housed in Moorpark, and expand service as population growth demands to ensure that appropriate response times are maintained. THRESHOLD STANDARDS 1. The threshold standards for fire protection and emergency medical services shall be the goals or contractual requirements established by the administering agency. 2. The County of Ventura Fire Protection District has established a goal for emergency calls which is to respond within 5 minutes at least 90 percent of the time. 3. The County's response time identified for emergency medical calls in populated areas, which includes Moorpark, is within 8 minutes at least 90 percent of the time. 14 FISCAL To provide land uses and activities which respond to the economic needs of the residents. OBJECTIVE Use a comprehensive Fiscal Impact Report (FIR) prepared annually and a Public Facility Financing Plan (PFFP) prepared for specific plan and residential tentative map projects to evaluate and plan for healthy economic attributes in balance with environmental, social, and public policy criteria. THRESHOLD STANDARDS 1. No application for specific plan area or residential tentative map shall be deemed complete or accepted for review unless: a. It is accompanied by a PFFP, which has been approved by the City; or b. A PFFP which addresses the proposed project has already been initiated through the approval of an agreement between the City and the applicant for the City to hire a qualified consultant to prepare a PFFP. PFFPs shall include the cost of the public facility and conceptual timetable for construction. The requirement for a PFFP may be waived by the City Council upon a showing that there are no public service, facility or phasing needs warranting the preparation of a PFFP. 2. A FIR shall be prepared annually by the City and include projected operating and capital improvement costs and revenues for a five -year period. The annual FIR shall also contain a ten -year history of expenditures and revenues within major categories to support trend analysis. Growth history data compiled by the Community Development Department and projected new growth data shall accompany the FIR analysis. In addition, any completed PFFPs shall be included with the FIR. 15 LIBRARIES GOAL To provide high quality, contemporary library services which meet the varied needs of the community. OBJECTIVE To improve and enhance the library facility and services currently being provided to Moorpark residents. THRESHOLD STANDARDS 1. Population ratio: 850 square feet (gross) of library space adequately equipped and staffed per 1,000 population. Note: While the study titled "Library Facility Needs Assessment Study for the Ventura County Library District for 1989 to 2010" cited 700 sq. ft. per capita, it also identified a nationally accepted figure of 850 sq. ft per capita. With the current expansion, the Moorpark Library will have 7,717 sq. ft. 2. Volumes per capita: The nationally accepted figure for libraries serving populations between 25,000 - 49,000 is three books per capita. Note: As of December 1995, the Moorpark library has 33,243 volumes which equals 1.23 books per capita. 3. Library service availability: The Moorpark Library shall remain open to the public, Monday through Saturday, for a total of 54 hours per week. Note: The Moorpark Library was open 54 hours per week prior to May 1992. The Library is currently open 24 hours per week. 16 NATURAL GAS SERVICES GOAL To assist Southern California Gas (SCG) planning efforts to ensure that adequate generation capacity and distribution networks are in place to meet the needs of new commercial, industrial, and residential customers without impacting existing customers. OBJECTIVE Provide SCG personnel with current development forecasts so that they may plan and implement capital improvement projects in a timely manner. Other relevant information SCG desires to communicate to the City. 17 NOISE GOAL Avoid or minimize noise impacts to City residents. OBJECTIVES 1. Adopt a City noise ordinance to regulate noise generation by setting specific, measurable, ilq4�erior and exterior noise level standards for different typW'of land uses. 2. New development projects shall be required to comply with adopted City General Plan noise level policies and ordinance noise level standards. 3. Require new development projects to mitigate direct and cumulative noise impacts to the extent as is feasible. THRESHOLD STANDARDS Exterior Noise The following noise standards shall be incorporated into a City Noise Ordinance, consistent with the State Model Noise Ordinance, and unless otherwise specifically indicated, shall apply to all property with a designated noise zone: Noise Allowable Type of Exterior Noise Level Zone Land Use 7 a.m. to 10 p.m. 10 p.m. to 7 a.m. I Residential 55 dBA 50 dBA II Commercial 65 dBA 60 dBA III Industrial 70 dBA 70 dBA If the measurement location is on a boundary between two different noise zones, the lower noise level standard for the two noise zones shall apply. Each of the noise levels specified here shall be reduced by 5 dBA for impulse or simple tone noises or for noises consisting of speech or music. If the ambient noise level exceeds the resulting standards, based upon the following criteria, the ambient noise level shall be the standard. It shall be unlawful for any person at any location within the incorporated area of the City to create any noise, or to allow the creation of any noise on property owned, leased, occupied or otherwise controlled by such person, which causes the noise level when measured on any other property, to exceed: 11.) The noise standard for each zone for a cumulative period of In the event the ambient noise level exceeds any of the first four noise limit categories above, the cumulative period applicable to said category shall be increased to reflect said ambient noise level in the event the ambient noise level exceeds the fifth noise category, the maximum allowable noise level under said category shall be increased to reflect the maximum ambient noise level. If the intruding noise source is continuous and cannot be reasonably discontinued or stopped for a time period whereby the ambient noise level can be determined, the measured noise level obtained while the source is in operation shall be compared directly to the allowable noise level standards as specified respective to the measurement location's designated land use and for the time of the day the noise level is measured. The reasonableness of temporarily discontinuing the noise generation by an intruding noise source shall be determined by the enforcement officer or duly authorized employee of the City for the purpose of establishing the existing ambient noise level at the measurement location. Interior Noise The following noise standard, unless otherwise specifically indicated, shall apply to all residential property within all noise zones: Noise Zone Type of Land Use All Residential 19 Allowable Interior Noise Level at any Time 45 dBA more than 30 minutes in any hour; or 2. The noise standard for each zone plus 5 dBA for a cumulative period of more than 15 minutes in any hour; or 3. The noise standard for each zone plus 10 dBA for a cumulative period of more than 5 minutes in any hour; or 4. The noise standard for each zone plus 15 dBA for a cumulative period of more than 1 minute in any hour; or 5. The noise standard for each zone plus 20 dBA for any period of time. In the event the ambient noise level exceeds any of the first four noise limit categories above, the cumulative period applicable to said category shall be increased to reflect said ambient noise level in the event the ambient noise level exceeds the fifth noise category, the maximum allowable noise level under said category shall be increased to reflect the maximum ambient noise level. If the intruding noise source is continuous and cannot be reasonably discontinued or stopped for a time period whereby the ambient noise level can be determined, the measured noise level obtained while the source is in operation shall be compared directly to the allowable noise level standards as specified respective to the measurement location's designated land use and for the time of the day the noise level is measured. The noise standard for cumulative period of more than 5 minutes in any hour; or 2. The noise standard plus 5 DBA for a cumulative period of more than 1 minute in any hour; or 3. The noise standard plus 10 dBA for any period of time. In the event the ambient noise level exceeds any of the first two noise limit categories given above, the cumulative period applicable to said category shall be increased to reflect said ambient noise level. In the event the ambient noise level exceeds the third noise category, the maximum allowable noise level under said category shall be increased to reflect the maximum ambient noise level. If the intruding noise source is continuous and cannot be reasonably discontinued or stopped for a time period whereby the ambient noise level can be determined, the measured noise level obtained while the source is in operation shall be compared directly to the allowable noise level standards as specified respective to the measurement to the allowable noise level standards as specified respective to the measurement locations's designated land use and for the time of the day the noise level is measured. The reasonableness of temporarily discontinuing the noise generation by an intruding noise source shall be determined by the enforcement officer or duly authorized employee of the City for the purpose of establishing the existing ambient noise level at the measurement location. 20 OPEN SPACE /BIOLOGICAL RESOURCES Preserve designated natural open space and sensitive biological habitat areas. OBJECTIVES 1. Protect and enhance the unique aesthetic and visual qualities of Moorpark by preserving scenic open space topographic features and elements that promote the quality of life for residents. 2. Maintain a high quality environment by protecting, preserving, or replacing, with no net loss, sensitive biological habitat areas, including but not limited to oak woodland habitat and wetlands habitat, such as riparian woodland and vernal pools. 3. Mitigate the removal of native and naturalized vegetation caused by new development. THRESHOLD STANDARDS 1. Require that a minimum of 25 percent of the gross acreage of specific plan areas, and all private development projects consisting of 50 gross acres or greater, shall be maintained as open space. 2. Require that public and private projects shall be designed so that significant vegetation shall be maintained and protected within natural open space areas. 3. Require that private development projects that impact natural vegetation and open space land, as defined in Section 65560(b) of the State Government Code, shall be required to pay a fee, as established by City ordinance and the project environmental clearance document, to provide a source of funding for open space land acquisition and /or the installation and maintenance of landscaping on public property for the purpose of mitigating the removal of the natural landscape from the development project site. 4. A General Plan natural open space land use designation and zone district shall be used to ensure preservation of open space lands that the City and property owner /developer jointly agree are intended to remain in a natural, essentially unimproved, condition. PARKS AND RECREATION GOAL To provide a diverse and flexible park system which meets both the active and passive recreational needs of the citizens of Moorpark. OBJECTIVES 1. Provide public park and recreational opportunities in a timely manner, by updating the established Master Plan for Parks which describes the location, facility improvements, and funding program for proposed neighborhood and community parks. 2. Encourage private recreation areas in residential and commercial / industrial areas to supplement public facilities. THRESHOLD STANDARD Population ratio: Five (5) acres of neighborhood and community parkland with appropriate facilities shall be provided per 1,000 residents within the City of Moorpark. 22 q)(K , POLICE GOAL To maintain or improve the current level of police service in the City of Moorpark. OBJECTIVE Ensure that police staffing, equipment, training, and c� levels are adequate to provide police service at the desired level throughout the City. THRESHOLD STANDARDS 1. Emergency Response: Police units shall respond to 90% of "Priority Zero" (911 emergency) calls within 7 minutes and maintain an average response time to all "Priority Zero" emergency calls of 5 minutes or less. 2. Beat Coverage: Police areas of coverage (beats) will be no more than 5 square miles. Each beat will have at least one police unit assigned on a 24 hour basis or two 56 hour units assigned (two 8 hour shifts seven days a week). Traffic deputies will not be calculated into this threshold. 3. Staff Levels: The police department will maintain a staffing ratio of 1 sworn police officer per 1,000 population. 23 . � i.;�' RECLAIMED WATER CKixf To provide for the development and utilization of reclaimed water to supplement and reduce the City's dependency on traditional sources of water. OBJECTIVES 1. Ensure that adequate reclaimed water storage, treatment, and transmission facilities are constructed concurrently with planned growth. 2. Ensure that ample incentives are developed and implemented to foster the use of reclaimed water for appropriate and suitable purposes. 3. Ensure that all future developments require all landscaped areas owned or maintained by a commercial development, a Homeowners' Association and /or a public agency, are irrigated by reclaimed water. THRESHOLD STANDARDS 1. The City shall annually provide the DISTRICT with a 12 to 18 month development forecast. 2. Said forecast shall be accompanied by a request that the DISTRICT confirm that said projection is within the DISTRICT'S ability to provide reclaimed water. The response from the DISTRICT shall include the following: a. The status of the availability of Reclaimed Water to the City and to the Planning Area. b. Amount of the current capacity to provide reclaimed water, including storage capacity, now used or committed. C. Ability of affected facilities to absorb forecasted growth. d. Evaluation of funding and site availability for projected new facilities. e. Other relevant information the DISTRICT may wish to communicate to the City. 3. City growth forecast and DISTRICT response letters shall be included in the annual Growth Management Status Report (GMSR). 24 RIDGELINE PRESERVATION GOAL Implement the goals and policies of the General Plan, and hillside management Zoning Code regulations, to ensure orderly and sensitive development of hillside areas and protection of significant natural ridgelines. OBJECTIVES 1. To substantially retain the integrity and natural grade elevations of the significant natural ridgelines and prominent landforms that, in aggregate, form the City's skyline backdrop. 2. To the maximum extent possible, preserve the view from the valley floor and make every effort to maintain the original view of a development project site in a hillside area. THRESHOLD STANDARDS 1. No development project in a hillside area shall be approved by the decision - making authority unless such project is found to conform to all of the Hillside Development Findings contained in Section 17.38.160 of the Zoning Code, based on standards set forth in Chapter 17.38, or is exempt, pursuant to Section 17.38.030. 2. When evaluating a proposed development agreement that would exempt a development project from the requirements of Chapter 17.38 of the Zoning Code, the intent shall be to implement the goals and policies of Chapter 17.38 as well as the goal and objectives listed above. 25 .i3 . 44 SCHOOLS GOAL To assist the Moorpark Unified School District planning efforts to ensure that the District can plan for the necessary school sites and funds to meet the needs of students in new development areas in a timely manner. OBJECTIVE Provide school district personnel with current development forecasts so that they may plan and implement school building and /or allocation programs in a timely manner. The City shall annually provide the local District with a 12 to 18 month development forecast and request an evaluation of the District's ability to accommodate the growth indicated by the forecast. The District's reply shall be provided to the City Council for review. It is suggested that the District reply include: 1. Current capacity (used or committed) and actual enrollment by school and grade level; 2. Ability to accommodate forecasted growth in impacted facilities and the projected enrollment by school and grade level over the next five years; 3. Evaluation of funding and site availability for projected new facilities; 4. Other relevant information the District desires to communicate to the City. 26 SENIOR CENTER W-6 M, To provide facilities and programs which meet the interests and recreational needs of persons over the age of 55 in Moorpark. OBJECTIVE Provide the space, equipment, and programs to meet the social and recreational needs of Moorpark seniors. Each senior citizen in Moorpark shall attend at least one event during a calendar year. THRESHOLD STANDARD No standard recommended at this time. Still evaluating. Programming shall be varied and offered 40 hours per week all year. 27 SEWER To provide a healthful and sanitary sewage collection, treatment and disposal system for the residents of Moorpark. OBJECTIVES 1. Ensure that individual projects construct necessary improvements, and /or pay required capital improvement fees, in order to provide adequate sewer facilities consistent with the requirements of Ventura County Waterworks District No. 1 (hereinafter "DISTRICT ") Sewer Collection System and /or Treatment Plant Master Plan(s) and City and /or DISTRICT Engineering Standards. 2. Ensure that individual projects construct necessary improvements, and /or pay required capital improvement fees, in order to adequately provide for the development of a reclaimed water distribution system consistent with the requirements of District Sewer Collection System and /or Treatment Plant Master Plan(s) and City and /or District Engineering Standards. THRESHOLD STANDARDS 1. Sewage flows and volumes shall not exceed City Engineering Standards. 2. The City shall annually provide the District with a 12 to 18 month development forecast. 3. Said forecast shall be accompanied by a request that the District confirm that said projection is within the DISTRICT'S ability to provide sanitary sewer service. The response from the District shall include the following: a. Amount of current capacity now used or committed. b. Ability of affected facilities to absorb forecast growth. C. Evaluation of funding and site availability for projected new facilities. d. Other relevant information. 4. City growth forecast and District response letters shall be included in the annual Growth Management Status Report (GMSR). 28 SOLID WASTE DISPOSAL To ensure that the City has a cost efficient option available to dispose of residential and commercial solid waste on a long -term basis (25 to 35 years) and that the City meets the waste diversion goals established by the California Integrated Waste Management Board. OBJECTIVE To ensure that as new developments are added, long -term disposal capacity is identified and that the City remains in compliance with the mandated waste diversion goals. THRESHOLD STANDARDS 1. The City must meet the division goals established by the California Integrated Waste Management Board of 25 percent diversion by 1995 and 50 percent division by 2000. 2. Within five years prior to the closure of the Simi Valley Landfill, a new disposal site must be identified. 29 0 00�0 NQ TEEN CENTER To provide facilities and programs which meet the interests and recreational needs of persons between the ages of 12 and 19 in Moorpark. OBJECTIVES 1. Provide staff with population trends so that they may plan and implement appropriate programming and /or facility development in a timely manner. 2. Provide the space, equipment, and programs to meet the social and recreational needs of Moorpark teens. Space, equipment and programs shall be used by each teen at least one time each during a calendar year. THRESHOLD STANDARD No standard recommended at this time. Still evaluating. Projected population of teens living in Moorpark between ages of 12 and 19 in year 2000: 3,500. Programming shall be varied and offered 40 to 50 hours per week all year. 30 TELEPHONE SERVICES GOAL To assist the telephone company's planning efforts to ensure that adequate distribution networks are in place to meet the needs of new residential customers without impacting existing customers. OBJECTIVE Provide the telephone company's personnel with current development forecasts so that they may plan and implement capital improvement projects in a timely manner. THRESHOLD STANDARD The City shall annually provide the telephone company with a 12 to 18 month development forecast and request an evaluation of the telephone company's ability to accommodate the growth indicated by the forecast. The telephone company's reply shall be provided to the City Council for review. It is suggested that the telephone company's reply include: 1. Current capacity (used or committed); 2. Ability to accommodate forecasted growth in impacted facilities; 3. Evaluation of funding and site availability for projected new facilities; 4. Other relevant information the telephone company desires to communicate to the City. 31 TRAFFIC GOALS 1. To provide and maintain a safe and efficient circulation system within the City of Moorpark. 2. To establish a performance measurement methodology enabling the City to accurately determine existing levels of service for motorists. 3. To define a level of service value that represents a high quality of traffic flow during peak periods of traffic activity, and which exceeds the minimum Ventura County Congestion Management Plan adopted level of service standard. OBJECTIVES 1. Provide a circulation system which supports existing, approved and planned land uses throughout the City and region, while maintaining a desired level of service on all streets and at all intersections. 2. Ensure timely provision of adequate local circulation system capacity, in response to planned growth, to maintain an acceptable level of service. THRESHOLD STANDARDS 1. Level of service (LOS) "C" shall be the threshold standard for traffic volumes on the City circulation system. For roadways and interchanges already operating at less than LOS "C ", the threshold standard shall be to maintain or improve the current level of service. 2. A level of service degradation of one level or greater, directly attributable to a proposed project, will be considered significant enough to require mitigation. A level of service degradation of less than one level may be considered significant, depending on circumstances. 3. All applicants for new development projects shall pay the applicable Area of Contribution Fee and Citywide Traffic Mitigation Fee, as established by the City, to mitigate cumulative traffic impacts. 32 OIAt f Notes Pertaining to Standards: 1. The City's Guidelines for Preparing Traffic and Circulation Studies, and the Moorpark Traffic Model, shall be used to determine when preparation of a traffic study will be required and the scope of work for the study. 2. Level of service measurements shall be for the average weekday peak hours, excluding seasonal and special circumstance variations. 3. Any intersection that might be significantly affected by a proposed project must be analyzed using the Intersection Capacity Utilization (ICU) method. 4. The ICU analysis must identify existing, as well as future (existing plus project and existing plus cumulative plus project), level of service for both the morning and afternoon peak periods. 5. Circulation improvements shall be implemented prior to anticipated deterioration of level of service below established standards. 6. Intersections identified in traffic studies as experiencing significant delays shall be mitigated in a manner accepted by standard engineering practices, implemented for the purpose of reducing intersection delay. 33 TRAILS AND PATHWAYS GOAL Provide safe, non - motorized transportation mobility options for all residents, workers, and visitors. OBJECTIVES 1. Integrate the commuting and recreation non - motorized trails and pathways system with the motorized transportation network. 2. Provide trails and pathways linkages to schools, community services, government facilities, recreation services, and transit services. 3. Utilize air quality mitigation and other available funds to implement the City's trails and pathways transportation system. 4. Integrate the City's trails and pathways system with the Regional Trails and Pathways Master Plan for the Ventura County region. THRESHOLD STANDARDS 1. All residential, commercial, and industrial entitlement permits, as described in Section 17.44.030(A)(1) of the Zoning Code, shall provide safe and convenient access for pedestrians and bicyclists from the external circulation system to on -site buildings or internal street /sidewalks. 2. All new development, which will cumulatively impact air quality, shall pay a fee, as established by City ordinance and the project environmental clearance document, to fund off -site City transportation demand management projects, including non - motorized trails and pathways projects. 34 TRANSIT K67NO To make available convenient and efficient transit services to residents living in all sectors of the City. OBJECTIVE To provide bus service, not exceeding one -hour headways, from all the various neighborhoods to major destination points in the City as well as connecting to intercity transit services. THRESHOLD STANDARD Bus service should extend to all areas of the City, and the headways in between round trips must not exceed one hour. In addition, no more than 2% of the ridership may be turned away from riding the bus due to Aack of room. If these standards are exceeded, additional bus routes must be provided. '1A 35 .0 � ` FOREST To retain and enhance the quality of life through the preservation of mature, historic, and biologically significant trees and encourage the planting and retention of trees on private and public properties. OBJECTIVES 1. Encourage the preservation of mature, historic, and native oak trees through strict enforcement of existing Municipal Code regulations. 2. Investigate Municipal Code amendments that would further protect mature trees by encouraging preservation, and consider expanding existing protection of oak tress to include other sensitive tree species or habitat areas. 3. Develop a standard for number space, parkland, common areas, Municipal Code requirements. THRESHOLD STANDARDS of trees per acre of open and front yards, and adopt as 1. The requirements of Municipal Code, Chapter 12.12, pertaining to standards and criteria for preservation, replacement, and removal of historic, mature, and native oak trees shall be enforced. 2. New private development projects should only be allowed to remove mature, historic, and biologically sensitive tree species and habitat areas, if there is no feasible means of preservation, and if allowed to remove, provide appropriate replacement trees or other mitigation or compensation. 3. New development projects that will include the installation of landscaping in a public park, and /or the installation of streetscape and parkway landscaping shall be required to comply with any established standards for trees to be installed per acre and size of trees. 36 .0 A) 3 WATER To ensure that adequate supplies of quality (appropriate for intended use) water are available to the City of Moorpark. OBJECTIVES 1. Ensure that adequate storage, treatment, and transmission facilities are constructed concurrently with planned growth. 2. Ensure that water quality standards are not jeopardized during growth and construction. 3. Ensure that individual projects will construct necessary improvements, and /or pay required capital improvement fees, in order to provide adequate water conveyance and storage facilities consistent with the requirements of the Calleguas Municipal Water District (hereinafter "CALLEGUAS ") and the Ventura County Waterworks District No. 1 (hereinafter "DISTRICT "). THRESHOLD STANDARDS 1. For each land development project to be considered by the City, the Developer shall request from Calleguas and /or District, and shall deliver to the City, a service availability letter. 2. The City shall annually provide District with a 12 to 18 month development forecast. 3. Said forecast shall be accompanied by a request that the District confirm that said projection is within their ability to provide water service. The response from District shall include the following: a. Water availability to the City and Planning Area, considering both short and long term perspectives. b. Discussion of limits or restrictions, if any, to the amount of purchased imported water available to District. C. Discussion of limits or restrictions, if any, to the amount of groundwater available to District for extraction and distribution. 37 d. Discussion of the water storage capacity of both Calleguas and District, including both above ground water reservoirs and underground water storage resources which have been developed via the injection of imported water. e. Discussion of the of current capacity of the distribution systems, including the amount of such capacity now used or committed. f. Ability of affected facilities to absorb forecasted growth. g. Evaluation of funding and site availability for projected new facilities. h. Other relevant information the District and /or Calleguas may wish to communicate to the City. 4.
