G&I l f .:F AGENDA REPORT CITY OF MOORPARK The Honorable City Council Baldemar Troche, Public Works Management Analyst DATE: January 3, 1996 (City Council Meeting of January 17, 1996) SUBJECT: Consider Adoption of Resolution No. 96- 1I7 -3 Authorizing Submittal of a Grant Application Under the Hazard Mitigation Grant Program for Partial Funding of the Spring Road Bridge OVERVIEW This report requests adoption of a Resolution to authorize a grant application (Exhibit 1). BACKGROUND As a result of the Presidential declaration following floods in Southern California, the state of California activated the Hazard Mitigation Grant Program (HMGP), authorized by Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 (P.L. 93 -288, as amended). The program's purpose is to fund hazard mitigation projects which are cost - effective and which substantially reduce the risk of future damage, hardship, loss, or suffering resulting from a major flood disaster. Cities within the County of Ventura are eligible to apply. DISCUSSION Shown below is the estimated total cost and proposed funding to reconstruct the Spring Road bridge using current design standards to accommodate projected storm flow increase and allow debris to pass. Of the estimated construction cost ($1,200,000), staff intends to submit a HMGP application for the maximum 75% ($900,000) of said cost. RECOMMENDATION Adopt Resolution No. 96 -3, authorizing submittal of the subject Hazard Mitigation Grant Program Application. Q0d0S'S
