Subject: Consider Minor Modification No. 2 to Development Plan
Permit 285 (Fluid Ink Technology), request for
installation of equipment outdoors
Background
DP 285 was approved by the County of Ventura on March 28, 1983.
Minor Modification No. 1 was approved on June 23, 1992 for a
service yard for the previous building tenant, Ventura County
Cablevision. Condition No. 20 of this Minor Modification allows
outside storage of materials.
Discussion
This request is to install equipment outdoors with screening. This
equipment consists of a metal shed, containment area, two enclosed
storage areas, a dust collector, two electrical motors and an ink
dispensing area.
Zoning Ordinance section 17.36.050 allows outside storage of
materials and equipment provided that all materials are screened
from view. This request has been conditioned to require that:
1) Storage of Materials cannot exceed the height of the wall.
2 ) Building must be repainted to match the screening material.
3) Storage of materials cannot block any door, window or
safety equipment.
4) The screening of the dust collector equipment must be
extended downward approximately five feet so that the
equipment is not visible from the adjacent property to the

north. The exact length of the screening material shall be as
approved by the Director of Community Development.
5) The travel trailer located in the parking lot must be
removed prior to issuance of a Zone Clearance.
6) Storage of recreational vehicles or materials and equipment
is not allowed in the parking lot.
7) Approval of a Zone Clearance is required within 30 days of
approval of this Modification and all conditions must be
complied with within 60 days of approval of this Minor
Modification or this permit will become null and void.
8) Prior to approval of a Zoning Clearance, applicant must
receive approval of the operation from the Ventura County Fire
Prevention District and Ventura County Air Pollution Control
District.
This proposal has been reviewed by the Director of Community
Development who approved the application on January 3, 1996. This
matter is being presented to the Council as a courtesy. Should the
Council, or any other party, desire to appeal the Director's
decision, a public hearing should be scheduled. The last day for an
appeal to. be filed is January 19, 1996. The next available hearing
date is February 7, 1996. If the Council takes no action, the
Director's decision will become effective on January 19, 1996.

For: This Minor Modification request is to install outdoor
equipment with screening. This equipment consists of a metal shed,
containment area, two enclosed storage yards, dust collector, two
electrical motors and an ink dispensing area.
Location: As shown on Exhibit "A ". The land involved is Assessor's
Parcel No's: 511 -0- 062 -165.
CEOA: The project is Categorically Exempt from CEQA requirements as
a Class 1, Exemption for Minor Alterations.
Ordinance Compliance: Based upon the information and findings
developed by staff, it has been determined that this application,
with the attached conditions, meets the requirements of Moorpark
Ordinance Code Section 17.44.030 - Permit Standards, in that:
a. The Minor Modification is consistent with the intent and
provisions of the City's General Plan and the Zoning
Ordinance;
b. The Minor Modification is compatible with the character of
surrounding development;
C. The proposed Minor Modification would not be obnoxious or
harmful, or impair the utility of neighboring property or
uses;
d. The Modification would not be detrimental to the public
interest, health, safety, convenience, or welfare; and
e. The conditionally permitted use is compatible with existing
and planned land uses in the general area where the
development is to be located.
Appeals: Pursuant to Section 17.44.090, within 16 calendar days
after the permit has been approved, conditionally approved or
denied, any aggrieved person may file an appeal of the approval,
conditional approval or denial with the Community Development
Department who shall set a public hearing date before the City
Council to review the matter at the earliest convenient date.
This Minor Modification request has been conditioned to require
