HomeMy WebLinkAboutAGENDA REPORT 1996 0117 CC REG ITEM 07QAGENDA REPORT CITY OF MOORPARK gin/ TO: THE HONORABLE CITY COUNCIL FROM: DIRK LOVETT, ASSISTANT CITY ENGINEER (Chris Oberender, Associate Engineer) DATE: JANUARY 5, 1996 (CC Meeting of January 17, 1996) SUBJECT: APPROVAL OF THE PARCEL MAP FOR HOME ACRES BUFFER ZONE, PM 4997 (URBAN WEST COMMUNITIES /CITY OF MOORPARK). BACKGROUND: The subject property is located at the west end of Shadyridge Drive adjacent to the City of Moorpark's westerly boundary with the Home Acres subdivision. A location map is attached for your reference (See Exhibit A). This area has been designated for use as a buffer zone and is presently owned by the City. ANALYSIS• Parcel Map 4997 represents the merging and re- subdivision of Lots S, T, U, V, W, Y and Z of Tract 4341 -2 as prescribed in Government Code section 66499.20 1/2. Since there no longer is a need for the existing public street dedication, located within the buffer zone boundary, the Shadyridge Drive cul -de -sac has been shortened. An abandonment of the Right of Way within the buffer zone and dedication of the modified cul -de -sac bulb on Shadyridge Drive, has been accomplished as part of this map (See Exhibit B). As presented, the map consists of three (3) parcels, Parcel A, Parcel B and Parcel C. It is proposed that after map recordation: 1) Parcel A be deeded to the homeowners association responsible for maintenance of the adjacent open space areas in Tract 4341 -2, 2) Parcel B be used as the buffer zone, and 3) Parcel C be merged to lot 65 Tract 4341 -2, by deed or other similar mechanism consistent with the subdivision map act. This transfer of Parcel C will correct an abnormal property line location which resulted from the cul -de -sac shortening and will accommodate normal access and use of lot 65. Because the property comprising this re- subdivision is presently owned by the City no conditions of approval are applicable and no bond requirements exist. 000I RECOMMENDED ACTION: 1. Authorize the Mayor and City Clerk to sign the Title Sheets; and 2. Direct the City Clerk to record Parcel Map 4997; and 3. Direct the City Engineer to prepare and record deed(s) transferring Parcel A to the Homeowners Association and deed or merge Parcel C to Lot 65 Tract 4341 -2.
