SUBJECT: Consider Request from Caltrans for the Acceptance of
Traffic Signal Improvements at the Intersection of Campus
Park Drive and Collins Drive
BACKGROUND
1. The scope of work for the Caltrans' project to construct the
Route 118 / Route 23 freeway connector project, included the
construction of the Collins Drive interchange and the subject
traffic signal just north of that interchange. This traffic
signal was to be conveyed to the City upon completion of the
project.
2. Staff has been working with Caltrans to have certain changes
made to the traffic signal design to improve the Level of
Service.
3. In July of 1995 the City received a letter from Caltrans
requesting that the City accept the traffic signal improvements.
4. On October 4, 19951 the City Council directed staff to again
request that Caltrans consider modifications to the traffic
signal.
DISCUSSION
In early October, a letter was sent to Caltrans requesting that a
meeting be scheduled to discuss this matter. In early November,
staff met with Caltrans traffic design personnel in Los Angeles to
discuss the present design and operations of the subject traffic
signal and the options available to make improvements. After some
discussion, it was generally agreed that modifications were needed.
Caltrans officials stated that they would attempt to identify
funding for a project to construct the needed modifications.

Attached as Exhibit 1 is a letter from Caltrans advising the City
that they have approved a project to construct modifications to the
traffic signal at this intersection. Those modifications will
allow the elimination of the "split- phase" timing believed to be
the major cause of traffic congestion. The anticipated date of
construction is Fall of 1996.
Caltrans has requested that the City approve the proposed traffic
signal modifications and find them to be sufficient to bring the
operation of the traffic signal up to an acceptable level.
RECO14"NDATION
It is recommended that the City Council authorize staff to forward
a letter to Caltrans stating that it is the intent of the City to
accept the subject traffic signal upon completion of the
modifications described in their letter dated November 22, 1995.

Subject: Traffic Signals at the intersection of Campus Park Road and Collins Drive.
Dear Mr. Gilbert:
Thank you for your letter dated, October 5, 1995, concerning the signal phasing at the
intersection of Campus Park Avenue and Collins Drive which was a product of the Route
23/118 connector project.
In our meeting on November 7, 1995, we have agreed to install a protected left -turn phase
for the northbound and southbound directions as the solution to eliminate the existing
"SPLIT- PHASE" condition.
We will program the funding for this project as soon as possible. Our target construction
date could be as early as Fall of next year. This signal improvement project will also address
all the remaining concerns by the city of Moorpark regarding the maintenance agreement for
the subject intersection and should pave the way to execute the Maintenance Agreement.
