SUBJECT: Authorization to Advertise for Receipt of
Bids for the Construction of the Moorpark --
Avenue Storm Drain and the Spring Road Storm
Drain
DISCUSSION
A. Moorpark Avenue Storm Drain
1. Background: The City's Master Drainage Plan includes the
construction of a storm drain on Moorpark Avenue. The
design for this project has been completed and the project
is ready to advertise for bids.
2. Description: The project design calls for the extension of
the existing 60" diameter storm drain located in Moorpark
Avenue south of Los Angeles Avenue, northerly across Los
Angeles Avenue and then northerly to a point north of First
Street. The scope of work also includes the following:
a) the construction of a storm drain lateral extending
easterly from Moorpark Avenue to Flory Avenue,
b) the construction of a second lateral to serve the
Metrolink parking lot; and
c) the construction of new curb, gutter and sidewalk on the
east side of Moorpark Avenue to improve surface
drainage.
3. Cost Summary: The following is a brief summary of the cost
of the various elements of the Moorpark Avenue Storm Drain:

4. Caltrans Participation: Caltrans and the City have entered
into Cooperative Agreement providing for Caltrans funding
of a portion of the cost of that portion of the Moorpark
Avenue storm drain located within the State highway.
Caltrans share of construction costs is $280,000.

B. Spring Road
1. Background: The City's Master Drainage Plan also includes
the construction of a new storm drain on Spring Road north
of Los Angeles Avenue, to serve that drainage area. The
subject storm drain project also includes the construction
of this storm drain line.
2. Description: The Spring Road storm drain will extend
northerly from an existing storm drain located south of Los
Angeles Avenue to Flinn Avenue. The project also includes
a storm drain lateral extending easterly in Flinn Avenue to
serve that area. And finally, the project also includes
the construction of new curb and gutter and an asphalt
overlay on a portion of Flinn Avenue.
3. Need: It is proposed that the City proceed with the
construction of this storm drain at this time for three
reasons:
a) in order to benefit from economies of scale;
b) to provide a storm drain to Flinn Avenue required to
adequately address drainage problems on that street
prior to needed street reconstruction; and,
c) to construct the storm drain prior to the Spring Road
resurfacing effort to be undertaken or funded by
Caltrans as a part of the highway relinquishment.
4. Cost Summary: The following is a brief summary of the cost
of the various elements of the Spring Road Storm Drain:

5. Developer Participation: It is the goal of the City to
fund this storm drain entirely from developer
contributions. A portion of the costs ($32,217.54) have
already been paid by the developed property at the
northeast corner of Los Angeles avenue and Spring Road
(McDonald's). As other vacant properties are developed,
they will be conditioned to reimburse the City for their
prorata share of the project costs.
6. Caltrans Maintenance Yard: Caltrans has agreed to pay the
City $80,000 for a portion of the subject costs when they
proceed with the construction of the new Caltrans
Maintenance Yard at the east end of Fitch Avenue.

7. Anderson Property: The owner /developer of the vacant
property adjacent to the McDonald's restaurant (Anderson)
has entered into an Agreement with the City obligating him
to pay for his prorata share of this storm drain. The
present engineer's estimate for these costs is $77,508.22.
8. Bid Alternates: If deemed necessary to adequately address
the concerns described above, the bidding documents will
include bid alternates to allow the City to award a
contract for the Moorpark Avenue line only.
9. Funding [Spring Rd. Storm Drain]: As stated above, it is
the intent of staff to fund the Spring Road storm drain by
contributions from the developers of vacant property within
the drainage area served by this facility. It is
recommended that initial funding of this work be provided
by the L. A. Ave. AOC and the MRA on a 50 % -50% basis, and
that these expenses be repaid by developer contributions as
they are received. A summary of project funding is set
forth in Section E of this report.
10. Funding [Flinn Avenue Storm Drain & Flinn Avenue
Reconstruction]: It is recommended that the funding of the
Flinn Avenue storm drain lateral and the Flinn Avenue
street reconstruction be provided by the Gas Tax Fund and
the MRA on a 50 % -50% basis. Again, a summary of project
funding is set forth in Section E of this report.
11. Flinn Avenue Storm Drain & Reconstruction: It should be
noted that it is not possible to construct the Flinn Avenue
storm drain lateral, or to reconstruct Flinn Avenue with
new curb and gutter flow line elevations, without
constructing the entire Spring Road storm drain project.
The existing in adequate storm drain in Spring Road is too
high to allow the connection of the new Flinn Avenue
lateral. In addition, it is not recommended that the
Spring Road resurfacing project to be funded by Caltrans
proceed prior to such work.

C. Utility Conflicts
All of the utilities in conflict with the project have or will
be relocated by the utility company or special district. A
summary of those activities is as follows:
Calleguas Municipal Water District: Two major water lines on
Moorpark Avenue will be relocated within the next few weeks.
County Waterworks District No. 1: A number of the District's
facilities will be relocated by them or their contractor in
concert with the City's storm drain project.
Shell Oil Company: A gas line will be relocated by the
utility in concert with the City's project, at both the Spring
Road and the Moorpark Avenue intersections.
Southern California Gas Company: A number of gas mains and
services laterals will be relocated by the utility in concert
with the City's project.
Southern California Edison Company: An underground SCE
facility will be relocated by the utility in concert with the
City's project.
D. Phasing and Traffic Control
The phasing and traffic control plans for the Moorpark Avenue
storm drain were reviewed by the City Council on June 1, 1994.
The City Council's comments were incorporated into the design
and Caltrans permit application and forwarded to Caltrans.
Caltrans may require work in the two intersections on Los
Angeles Avenue to be performed at night in order to mitigate
traffic congestion. An Add Alternate bid will be included in
the bidding documents for such work should it be required.

Construction should commence in April and be completed by
September.

advertise for receipt of bids.
