Consider Bids for the Construction of a Temporary
Traffic Signal at the Intersection of Tierra Rejada
Road and Moorpark Road
A. Backaround
On December 6, 1995, the City Council approved the plans and
specifications for the subject project and authorized staff to
advertise for bids.
The purpose of this project is to address traffic congestion on
the south leg of the intersection. It is understood that the
County of Ventura is proceeding with a project for the
reconstruction and realignment of Moorpark Road. If the
ultimate road alignment for this project causes the intersection
with Tierra Rejada Road to be relocated to the west, the subject
traffic signal will be removed.
The project design calls for the installation of traffic
detector loops for north bound traffic and for west -to -south
left turn traffic. The project also calls for the installation
of a left -turn GREEN ARROW for west -to -south left turn traffic
and a right -turn GREEN ARROW for north -to -east right turn
traffic.
C. Signal Controller
The traffic signal controller has already been purchased by the
City and is not a part of the subject contract. The County of
Ventura has agreed to acquire this traffic signal controller
when and if the subject traffic signal is removed. They have
agreed to pay the City an amount equal to ninety percent (90%)
of the actual purchase price of $5,778.
D. Cooperative Agreement
The County of Ventura has also agreed
the cost of this traffic signal.

Bids for this project were received and opened on January 29,
1996. A summary of the bids received is as follows:

It has been determined that the apparent low bidder, TDS
Engineering, is qualified to perform the work. Said bidder has
confirmed their bid and their desire to proceed with the
construction of the project.
E. Fiscal Impact
1. Total Project Cost Estimate: An estimate of the total
project cost is as follows:

2. Participation by the County of Ventura: The County of
Ventura has tentatively agreed to fund one -third (A) of the
cost of the project. It is anticipated that, with the
assistance of Supervisor Mikels' office, the Board of
Supervisors will approve the Cooperative Agreement for this
funding at their meeting scheduled later this month.

3. Budget Background: Last July the City Council approved an
appropriation and budget amendment for the subject project
in the amount of $70,000 (26- 142 - 903 - 0413), to be funded by
a loan from the Gas Tax fund to the Tierra Rejada Road/
Spring Road AOC. That action was based on an assumption
that the amount which would be received in the future from
the County of Ventura for the traffic signal controller,
would be approximately $35,000, leaving a net cost to the
City of $35,000. A summary of the budget amendment required
reflect these revised assumptions is as follows:

4. Summary: It is recommended that the amount budgeted for
this project for FY 1995/95 Budget be reduced to the current
total project cost estimate of $42,000. As discussed above,
it is anticipated that a portion of these costs are to be
off -set by a contribution from the County of Ventura. In
the event this County funding is not approved, the total
project costs ( less the future reimbursement for the traffic
signal controller) would be borne by the City.

RECO RMDEED ACTIONS
Staff recommends that the City Council take the following actions:
1) Award a contract to TDS Engineering, Inc. in the amount of
$25,995.00 for the subject project;
2 ) approve a ten per cent contingency for the project and authorize
the City Manager to approve additional work, if required, for
an amount not to exceed ten per cent of the contract; and,
3) Authorize the City Manager to sign necessary contract documents.
4) Amend the total amount of the appropriation and budget for this
project as follows: Acc. # 026 - 142 -903 -0413: from $70,000 to
$42,000 ($28,000 decrease).
