SUBJECT: Consider Resolution No. 96- 1/13 Establishing
Restricted Parking Spaces in the Commercial Center
Parking Lot Located at 23 Los Angeles Avenue and
Authorizing the Removal of Unauthorized Vehicles from
Such Reserved Parking Spaces
1. In February of 1993 the City Council adopted Resolution
No. 93 -917 prohibiting overnight parking in the public
parking lot at the southeast corner of Moorpark Avenue and
High Street. The attached resolution makes no changes to
those parking restriction.
2. In October of 1994 the City Council adopted Resolution No.
94 -1070 adding to those parking restrictions, provisions for
establishing reserved parking spaces for Police Vehicles.

• Section 22507 of the California Vehicle Code provides for
the establishment of parking restrictions on any local
street.
• Section 22519 of said Code provides for the application of
any CVC parking regulation to any publicly owned or
operated parking facility. This section was cited as the
authority for the establishment of restricted parking for
Police Vehicles in this public parking lot.
• Section 21107.8 of said Code allows a local agency to
declare certain portions of the Vehicle Code to be
applicable to a privately owned parking facility.
• Section 22651 (n) of said Code provides for the removal of
vehicles from unauthorized parking spaces.

In October of 1994 the City established a Police Department
Resource Center which was located at the Building /
Engineering Office at 18 High Street. The parking
restrictions established by Resolution No. 94 -1070 facilitate
the efficient and effective use of that facility by police
officers.
The Police Resource Center is to be relocated to a store-
front space at the Moorpark Town Center [23 Los Angeles
Avenue]. It is necessary, therefore, to establish similar
parking restrictions at 23 Los Angeles Avenue.
Staff recommends that the City Council adopt the attached
resolution establishing reserved parking spaces for police
vehicles at 23 Los Angeles Avenue and authorizing the towing of
any other vehicles parked in any such reserved parking spaces.
