SUBJECT: Consider Housing Rehabilitation Program Outside of the c
Redevelopment Project Area
DISCUSSION
On January 23, 1996, the Economic Development /Affordable Housing
Committee (Councilmembers Patrick Hunter and Bernardo Perez - the
"Committee ") reviewed the need for a Housing Rehabilitation Program
for single family residential units outside of the Moorpark
Redevelopment Project Area. After discussion, it was the consensus
of the Committee, that this item be placed on the City Council's
Agenda for consideration. Further, the consensus of the Committee
is that the a program, substantially similar to the existing
housing rehabilitation program outside the Project Area, be
established, with the following differences:
1. That the Villa Campesina payback funds from the City's
Housing Fund of up to $15,000 per housing unit be
provided to qualified homeowners as a loan. It is
estimated that there is $160,000 available for this
program.
2. That 3% interest (for low income) and deferred loan (for
very low income) be made available.
3. That grants not be provided.
General similarities are:
1. Must be owner occupied.
2. Must be low or very low income family.
3. Not more that $15,000 per household.
4. Priority of approval of application shall be on a first
come first served bases.
5. Selection of contractors can be made by borrower or
Agency so long as the borrower's contractor meets the
same criteria that has been established by the Agency and
is the lowest responsible bidder.

6. Priority rehabilitation is for health and safety repairs,
then repairs that upgrade the unit and neighborhood.
7. Loan at 3% or deferred until there is a change in title.
8. Processing applications and placing lien to insure
payment.
9. Administration and /or escrow costs added above the
$15,000 limitation.
The committee also recommended that alternative funding sources be
reviewed within twelve months.
The Agency has received two requests for assistance outside of the
project area to date. The first request meets the requirements of
the proposed program as outlined above. The second request would
not qualify due to the applicant income being above established
limits.
RECOMMENDATION (ROLL CALL VOTE)
It is the recommendation of the Economic Development /Affordable
Housing Committee and staff, that a parallel Housing Rehabilitation
Loan Program be established outside of the Project Area consistent
with this report and that staff publicize the program and process
requests on a first come first serve bases. Further, that the City
Council appropriate $160,000 from the City's Housing Fund (Fund
22).
