SUBJECT: CONSIDER PRELIMINARY QUALITY OF LIFE THRESHOLDS /STANDARDS
FOR NEW GROWTH MANAGEMENT PROGRAM
Background
At the City Council's January 3, 1996 meeting, the Council discussed
draft quality -of -life thresholds/ standards. The Council also
directed staff to schedule special meetings for January 31 and
February 15, 1996, to allow for an opportunity for other agency
participation.
Discussion
Staff has received confirmation that representatives from Calleguas
Municipal Water District and Ventura County Waterworks District No.
1, Flood Control District, Library Services Agency, and Health Care
Agency will be in attendance on January 31. For the February 15
meeting, the Superintendent of the Moorpark Unified School District
will be in attendance, as well as the City Traffic Engineer and a
representative from Austin -Foust Associates, the City's traffic
model consultant. Chief Sewell from the Ventura County Fire
Protection District will be present at the February 21 regular City
Council meeting.
Staff has also arranged to meet with other agency staff
representatives, in advance of the City Council special meetings, to
better explain the proposed growth management program.
Recommendation
Receive and file the report.

RE: Presentation to Moorpark City Council
Dear Ms. Hare,
Recently, the Calleguas Municipal Water District's Board of Directors expressed
its desire to enhance the level of communication with our purveyors. While we
believe communications have vastly improved on a staff level in recent years, we
feel there is room for improvement on the policymaking level. In light of this, I
am scheduling presentations with all cities in our service area.
I would appreciate the opportunity to address the Moorpark City Ccuncil at its
February 7th meeting to provide a five minute updare on the District's efforts to
bolster supply reliability, improve water quality, and minimize rate increases. A
member of my Board will also attend. A Briefing Packet will be prepared, and
copies provided to the City Managers' office for distribution to staff and the
Council in advance of the meeting. Unfortunately, my Board meets on the first
and third Wednesday of every month as does your City Council. Would it be
possible to be placed early on your agenda so I may attend my Board meeting
that evening?
