The following comments are offered in response to the above subject Draft EIR
concerning the circulation plan:
The conceptual circulation plan, Exhibit 2 -9, identifies three different routes
across the County's Happy Camp Park to serve the Hidden Creek Ranch
development. The potential Broadway extension bisects the park with an east-
West orientation. Two additional proposed points of access, the Spring Road
Extension and the Campus Park Drive (West) Extension, also bisect the park, at
two additional locations. In. combination, these road segments will have a
prohibitive impact on circultion within the park, and on current or proposed-park
uses.
Of the three alternatives, the Broadway extension will have the least impact on the
County's proposed uses for the park. The Campus Park Drive (West) Extension
and the Spring Road Extension enter the Hidden Creek Ranch development
through an existing road easement that extends Campus Park Drive into the park.
This road currently serves a small number of landlocked property owners, who
would have no way to access their parcels without it. We would prefer to
eliminate this access when the landlocked condition of the parcels is resolved by
construction of new circulation routes for this development.

Dear Mr. Eisenhut:
Thank you for the opportunity to review the GPA Screening
Application submitted by Hidden Creek Ranch Partners (HCRP)
pertaining to alternative roadway alignments under study for the
Hidden Creek Ranch Specific Plan (Specific Plan No. 8) Project.
Mr. Austin's October 12, 1995, letter correctly states that the
City has not supported HCRP's proposal for an extension of Campus
Park West into the Hidden Creek Ranch Specific Plan (Specific Plan
No. 8) area. The Hidden Creek Ranch Specific Plan Environmental
Impact Report (EIR) does analyze a Campus Park Drive westerly
extension for the purpose of providing a complete analysis of
circulation alternatives.
Consistent with the City's current Circulation Element, the
proposed Specific Plan Project initially included an extension of
Broadway (shown as Hidden Creek Ranch Parkway) across Happy Canyon
Regional Park, and connecting to a new SR -118 interchange. Based
on information in the Traffic Study, the applicant has subsequently
proposed that Hidden Creek Ranch Parkway extend from Broadway to
the east end of Campus Park Drive. A circulation alternative, that
the City Council directed be studied in the Project EIR, consists
of a roadway across the lower portion of Happy Camp Canyon Regional
Park, connecting to an extension of Spring Road. The traffic study
for Specific Plan No. 8 has identified that a Spring Road
extension, with a roadway connection across lower Happy Camp Canyon
Regional Park, is needed to provide a more direct route into the
downtown area of the City and reduce traffic from the Campus Park
Drive - Collins Drive corridor. The Spring Road extension
alternative would require an amendment to the City's Circulation
Element, and would require additional environmental clearance.

The County's input on potential roadway alignments across Happy
Camp Canyon Regional Park would be beneficial at this stage of the
planning process. The first Planning Commission public hearing for
the Hidden Creek Ranch Specific Plan Project will be held in
January 1996. City Council hearings will probably start in-March
1996.

Mr. Gary Austin, Messenger Investment Co., has filed a GPA request that is related to the Hidden Creek
Ranch Specific Plan that is currently being processed by the City of Moorpark (see attached map).
The GPA request that was submitted to the County relates to one or more new roads being indicated on
the County General Plan Public Facilities - 2010 Regional Road Network Map.
The GPA requested possible new road segments (numbers of lanes yet to be determined) are as follows:
° "Segment A ": A road from the existing north end of Campus Park Drive West within the City
of Moorpark, northerly through the southeasterly corner of HCCRP to the southwesterly corner
of the Hidden Creek Ranch site.
° "Segment B ": A road from the easterly boundary of the Morrison /JBR property within the City
Of Moorpark, through the southerly part of HCCRP and intersecting with "Segment A" within
HCCRP, thence north to the Hidden Creek Ranch site and /or south to Campus Park Drive West.
° "Segment C ": An easterly - westerly road from the western boundary of the Hidden Creek Ranch
site through HCCRP to the junction of Broadway and Walnut Canyon Road.
The applicant's reason for filing the request is so the Hidden Creek Ranch project can proceed in a timely
manner once the City of Moorpark has decided that the Hidden Creek Ranch Specific Plan should be
approved and which circulation plan is appropriate to the project.
If you wish to comment on the County General Plan Amendment request concerning the County's
regional road network map, please forward your written comments to me by December 18, 1995, so that
they may be included in the staff report to the Board of Supervisors.

The purpose of this letter is to submit our County of Ventura General Plan Amendment
Screening Application and supporting documents and exhibits to you for your consideration.
We have attempted to comply with your instructions and requirements that you reviewed
with us in our pre- application meeting of September 13th.
Attached to this letter is 1) the application itself, 2) an exhibit indicating the approximate
locations of the proposed roads that would be located within the boundaries of Happy Camp
Canyon Regional Park, 3) an exhibit showing the existing road easement within the park
boundaries providing legal access to parcels east of the park, 4) Hidden Creek Ranch
Partners' letter of explanation for this application, 5) a copy of a signed letter of
acknowledgement from Morrison Homes, whose property would be impacted by this
proposal, 6) a copy of a signed letter of acknowledgement from the County of Ventura
General Services Agency, and 7) a check for $1, 265.00 as a fee deposit.
For clarification purposes, this application is only intended to indentify approximate road
alignments that would impact the park. No land use proposals are included in this

RE: Intent and Purpose of General Plan Amendment Screening Application
Dear Mr. Eisenhut:
The purpose of this letter is to explain our reasons for submitting a County of Ventura
General Plan Amendment screening application.
Background
Hidden Creek Ranch Partners (HCRP) has filed a draft specific plan (Specific Plan No. 8)
with the City of Moorpark involving approximately 4,322 acres east and south of Happy
Camp Canyon Regional Park (the Park). The draft specific plan and draft EIR have been
prepared and circulated for public review. The 45 day public review process will end on
October 31, 1995. The city's planning commission has held one public hearing on the draft
EIR and subsequent hearings will begin in November on the draft specific plan.
HCRP's objective, consistent with the County's Guidelines for Orderly Development and the
City's General Plan, is to obtain approval of the specific plan and certification of the EIR
from the City. Upon approval of a specific plan that HCRP considers economically viable,
we plan to request the County Local Agency Formation Commission (LAFCO) to approve
a sphere of influence amendment and annexation of the properties into the City of
Moorpark.
HCRP's draft specific plan has been prepared to be consistent with the City's updated
General Plan. In that regard, the City's General Plan Circulation Element includes an
arterial that connects the eastern extension of Broadway Road with the 118 freeway, crossing
the properties within the Specific Plan No. 8 area. That road crosses lower Happy Camp
Canyon Regional Park in an east -west direction. Since the City completed its General Plan
Update, no action has been taken by either the City or the County to amend the County's
General Plan to include this proposed arterial.
During the Specific Plan No. 8 EIR scoping process, the Moorpark City Council directed
its staff to study a number of alternative road connections between the western boundary

of Specific Plan No. 8 and areas to the west. Most of these alternative alignments either
cross or impact the Park. (For more specific information on the traffic consequences and
benefits of these alternatives, see the Draft EIR for Hidden Creek Ranch /Specific Plan No.
8 -- SCH. No. 94021028).
After the City's draft EIR Traffic and Circulation Study was completed, it was forwarded
to the County's Resource Management Agency for review and comment. The Director,
Planning Division, Resource Management Agency's response (August 23, 1995 -- Circulation
Alternatives for Hidden Creek Ranch Specific Plan - Determination of County General Plan
Conformity) pointed out the County's concerns relative to any roadway construction on
County-owned land. This letter indicated that HCRP could file a GPA screening application
to facilitate consideration of any road(s) that would be proposed in the Park.
Also, during HCRP's preparation of the draft specific plan, a discussion occurred between
HCRP and City staff regarding the possibility of extending Campus Park West into the
specific plan area through the Park along the alignment of the 94 foot road easement that
allows access to the properties adjacent to the Park. This easement has been in existence
and used daily since 1964 by the property owners to access their properties on the east side
of the Park. Since the City has opposed allowing Campus Park West to be used as access
into the Park, the City has not supported HCRP's proposal for Campus Park West to be
extended to the specific plan area using the easement as the alignment of the road.
HCRP Proposal
Because of the concerns regarding public access to the Park, and also because it is very
probable that the City of Moorpark will require one or more road connections that would
directly impact the Park as part of the specific plan approval process, HCRP feels that it
would be beneficial to submit a County of Ventura GPA screening application at this time.
This would allow County staff and the Board of Supervisors the opportunity to consider the
matter of roads within or crossing the Park at the same time that the City of Moorpark is
considering the specific plan application. Hopefully, the County and the City could reach
a mutually acceptable conclusion regarding the number, location and carrying capacity of
these roads.
HCRP is requesting that the County amend its General Plan to allow the following road
alignments:
1. Extension of Campus Park West into the Park, following the existing 94 foot easement
that runs along the eastern edge of the lower Park, connecting to the specific plan area
approximately 1,500 feet north of the current terminus of Campus Park West (Segment "A ").

2. A road intersecting Segment "A" and crossing the lower (southerly) portion of the Park,
aBnl j connecting to a road at the eastern boundary of the Morrison /JBR property (Segment
3. If and when traffic studies substantiate the need, an east -west trending road crossing the
Park between the eastern extension of Broadway Road and the western boundary of the
specific plan area (Segment "C').
Discussion:
Segment "A" -- In order for the specific plan area to have adequate road access to the 4,300
acre specific plan area, a number of existing roads in the City of Moorpark will need to be
extended. In particular, HCRP believes that Campus Park West should be extended
because of its carrying capacity and close proximity to the Princeton interchange to the 118
freeway. The 94' road easement providing access to the property owners on the west side
of the specific plan area has been in existence since 1964, well before the Park was given
to the State of California, and subsequently to the County of Ventura. This road would
have little impact on the Park because of its proposed location along the eastern edge of
the Park. Previous and current County plans for the Park (proposed recreation facilities and
golf courses) have been mindful of the existence and purpose of this recorded easement.
Segment "B" -- Both the City of Moorpark and the Specific Plan No. 8 property owners view
a road connection from the specific plan area to the downtown Moorpark area to be an
important linkage. Currently, residents of the Campus Hills (northeast) area of Moorpark
can only drive to the downtown retail area by using the 118/23 freeway to New Los Angeles
Avenue or by taking the narrow, circuitous Old Los Angeles Avenue route. Segment "B ",
which would cross the south end of the Park, would provide a critical link between northeast
Moorpark and the central retail area by allowing residents to reach the downtown Moorpark
area via Spring Road. It would also have very little impact on the 3,700 acre Park. .
Segment "C" -- If segments "A" and "B" were approved, there would be less need for this
segment connecting the specific plan area to Broadway, at least in the near term. However
Segment "C" is currently a part of the City's General Plan Circulation Element. It is viewed
by the City as the entry point to the Park, rather than Campus Park West.
Conclusions•
The public hearings being conducted by the City of Moorpark on the proposed Specific Plan
No. 8 will require the City to make decisions with respect to future circulation needs in the
northeast area of the City. Specifically, it is more than probable that the conditions of

approval of the specific plan will include the requirement to provide arterial road
connections to areas west of the specific plan area. These decisions will certainly impact
the Park because of its location immediately adjacent to the western boundary of the
specific plan area.
In light of Mr. Keith Turner's letter of August 23, 1995, HCRP believes that County
consideration of the proposals contained within HCRP's application at the same time that
the City is considering HCRP's specific plan proposal will facilitate the orderly resolution
of concerns of both the City and County regarding roads impacting Happy Camp Canyon
Regional Park.

SUBJECT: Circulation Alternatives for Hidden Creek Ranch Specific Plan (Specific Plan
No. 8) - Determination of County General Plan Conformity.
Dear Jaime:
This letter is in response to your letter of August 10, 1995, wherein you requested a
determination of whether or not the County General Plan would have to be amended in
order for the County to allow the construction of one or more roads through the County
owned Happy Camp Canyon Regional Park in order to provide access to the proposed
Hidden Creek Ranch Specific Plan development.

Under State law, the County cannot take an action to either directly participate in the
construction of a roadway or allow construction of a roadway on County -owned land, or
to convey County -owned land to another entity for the purpose of constructing a roadway,
if such action would be counter to the goals, policies and programs of the County General
Plan.
Based on the information submitted to us to date, we cannot yet determine whether the
proposed road(s) would be consistent with the goals, policies and programs of the County
General Plan. If the proposed road(s) is ultimately determined to be inconsistent with the
General Plan, either the road(s) or Specific Plan would have to be modified /conditioned
to be consistent, or the County General Plan would have to be amended in order for the
Board of Supervisors to approve the road(s).
Assuming that the subject property would remain unincorporated, at a minimum, Figure 4
(Public Facilities Map) of the Goals, Policies and Programs and Figure 4.2.3 (2010
Regional Road Network Map) of the Public Facilities and Services Appendix of the County
General Plan should be amended to depict the proposed roadway(s) as a "County
thoroughfare" (component of the Regional Road Network].

Section 65401 of the Government Code states that all proposed public works (facilities)
of any county, city, special district or school district, shall be reviewed for consistency with
the appropriate local city or county general plan. Government Code Section 65402,
subdivision (a), states that no real property shall be acquired for public purposes and no
real property shall be disposed of, until the location, purpose and extent of such
acquisition or disposition has been reviewed for conformity with the appropriate local city
or county general plan. In Friends of "B" Street v City onward (1980) 106 Cal. App.
3rd 988, 998, the court held that all city or county decisions involving future growth (and
particularly decisions to proceed with public road improvements) must be consistent with
the city's or county's own general plan (and particularly the circulation element).
In addition, section 65566 of the Government Code states: "Any action by a county or city
by which open -space land or any interest therein is acquired or disposed of or its use
restricted or regulated, whether or not pursuant to this part, must be consistent with the
local open -space plan" (i.e., open space element).
County General Plan:
The Happy Camp Regional Park property is designated "Open Space" on the Land Use
Map of the County General Plan and is zoned "O -S -160 ac ". Public roads are exempt from
the Zoning Ordinance and, therefore, are considered a compatible use with the Open
Space designation provided that the road is consistent with the policies of the General
Plan (policy 3.1.2 -3; Consistency of Land Use).
According to Butch Britt, Deputy Director of the County Public Works Agency, the road(s)
proposed to be located in the unincorporated area would probably function as a County
thoroughfare. County thoroughfares (primary arterials, secondary arterials and major
collectors) are defined as being part of the Regional Road Network which is depicted on
the Public Facilities Map (Figure 4) of the Goals, Policies and Programs, and the 2010
Regional Road Network Map (Figure 4.2.3) of the Public Facilities and Services Appendix
of the County General Plan. The proposed road(s) is (are) not currently shown on either
of these two maps, therefore, the maps should be amended if the road(s) is (are) to be
approved.

Since the Specific Plan and DEIR have not yet been released for public review, we do not
have sufficient information with which to determine whether or not the road(s) and its
(their) intended purpose would be in conformity with the goals, policies and programs of
the County General Plan. Nonetheless, based on our limited knowledge regarding the
proposed road(s), we have identified the following goals, policies and programs which
relate to the proposed road(s) and will require a consistency determination (see enclosed
Goals, Policies and Program document):
Air Quality: goal 1.2.1 -2; policies 1.2.2 -1 & 3.
Water Resources: goals 1.3.1 -3 & 5; policies 1.3.2 -4 & 9.
Biological Resources: goal 1.5.1; policies 1.5.2 -2, 3 & 4.
Paleontological and Cultural Resources: goal 1.8.1 -1; policy 1.8.2 -2.
Flood Hazards: goal 2.12.1 -1; policies 2.12.2 -3 & 4.
Noise: goal 2.16.1; policies 2.16.2 -1 & 2.

If the applicants for Hidden Creek Ranch development project wish to consider filing a
General Plan Amendment (GPA) screening application at this time, please have them
contact Joseph Eisenhut at 654 -2464 to arrange a pre - submittal conference. The deadline
for submitting an application for the next regularly scheduled GPA screening hearing is
October 16, 1995.
As you are aware, the County General Services Agency is working towards the
development of a golf course on the southerly portion of Happy Camp Regional Park.
Please coordinate any decisions affecting Happy Camp with Robert Amore, Lease
Development Manager, at 654 -3965. Furthermore, all technical design issues regarding
the proposed road(s) and any discussions regarding a reciprocal traffic agreement
between the City and County should be coordinated with Butch Britt, Deputy PWA
Director, at 654 -2077.

NOTICE IS HEREBY GIVEN that a General Plan Amendment (GPA) Screening Hearing, as provided by Board policy, will
be held by the Board of Supervisors on TUESDAY, FEBRUARY 6, 1996, at 1:30 p.m. in the Board of Supervisors Hearing
Room, Hall of Administration, 800 South Victoria Avenue, Ventura, CA 93009, to review the following GPA requests to
determine if they should be processed further:
A. LAKE SHERWOOD /HIDDEN VALLEY AREA
David H. Murdock (Ventura Farms), has filed a rNuest to amend two policies in the Lake Sherwood- Hidden Valley
Area Plan.
The GPA request (in legislative change format) is as follows:
Policy 4.2.2 -3. The water system serving the Lake Sherwood Community shall *et serve only any area-eatside the
Lake Sherwood Community and residential uses which (a) are consistent with the Lake
Sherwood /Hidden Valley Area Plan (b) can be connected by Private laterals to the Lake Sherwood_
water system ariu (c) the Lake Sherwood Community Services District agrees to serve
Policy 4.3.2 -2. The sewer system serving the Lake.Sherwood Community shall tiet serve only aay area - outside
the Lake Sherwood Community and residential uses which (a) are consistent with the Lake
Sherwood /Hidden Valley Area Plan (b) can be connected by Private laterals to the Lake Sherwood
sewer system and (c) which the Triunfo County Sanitation District agrees to serve
The applicant's stated reasons for the requested amendments are as follows:
"The need for the request has arisen following a comprehensive engineering analysis of the Ventura
Farms water and sewer systems, relative to that new home construction initiated at the ranch. It
has been determined that a conventional septic system will not function on -site, the only other
alternative being an esoteric raised field system. The existing ranch water system, also, has limited
capacity to meet the fire flow needs of the new homesite. The residence could be served by lateral
directly to the existing LSCSD system."
PIRU AREA
Romon M. Becerra (Piru Ranch Market), has filed a request for a 1.5 t acre portion of a 4.25 acre parcel (APN 056-
0- 180 -060), located northwesterly of the Main Street and Telegraph Road (Highway 126) intersection.
The GPA request is as follows:

The applicant's stated reason for the requested change in the land use designation is as follows:
"Inclusion with the adjacent commercially zoned portion of the property will allow for planned,
cohesive development of the entire parcel, a parcel which is situated at the veritable gateway to
the Piru Community. The Community will be in a better gateway to the Piru Community. The
Community will be in a better position to be provided with much needed services which are not
now available, or are available in a limited manner, such as gasoline service, restaurant, medical
supplies and groceries."
C. HAPPY CAMP CANYON REGIONAL PARK AREA
Messenger Investment Co., has filed a GPA request that is related to the 4,322 acre Hidden Creek Ranch Specific Plan
( #8) that is currently being processed by the City of Moorpark, for the area northerly of the Moorpark College area.
The GPA request that has been submitted to the County involves one or more new roads being depicted on the County
General Plan Public Facilities - 2010 Regional Road Network Map. The possible new road segments (numbers of
lanes yet to be determined) are as follows:
o "Segment A ": A road from the existing north end of Campus Park Drive West within the City of Moorpark,
no: -therly through the _ „r u.. r r ^::;.. P_gi a: .�.:. ;;. _.:,` to the
southwesterly corner of the Hidden Creek Ranch site.
O "Segment B ": A road from the easterly boundary of the Morrison /JBR property within the City of
Moorpark, through the southerly part of HCCRP and intersecting with "Segment A" within HCCRP, thence
north to the Hidden Creek Ranch site and /or south to Campus Park Drive West.
o "Segment C ": An easterly - westerly road from the western boundary of the Hidden Creek Ranch site through
HCCRP to the junction of Broadway and Walnut Canyon Road.
The applicant's reason for filing the request is so the Hidden Creek Ranch project can proceed in a timely manner if
and when the City of Moorpark decides that the Hidden Creek Rrnch Specific Plan should be approved and which
circulation plan is appropriate to ti;c project.

CREEK RANCH PARTNERS, HAPPY CAMP CANYON REGIONAL PARK AREA
Dear Chair Schillo and Supervisors:
At a meeting on January 31, 1996, the City Council discussed the General
Plan Amendment (GPA) Screening Application submitted to the County by
Hidden Creek Ranch Partners, that is scheduled to be discussed by the Board
Of Supervisors on February 6, 1996. The Council's concern is that the
application is premature. If the Board's decision on February 6 is to
allow Hidden Creek Ranch Partners to file a formal General Plan
application, such application could be filed and processed prematurely.
Two of the possible new road segments identified in Hidden Creek Ranch
Partner's application as Segments "A" and "B" are not consistent with the
City's current General Plan Circulation Element.
The City Council's recommendation is that the Board delav consideration of
the Hidden Creek Ranch Partners GPA Screening Application, until the next
scheduled application period. If the Board's decision is to approve the
Screening request and allow Hidden Creek Ranch Partners to file the formal
GPA application, the Council requests that the County not accept
application for processing until after the City has reached its decision the
on the Hidden Creek Ranch Environmental Impact Report and Specific Plan.
