Gilbert, Director of Public Works DATE: September 21, 1995 (CC Meeting: 10 -4 -95) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of the Tierra Rejada Road Storm Drain Inlet Project DISCUSSION A. Drainage Problem During the rainy season last Spring, traffic in the westbound lanes on Tierra Rejada Road east of Spring Road experienced a ponding problem in the roadway. Upon investigation of the problem, it was determined that the solution was the construction of a new curbf ace storm drain inlet on the north side of the raised median, approximately ninety feet (901) west of the existing storm drain inlet and culvert, which is located approximately eight hundred feet (8001) east of Spring Road (see Exhibit 1). B. Project Design The City has retained the firm of Westland Civil Engineers, Inc. to perform civil engineering design services for various minor public works improvement project. The primary project which that firm is working on, is the design for the Tierra Rejada Road Sub -Drain System. A change to that professional services contract was approved by the City Manager to add services required to provide a design for the subject project. That design effort has been completed. C. Grate Inlets It has also come to the attention of the City that the grates on the storm drain inlets on the south side of Tierra Rejada Road near the northbound freeway off ramp, are not the type suitable for bicycle traffic. The scope of work for the subject project has been broadened to include the replacement of these grates. tr_inlet.ed 000055 Tierra Rejada Road Inlet Project October 1995 Page 2 D. Plans and Specifications A copy of the Plans and Specifications for the project have been placed in the City Council office for your review. E. Schedule It is anticipated that bids for the subject project will be opened and presented to the City Council in November. Construction of the project should be completed by mid December. F. Fiscal Impact 1. Cost Estimate: A preliminary estimate of project costs is as follows: Estimated Element Cost ($) • Design 310 • Printing, Advertising, etc. 500 • Construction 15,000 • Construction Contingency (10 %) 1,690 • Admin & Inspection 500 Total 18,000 2. Budget: This project was not anticipated and, therefore, not identified in the budget for FY 1995/96. It is recommended that an appropriation and budget amendment for the project be approved by the City Council at the time bids are considered. It is recommended that the account number for this project be the same as that used for the Tierra Rejada Road Widening Project: 03- 142 - 903 -0248. RECOMMENDATIONS Approve the Plans and Specifications and Authorize staff to advertise for receipt of bids for the construction of the subject project. tr_inlet. ad 0060�jb T S S'
