The changes reflected in the final document attached include, but are not limited to, changes represented in the Minutes of the aforementioned dates. In reviewing the documents, there were a few changes directed by the Council that were not included in the Minutes, as well as minor editing changes. These included such items as: 1. Under "Community Development Block Grant (CDBG)," page 14, placing a single asterisk by Objective No. 2. 2. Under "Purchasing," page 14, placing a single asterisk by Objective No. 2. 3. Under "Capital Projects," page 36, placing a single asterisk by Objective No. 10. Staff has also included a single asterisk for Objective No. 7 under "Capital Projects" as recommended by the Streets and Transportation Committee. (A separate agenda report for the October 4 meeting addresses this recommendation.) STAFF RECOMMENDATION: Approve the Mission Statement, Goals and Objectives for FY 1995/96 as presented. DEPARTMENTAL GOALS AND OBJECTIVES FOR FY 1995/96 City Manager Management Oversee and coordinate activities of all City departments consistent with City Council approved policies and priorities; coordinate the City's intergovernmental relations; and provide courteous and responsive public service. * 1. Work with County, State and Federal officials to ensure that Moorpark's legislative interests and concerns are addressed. Evaluate the City's Legislation Program for possible re- adoption in 1996. ** 2. Continue stressing quality customer service by providing City employees with customer service training through quarterly employee meetings. * 3. Coordinate City's annual goal setting process. 4. Serve as staff liaison to Ventura Council of Governments. * 5. Develop and conduct a community -wide survey to measure the level of satisfaction residents feel about City services. * 6. Develop and implement a City media policy to ensure the timely and accurate release of information. ** 7. Work with State representatives to secure legislation to allow City police to routinely perform truck inspection on State Highways. * 8. Work with Public Works to ensure that the 118 and 23 extensions are identified in the STIP for funding at the earliest opportunities. 3 9. Pursue legislation and /or administrative regulations to require priority access for public agency cellular phones in emergencies. 10. Coordinate and monitor the efforts of City departments to track and measure effectiveness of service levels. 11. Participate in the Waste Commission's regional solid waste planning efforts including evaluation of possible formation of an independent, regional waste organization and VCOG's role in regional waste matters. Special Projects Provide responsive staff support for special projects. ** 1. Coordinate City's efforts for proposed transfer of Waterworks District No. 1 to the City. ** 2. Assist with development of Citywide Traffic Mitigation program and coordination with Ventura County on traffic impact matters. 3. If directed by the City Council, direct City's efforts for negotiation of developer proposed Development Agreement and golf course development feasibility for Bollinger project. * 4. Assist with updates of the three (3) existing Areas of Contribution (AOC). * 5. Assist with planning effort for City Hall expansion. * 6. Assist with study to develop citywide development fee for expansion of City general services, library, and other specified services. 7. Assist with modification to OSCAR Element. 8. Determine City interest in Caltrans surplus property adjacent to Princeton Drive eastbound freeway ramp. ** 9. Assist with implementing development plans for Redevelopment Agency property (formerly MacLeod) for commercial, residential, and park purposes. 10. Assist in review of major development projects, including Specific Plans. 11. Assist with development of affordable housing programs. 4 . 12. Investigate potential for workshops on local government to targeted students and general public. 13. Assist with review of Caltrans relinquishment of portion of State highways to City. ** 14. Assist with preparation of five -year financial projections. * 15. To assist with the fiscal analysis of Specific Plan No. 8 (Messenger) and Bollinger projects. ** 16. Assist with expedited processing of SDI General Plan Amendment application and related entitlements. 17. Assist with City review of the County's project to realign Moorpark Road. ** 18. Assist with an evaluation of library services. Public Transit Provide a safe and efficient transit system that meets the needs of transit dependent residents and promotes air pollution reducing alternatives for residents who travel in single - passenger automobiles. * 1. Work with VCTC and the other east County cities to evaluate VISTA - East's first year of service. In addition, continue to monitor Moorpark's ridership on the system and advise the Council regarding the City's continued participation in the service. ** 2. Coordinate the purchase of a City owned bus and ensure its timely arrival for implementation by August 1, 1995. Monitor the implementation of the City's new bus service contract. Coordinate necessary transitions. * 3. Evaluate the feasibility of using and securing alternative funding for the operation of the City's bus system including Section 9 and CMAQ funds. ** 4. Monitor the application of the Metrolink operation funding formula as it relates to the allocation of Local TDA funds. * 5. Coordinate with the Public Works Department the installation of the Moorpark Avenue storm drain as it relates to the drainage of the south Metrolink parking lot. 5 6. Participate as the transit representative on VCTC's Congestion Management Plan (CMP) Update Committee and coordinate the City's review and comment of the final Update Plan. 7. Evaluate and monitor the City's participation in county -wide bus pass programs and /or the "smart card ". Solid Waste Ensure that solid waste is disposed of in accordance with the adopted State hierarchy of "reducing, reusing, recycling, and landfilli.ng. " * 1. Upon notification by the State, draft the City's SRRE Update Plan and submit the City's 1995 waste diversion rate to the California Integrated Waste Management Board. * 2. Develop a formal in -house policy for procurement of recycled products for City Council's consideration. 3. Determine the feasibility, desirability, and possible implementation of a composting and waste efficient yard care demonstration site located in the City. Provide a recommendation for City Council consideration. ** 4. Continue promotional efforts to encourage the use of the Resource Recovery Center (RCC), the recyclable household hazardous waste collection facility, in coordination with the City of Simi Valley. By March 31, 1996, evaluate Moorpark residential participation at the RCC to determine this program's effectiveness. 5. Utilizing grant funds, continue to work with the East County Cities on an ongoing campaign to encourage residents to recycle used motor oil. * 6. Implement and monitor the City's new residential, commercial, and temporary solid waste franchise agreements. 7. Develop and implement a regular schedule for continual enforcement of the provision in the City's Solid Waste Ordinance that requires residents and business to contract for refuse collection service. ** 8. Continue the City's backyard composting program which includes the purchase of 100 compost bins and participation surveys. R 9. Conduct educational workshops on source reduction and recycling for youth. * 10. Continue to encourage participation in the residential curbside recycling program for residents not currently participating, and reinforce participation with residents who are participating. 11. Conduct a workshop on backyard composting. 12. Coordinate the purchase of the educational computer kiosk and software development utilizing the Household Hazardous Waste grant, awarded to the City in 1995. 13. Pending legislative changes to the solid waste diversion goals, determine the feasibility and desirability of implementing a green waste program. Provide a recommendation for City Council consideration. 14. Evaluate the feasibility and desirability of including small businesses in the City's HHW round -up events. 15. Continue to participate and represent the City in the tipping fee negotiation with the other east county cities and Waste Management. Emergency Management Ensure that City properly anticipates and is prepared to respond to natural and manmade disasters. * 1. Provide timely updates to the City's Emergency Standard Operating Procedures (SOP) which outline responsibilities and tasks necessary for effectively responding to a disaster and develop a Disaster Recovery Plan. 2. Provide on -going training for staff in emergency response procedures and responsibilities. ** 3. Plan and conduct an emergency response exercise involving the City Council and a simulated emergency response drill. 4. Continue to support volunteer Moorpark Disaster Assistance Response Team (DART) members and recruit and train new members to assist the City in the event of a major emergency. 7 5. Working with Moorpark DART, provide emergency preparedness information to residents. ** 6. Coordinate efforts to ensure that the City's Emergency Operations Center (EOC) is fully operational at all times and that additional equipment is identified and acquired as needed, including connection of the EOC to the City's emergency generator. 7. Assist all key employees in fulfilling preparations for their respective emergency responsibilities. * 8. Coordinate FEMA's audit of the City's reimbursement for expenses incurred from the January 17, 1994, earthquake. * 9. Determine the feasibility and desirability of applying for and securing Hazard Mitigation Grant funds. 10. Participate in regional efforts to develop an emergency response Operational Area Agreement by December 1995 as required by State legislation. The Agreement will be presented to the City Council for consideration. 11. Develop a debris management procedure that identifies how debris resulting from a disaster will be collected, transported and disposed. 8 City Attorney 1. Assist in resolving City lawsuits. 2. Assist Community Development Department to prepare for City Council consideration an overcrowding ordinance when State legislation and /or court decision authorizes it. 3. In conjunction with assigned staff, evaluate requirement for an Article 34 Measure pertaining to publicly owned housing. 4. Assist with review and preparation of documents related to Caltrans' relinquishment of portion of State highways to City. * S. Assist with negotiation of Disposition and Development Agreement for Agency owned property. 6. Review draft Subdivision Ordinance. 7. Coordinate audit of cable franchisees' basic tier rates. * 2. Review and implement revised FCC cable regulation rules. * 3. Hold initial public hearing on Mountain Meadows cable franchise renewal. 4. Coordinate Country Days, Booster Club, car show and other major special events' permit processing. 5. Develop animal control flyer and mailing. 6. Develop parking enforcement flyer and mailing. 7. Develop means to assess effectiveness of departmental service levels. * 8. Monitor FY 1996 performance improvements to VCC and Mountain Meadows /Entertainment Express cable systems. 9. Develop proposed Business License Program for consideration by the City Council. 10. Identify the needs for dog and cat licensing compliance, and if necessary, consider a City -wide canvassing effort. 11. Implement county revisions to the Animal Regulation ordinance as applicable to related City ordinances. * 12. Coordinate the study to create the proposed citywide development fee. * 13. Budget, Accounting and Finance Plan and account for City revenues and expenditures and invest funds safely while maximizing yields in accordance with priorities established by the City Council. 1. Contract for property tax database services for fiscal year 1994/95 and complete audit of parcels. 2. Update the Financial Management Codes to reflect current legal and professional practices. ** 3. Personnel Provide a recruitment and selection process which fairly evaluates abilities of applicants consistent with federal, state and local laws; oversee staff development and training to maximize employee potential; and manage benefit program to facilitate employee use while minimizing costs. * 1. Contract for personnel classification system study in preparation of validated job descriptions in compliance with ADA requirements and include comprehensive compensation study. * 2. Update Personnel Rules to reflect changes in federal and state laws and consolidate with the Memorandum of Agreement prior to negotiations for the 1995 MOA. 3. Computers Improve workload efficiency by planning, acquiring, and maintaining hardware and software systems and training personnel in their use. * 1. Install IBM PC support and network all departments to the system. * 2. Complete disaster contingency plan for computer systems. * 3. Complete 5 year computer plan including standardization of software. * 4. Expand computer training of clerical staff to advanced level. 5. Train a representative from each department in database applications. * 6. Install AS400 computer and link City Hall and upgrade personal computers to the PC support system. * 7. Standardize personal computer applications by installing standard word processing, spreadsheet, data processing and scheduling programs. * 8. Community Development Block Grant (CDBG) Administer the application and allocation processes of the CDBG program consistent with the program's objectives of assisting low and moderate income persons. 1. Implement Council approved capital improvement and public service programs. * 2. Monitor Mayflower Market design effort. Purchasing Ensure that all expenditures conform to establish purchasing procedures. 1. Continue to develop administrative changes to improve the City's purchasing system and implement revisions to the Purchasing Ordinance. * 2. Install the accounting and purchase order software in the City's financial management system. 3. Develop a vendor's guide for purchases made by the City, and purge vendor files of unused vendors. 4. Assess long term storage needs for supplies and surplus equipment. 5. Develop local vendor guide and resource directory. 6. Update fixed assets for depreciation schedule. 7. Redevelopment and Economic Development Provide necessary staff support that facilitates the revitalization of the redevelopment project area, expands the tax base, increases revenues and encourages greater diversity of businesses and services. 1. Assist with investigation of possible sites for Moorpark police station. 2. Assist City staff with design of motorcycle barriers in the arroyo. 3. Assist City Manager's office with vehicle inspection legislation. 4. Continue Moorpark's participation in the Citizens Academy. 5. Provide two (2) deputies with intermediate level traffic investigation training and one deputy with reconstruction training. 6. EMT training for remainder of patrol staff. * 7. Provide at least (1) hour of training to all deputies in "Problem Oriented" approach to policing. 8. Increase quality of preliminary investigations by Patrol, by providing (4) hr. investigative orientation and assign (2) minor cases to each patrol officer. 9. Assist with evaluating the feasibility of using City Crossing Guards to perform parking enforcement. * 10. Evaluate enhancing the services provided at the Police Resource Center and options for expanding available space and funding for any expansion. 11. Conduct a needs assessment of the Resource Center to determine the effectiveness of this community outreach program. 12. Enhance report writing capabilities of Resource Center volunteers. 13. Conduct a needs assessment outlining projected future staff needs based upon population growth, crime rate, demands for services, citizen input, workload indicators and budget. 15. Initiate bicycle patrol program. * 16. Develop and implement deployment plan for COPS FAST grant funded deputy for patrol and special enforcement assignments in addition to primary responsibility for DARE program. Patrol - Traffic - Special Enforcement Patrol - provide a safe environment, timely response to calls for services, visible presence and proactive approach to identified problems. Traffic - encourage vehicle code compliance and provide a visible presence on City Streets and state highways. 1. Facilitate introduction of City and school employees to area deputies. * 2. Enhance education and enforcement programs for dealing with child helmet law, child safety seats, seat belt use, and DUI. 3. Provide at least 100 hours of commercial vehicle enforcement. 4. Survey radar equipment to ensure proper legal documentation and annual calibration requirements are met. Establish a survey list to ensure timely replacement of outdated radar equipment. 5. Upgrade alco- sensor equipment to meet anticipated legal requirements, and provide training for deputies in their use and develop an accurate mechanism to ensure proper calibration and use of each alco- sensor. 6. Maintain a schedule for radar trailer use. This schedule will be provided to the towing agency on a bi- weekly basis to allow for timely response to citizens concerns. 18 ()()()()i)4 Investigations Promptly investigate all crimes and apprehend criminal suspects. 1. Establish number of cases to be investigated at 425 and closed at 375. 2. Spend at least 1 shift per month working Patrol. 3. Coordinate 4 hour training for Patrol personnel in investigation and crime analysis. 4. Formalize process for sharing information with the Community Services Officer in order to facilitate timely public awareness. 5. Provide liaison with Major Crimes investigators in order to enhance investigations via information and resource sharing. Community Services Provide public education and crime prevention programs to general public, students, and businesses. 1. Continue D.A.R.E. Program. 2. Increase communication with the community including having patrol officer attend Neighborhood Watch. 3. Enhance active level of Neighborhood Watch. 4. Assist with Disaster orientation for Neighborhood Watch groups. 5. Continue Adopt A Deputy Program with the Boys and Girls Club. 6. Continue and refine Crime Prevention Hotline to provide up -to -date information to the public. 7. Develop program with the Resource Center to facilitate communication to both Neighborhood and Business Watch groups as part of a Crime Alert Network. 8. Develop and implement a program for local merchants to prevent retail theft. 9. Implement the TimesLink program with crime prevention information updated bi- weekly. 19 10. Implement a DARE parent training program. 11. Train new grant funded deputy to become DARE instructor. 12. Increase CSO available time for crime prevention by 800 hours. 20 City Clerk Administration Effectively organize, coordinate, and manage departmental activities and provide courteous and responsive public service. 1. Expand the Citizen Link computer by adding additional City information. Continue administration of complaints /messages received. 2. In conjunction with the Community Services Department, investigate internet WEB site home page for the City. * 3. Continue development and administration of a volunteer program. 4. Assist in the development of a proposed business license program. * 5. Prepare an Annual City Report /Newsletter to be mailed to all residences and businesses. ** 6. Coordinate preparation of City information insert in annual assessment district mailer. 7. Develop information for public access kiosk in conjunction with City Manager's Office. 8. Develop guidelines relative to when to issue public hearing notices and mailings in Spanish. 9. Develop City Council policy regarding the flying of the flag at half mast. 10. Prepare a brochure explaining City Services. 11. Develop means to assess effectiveness of departmental service levels and performance. 12. Create a MAP for agenda processing. 13. Records Management Provide responsive service and support to City Council, staff, and public through efficient recording, storage, and retrieval of City records. ** 1. Implement a comprehensive records management plan including purging and destruction of specified records. ** 2. Continue work to scan permanent records to the Optical Disk system. 3. Consider the expansion of the optical system to all departments. This should be delayed until a City Hall expansion option is selected. ** 4. Investigate alternatives for cost efficient means of storing public improvement plans, maps, exhibits and similar oversized documents. ** 5. Compile and submit a comprehensive list of Council policies to the Council for formal adoption as resolutions. 6. Complete City Council and Agency minutes for approval no later than 4 weeks after meeting date. * 7. Expand Optical System to Central Search Station. 8. Evaluate creation of a document processing fee. 9. Coordinate creation and maintenance of standard contracts on disk. Elections and Required Filings Ensure timely compliance with the Political Reform Act and Elections Code. 1. Begin an outreach program to increase voting registration and voting. 22 MI)JS Community Services Administration Effectively organize, coordinate, and manage departmental activities and provide courteous and responsive public service. ** 1. In conjunction with the Community Development Department, review and process modification of the Open Space Conservation and Recreation (OSCAR) Element for consistency with the other General Plan elements. ** 2. Revise park land dedication ordinance and Park Master Plan including evaluation of existing Park Improvement Fund Zones. ** 3. Coordinate City's participation in at -risk youth programs. 4. Administer the Art in Public Places and the Tree and Landscape Fee programs and develop draft policies for use of funds. 5. Evaluate potential for developing use of Flood Control District facilities for equestrian, biking and hiking trails. * 6. Apply for "Tree City U.S.A." designation. ** 7. Develop real time billing rate for all department staff. ** 8. Update Parks and Facilities Capital Improvement Program (CIP) . * 9. Develop and implement "Adopt a Park" program and a Gifts Catalogue for donations to City's parks and facilities and recreation programs. ** 10. Assist in development of City Hall expansion study as it relates to Civic Center site. 11. Investigate feasibility of using tertiary treated water at City parks and landscaped areas. 12.
