Gilbert, Director of Public Works DATE: September 27, 1995 (Council Meeting 10 -4 -95) SUBJECT: Consider Restricting Left Turn Traffic at the Intersection of Los Angeles Avenue and Flory Avenue and Modifying the Priority of the FY 1995/96 Objective Related to the Widening of Los Angeles Avenue DISCUSSION A. Left Turn Movements There have been a number of accidents and near accident at the subject intersection in recent months. Many of the vehicle conflicts involve left -turn movements to and from Flory Avenue. At its meeting of September 25, 1995, the Transportation and Streets Committee ( Councilmember Wozniak and Councilmember Hunter) discussed these traffic problems. It was their opinion that traffic safety would be improved at this intersection if a center double - double yellow painted median were to be installed, which would making illegal left turn ingress and egress traffic movements at this location. B. Los Angeles Avenue Widening Project The Committee also discussed the related need to begin the process required for the widening of New Los Angeles Avenue and Los Angeles Avenue. This street widening project is a prerequisite to the planned construction of raised medians along this corridor. It is anticipated that design, right -of -way acquisition, Caltrans approval and project construction will require a considerable amount of time to complete. It is recommended, therefore, that this project be given a higher priority and that the effort required to develop this project commence during FY 1995/96. This project is identified in the FY 1995/96 Goals and Objectives as Item No. 7 of the objectives listed in the Capital Projects Division of the Public Works Department. la_fly :,0 . 4 Los Angeles Ave. & Flory Ave. October 1995 Page 2 RECOMMENDATIONS Staff and the Transportation and Streets Committee recommend that the City Council take the following actions: 1. Direct staff to make a formal request to Caltrans for the installation of a painted median on Los Angeles Avenue at Flory Avenue to prevent all left turn traffic at this intersection. 2. To assign a single asterisk to Objective No. 7 in the Capital Projects Division of the Public Works Department, related to the Widening of Los Angeles Avenue and New Los Angeles Avenue (SR- 118). la-fly 000175
