SUBJECT: Consider Authorization to Sign Section 9 Federal Transportation
Administration Funding Debarment Statement
Background
On November 3, 1995, the City Council approved, and authorized the Mayor to sign, the
Cooperative Agreement with VCTC for Section 9 Federal Funds. The Funds are to be used to
reimburse the City 80 percent of the total capital costs for the purchase of a bus.
Unknown to City staff at that time, the City must sign a statement (Attachment A) which certifies
that it is not debarred, suspended, proposed for debarment, declared ineligible, or voluntarily
excluded from participation in this particular Agreement for Section 9 Transportation funds by
any Federal department or agency. The statement must be signed by an authorized City official.
In addition, VCTC is recommending that the City should have on file a memo which certifies that
its purchase of the new bus complied with the Buy American and Pre-Award Purchase
requirements of the Cooperative Agreement (Attachment B). The bus purchased by the City is a
GMC/Champion bus made in the U.S., and it meets the specifications identified the City's bid
document. This memo has been placed in the City's central file.
Staff is requesting that the City Council authorize the City Manager to sign the debarment
statement and the memo certifying the City's compliance with provisions in the Cooperative
Agreement.
Recommendation
Staff recommends that the City Council authorize the City Manager to sign the debarment
statement and the memo certifying the City's compliance with provision in the Cooperative
Agreement.
