HomeMy WebLinkAboutAGENDA REPORT 1995 1004 CC REG ITEM 11F1TEA CITY OF MOORPARK of �� /-�5 _ 1995 ACL- AGENDA REPORT BY TO: The Honorable City Council FROM: Christine Adams, Director of Community Services DATE: September 26, 1995 (Meeting of October 4, 1995) SUBJECT: Consider Additional Information Regarding the Maintenance Program for Elm Trees Along McFadden and Cornett Streets BACKGROUND Staff presented an informational item to the City Council on September 20, 1995, regarding the condition of the English Elm trees along McFadden and Cornett Streets. At that meeting, the City Council requested that staff provide additional information regarding the proposed maintenance and removal program. Tree Removal Staff recommends that every other tree be removed, removing those that are in worse condition first. Seven trees per street would be removed during the first year, and seven trees per street could be removed two years later. The City has a list of appropriate trees that could be used as replacement trees, and could allow each resident to make a selection, to provide a variety mix along the street, or the City could make a determination of the one tree species it prefers to replace the elm trees. Staff intends to select a one tree variety for each street unless otherwise directed by Council. A copy of trees suitable for use as street trees has been previously provided to the Council. The cost of tree removal is $350.00 per tree, which is $4,900 for each year of removal. This can be accommodated in the current tree trimming / removing contract, which is part of the AD 84 -2 budget for each fiscal year. The tree replacement costs only include staff time, as the trees can be acquired from Boething Treeland Nursery as part of the City's lease agreement. Staff would recommend replacing all of the elm trees with either a 24" or 36" box tree. The market value of the replacement trees is approximately $200 per tree, depending on size and species. The annual Boething lease provides for Boething to provide the City, at no cost, two hundred 15 gallon trees each year. 010OW(A' One 24" box tree is the equivalent of four 15 gallon trees, as defined in the Boething lease. Therefore, 56 of the 200 trees would be used for this project in Year One and 56 trees would be used in Year Three. Tree Maintenance Of the remaining 14 trees (seven per street) staff would recommend utilizing the "banding" process which was described in the Council report on September 20. The purpose of the banding treatment is to reduce the defoliation of the elm trees and the subsequent leaf debris in the street caused by the elm leaf beetle. The banding treatment will cost $75.00 per tree for pesticide material and labor to apply. This is a total of $700 for two years, which would be the total amount of time needed to band the remaining 14 trees once a year, prior to the second phase of elm tree removal in 1997- 98. This cost is also included as part of the maintenance costs in the AD 84 -2 budget for FY 1995 -96. Unless the City Council directs otherwise, staff will proceed with the phased tree removal plan, and will band the remaining trees in the spring, which is consistent with the recommendations made by Certified Arborist Paul Rogers.
