A& vaLj / SUBJECT: Consider Public Testimony on the Final Draft Countywide Siting Element (CSE) and Summary Plan as Part of the Countywide Integrated Waste Management Plan and Adopt Resolution 96 -_ Approving the Final Draft Documents The City Council is asked to conduct a public hearing on the Final Draft Countywide Integrated Waste Management Plan ( CIWMP) consisting of the County -wide Siting Element (CSE) and Summary Plan developed by the County of Ventura, per the regulations of the Integrated Waste Management Act of 1989. The above documents have been provided to the City Council under a separate cover. The Countywide Siting Element must demonstrate that the County of Ventura has 15 years of combined permitted waste disposal capacity as of 1990 or contain the criteria for the siting of new facilities or the expansion of existing ones. It was calculated that as of January 1, 1990 Ventura County had 11 years of remaining countywide permitted disposal capacity, so criteria for siting or expanding disposal facilities was included in the CSE. However, in 1994, estimates of disposal capacity have increased due to the decrease in actual tons disposed and successful implementation of diversion programs. For example, the Simi Valley Landfill's Conditional Use Permit (CUP) expires in 2004. The site is permitted to receive 3,000 tons per day with a maximum of 1,074,000 tons per year. The average daily tonnage received at the site for 1994 was 1,064 tons per day. As daily tonnage received has been significantly below the permit levels, the site is estimated to have an additional 20 years of physical capacity at the current daily tonnage levels. The Summary Plan discusses Ventura County's existing and planned waste management system, by summarizing each of the jurisdictions' Source Reduction and Recycling Element, Household Hazardous Waste Element, and Nondisposal Facility Element. As you may recall, the City Council considered the preliminary draft documents on October 4, 1995. County staff incorporated comments received from jurisdictions and members of the public, and released the final draft documents for the mandated public review. The County's public review period ends on February 27, 1996. The regulations of the California Integrated Waste Management Act state that the CIWMP is deemed locally approved when it has been adopted (by resolution) by a majority of the cities representing a majority of the incorporated population, and has been approved by the Board of Supervisors 000111 Honorable City Council Countywide Integrated Waste Management Plan February 21, 1996 Page 2 Moorpark staff issued the required thirty (30) day public review notice to schedule the public hearing on February 21, 1996 for the City Council to consider adoption of a resolution approving the Final Draft Countywide Siting Element and Summary Plan. Following local approval, the plans will be submitted to the California Integrated Waste Management Board for approval. RECOMMENDATION Staff recommends that the City Council open the public hearing, accept public testimony, close the public hearing, and adopt Resolution 96 -_ approving the Final Draft Countywide Siting Element and Summary Plan of the County of Ventura.
