SUBJECT: Consider Fire Service/Rescue and First Responder EMS Thresholds
Background
This report is provided as a follow -up to the discussion that took place at the January 3 and 31
City Council meetings. At that time, the Council reviewed the proposed draft thresholds for fire
and emergency medical services. The Council directed that fire and emergency medical services
be separated and requested that staff met with Ventura County Fire Protection District
representatives to discuss the proposed fire service thresholds. The response time identified in
the first draft threshold statement, which was reviewed by the City Council on January 31, was
five minutes. The five minute response time was an estimate, provided by the Fire District with
short notice by City staff. At our meeting with the Fire District, it was explained that the five
minute response time goal was not obtainable in all areas of the City.
The Fire District has indicated that it does not have an officially adopted response time goal at this
time. It is in the process of identifying a response time goal which will then need to be adopted by
the Board of Supervisors. For the City's planning purposes, the Fire District has identified a draft
response time goal of 6 'h minutes at least 90 percent of the time. This response time includes the
Fire District's calls for fire /rescue and medical emergencies. The response time is based on
existing performance levels and information provided by the City regarding the number of
residential and commercial units proposed for future development. In addition, the Fire District
took into account its ability to fund on -going costs associated with any new fire facility. A
revenue source already exits for funding capital costs for new facilities through development fees,
but not for their on -going operational costs.
Attached to this staff report is the revised draft threshold for fire services. Fire District staff will
be available at the February 21 City Council to answer questions.
Recommendation
Direct staff as deemed appropriate.

FIRE/RESCUE AND FIRST RESPONDER MEDICAL SERVICES
GOAL
To ensure that Moorpark residents have the best available fire protection/rescue and emergency
medical (EMS) services available within funding constraints.
OBJECTIVE
To maintain existing levels of service for both fire protection/rescue and first responder EMS,
which includes the number of fire stations housed in Moorpark. In addition, the intent is to expand
these services as population growth demands to ensure that appororiate response times are
maintained.
THRESHOLD STANDARS
The threshold standards for emergency fire protection/rescue and first responder EMS
calls shall be the goals established by the administering agency, the Ventura County Fire
Protection District.
2. To date, the Ventura County Fire Protection District has established a draft goal for
fire /rescue and first responder EMS emergency calls which is to respond within 6 '/2
minutes for at least 90 percent of the calls received.
The Fire District has stated that it will provide an annual report to the City as a tool for
measuring response time performance.

Subject: Life Thresholds for Growth Management
The Ventura County Fire Protection District would like to thank the city for inclusion
into your new growth management program. Attached is information for your February
21 City Council meeting. This information is still being carried as draft material because
the Fire District has not reviewed it with its Board of Directors. We hope to formalize
these fife thresholds within the next six months.
I plan to attend the City Council meeting as staff representative to answer any
questions that may arise. The Fire District will not be making a formal presentation of
our year -end report at this time, but remains available N your City Council requests it.

Subject: Fire District Response Times
Attached is supporting information relative to the Fire District's life threshold standards
currently being developed. The Fire District will be completing this work within six
months and will return with a final report to your council once our Board of Directors
has reviewed it.
The Fire District needs to point out that we provide all levels of public services ranging
from life /fire emergencies to elderly assists. These services are provided on a
districtwide basis to provide the best level of assistance while maintaining cost
controls. The Fire District utilizes a "Resource Deployment Management System" that
relocates emergency equipment routinely in order to have resources in geographical
positions to fit the incident call load peaks. For example, your city generally has at
least one fire engine within the city limits (afternoons and early evenings). The second
fire engine may be relocated to stage * by Moorpark College or Wood Ranch,
depending upon the incident call load taking place. Fire station locations are only
static response locations for off call load times.

Table 1 - Response vs. Driving Time
This table represents the actual driving time vs. responses for both the Moorpark
( #42) and Mountain Meadows ( #40) Fire Stations. The emergency calls used were
only Priority 0 and 1 calls (fire and life safety). The source of information for this table
is the Fire District's Computer Aided Dispatch (CAD). The computer's records indicate
a Wh- minute response time at a 88% rate. Average time for receipt to dispatch and
dispatch to en route are included at the bottom of the table.
This is a sample of the report that will be returned to your council annually as a
performance measurement of our services as well as evaluating the impact of growth
within the city.
* "Drop Point" - is the term associated with a temporary staging location.
Map I - Response Times and Call Load
This map shows the city limits, response time grids for Fire Station #40 and #42, and
pin dots depicting the emergency call load for 1995. This information is also derived
from the Fire District's CAD using the GIS mapping system and a computer modeling
program for response times. The response time grids are based from a static
location, the respective fire station.
The map indicates that there are emergency calls outside of the green grid. The green
grid (3 minutes and 40 seconds) is a high priority zone due to Emergency Medical
Service (EMS) response time protocols. The Moorpark College area is clearly outside
of this realm. The Peach Hill area is actually within the green grid. The Fire District is
updating its CAD geobase, and future maps will display response time compliance
within the Peach Hill area.
Map II & III - City Response Grids With Outlying Areas
These maps are intended to display the response time coverage overlap with
neighboring fire stations within the Fire District. Evaluating these map indicates the
need for a district operation that utilizes the Resource Deployment Management
System. This map also indicates the response time void in the east side of the city,
particularly the Moorpark College area.

All mans indicate only computerized driving time and not *Chute Time
Summary:
The Fire District believes strongly in developing these life threshold standards for
growth management. We are constantly evaluating projected property developments
and their impact on providing public services. We do this from a district view in relation
to growth regardless of political jurisdiction. After just completing an internal facility
versus population review, it appears that growth in the east county will take place
faster in Moorpark than elsewhere. Therefore, the Fire District is beginning steps to
project the city's development build out in relation to property tax revenue to support
an additional fire station and staffing in the east city area.

* "Chute Time" - is the time from call receipt to dispatch to equipment en route
(avg. 90 seconds). Pre - arrival EMS instructions are provided during this time.
Fire /Rescue Protection Service
Goal
To ensure that Moorpark residents have the best fire /rescue service available within
funding constraints.
Objectives
To maintain the existing level of service for fire /rescue protection, which includes the
number of fire stations housed in Moorpark and expand service as population growth
demands to ensure that appropriate response times are maintained.
Threshold Standards
1. The threshold standards for fire /rescue protection services shall be the goals
established by the administering agency, the Ventura County Fire Protection
District.
2. The Ventura County Fire Protection District has established a draft goal for
emergency calls, which is to respond within 61A minutes at least 90 percent of
the time.
3. The Fire District shall provide an annual report to the city as a performance
measurement tool for review.
