HomeMy WebLinkAboutAGENDA REPORT 1996 0221 CC REG ITEM 10ETO: FROM: DATE: SUBJECT: T EIVI CITY OF MOORPARK AGENDA REPORT The Honorable City Council Christine Adams, Director of Community Services February 9, 1996 (Meeting of February 21, 1996) Consider Chamber of Commerce Reauest for Facility Rental Fee Waiver for Candidates Forum on March 12, 1996. During past local elections, the Women's Fortnightly organization has sponsored a candidates forum for those seeking office. This forum had been held in the Community Center, and was televised on Channel 10. The City Council had waived fees for the Women's Fortnightly for facility rental, and did not waive fees for the use of Videomax for videotaping the forum. This year, the Chamber of Commerce has offered to sponsor the candidate's forum for the upcoming Special Election in March. The Women's Fortnightly is not able to host this event this year. The Chamber of Commerce is requesting a waiver of fees for all rental costs and for the cost for Videomax to broadcast and tape the forum. The City Council at their meeting on January 17 approved a new Moorpark Operating Procedure (MOP), which allows City of Moorpark non - profit organizations one event per year in a City facility at direct staff costs only. The proposed candidate's forum would qualify under the new MOP for these fees. The Chamber of Commerce is still asking for a fee waiver for the candidate's forum, which staff is recommending to be held on Tuesday, March 12. The Chamber is hosting the forum only because no other organization is stepping forward to host it, and would like to reserve their once a year event under the City's MOP for another Chamber sponsored activity. Staff would support this request, but recommends that the Chamber still pay for the services provided by Videomax ($150.00) for the candidates forum. Direct staff costs for this event would be $50.00 (2 hours of set up and clean up for the event at $25.00 per hour). The City's full time custodian can adjust his normal hours to accommodate this event. RECOMMENDATION Waive rental fee for use of Community Center on March 12 for a Candidates Forum, and charge the Chamber of Commerce $150.00 for Videomax services and $50.00 for direct staff costs. Attached: Letter from Chamber of Commerce RECEIVED J A N 2 5 1996 City of Moorpark Jan. 24, 1996 Dear City Council: The Chamber of Commerce would like to step forward and organize a candidates forum for the March 26 City Council election. After checking with City Clerk Lillian Hare, we are asking for the same help the city has given for past candidates forums: the waiver of room rental fees; r a city staff member to run the video equipment, if a volunteer is available; and waiver of staff costs for the room set up and take down. We would like to have the forum on Tuesday, March 12, with a secondary choice of Thursday, March 7. The time would be 7 p.m. to 9 p.m. The forum will be run in much the same manner as past forums sponsored by the Moorpark Women's Fortnightly Club. In fact, Mary Schwabauer, who ran the Fortnightly forums, has already volunteered to help the Chamber forum. The Fortnightly has no plans to host a candidates forum for this election, and the Chamber was not able to find any other civic or service groups that planned one. The Chamber board voted to host a forum, not to promote any special interests, but sole�r to give voters a chance to see the candidates. Thank you in advance for your help.
