SUBJECT: Consider Authorizing Recordation of the ' Notice of
Completion for the Construction of the Tierra Rejada Road
Storm Drain Inlet Project
DISCUSSION
A. Background
On November 15, 1995, the City Council awarded a contract for
the subject project. That work is now completed.
B. project Description
The subject project is generally described as follows:
• construction of a new curbface storm drain inlet on the
north side of the raised median, approximately seven hundred
feet (700' ) east of Spring Road to eliminate a ponding
problem in the westbound lanes east of Spring Road;
• the replacement of the storm drain grate inlets located on
the south side of Tierra Rejada Road near the northbound
freeway off ramp to provide grates which are designed to be
safer for bicycles.
B. fiscal Impact
The following , is.__an analysis of the Fiscal Impact of the
subject project. The cost figures shown below are based on the
bid amount submitted by Vendor #2.

RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Accept the subject work as completed.
2. Instruct the City Clerk to file the Notice of Completion for
the project.
3. Authorize the release of the retention upon satisfactory
clearance of the thirty five (35) day lien period.

SUBJECT: Consider Authorization to Advertise for Receipt of Bids
for the Construction of the Tierra Rejada Road
Subdrainage System
BACKGROUND
1 . The hardscape and the landscape improvements along the Tierra
Rejada Road corridor through the Mountain Meadows Planned
Community (PC-3) were constructed by the developer [initially
Urban West Communities (UWC) -- now California Community
Builders (CCB) ] .
2. Bond No. 11127011986, in the amount of $300,000, was deposited
with the City to guarantee the proper construction of the
Tierra Rejada Road improvements.
3. The construction of those improvements have been completed,
inspected by the City Engineer's Office, and deemed complete.
4 . CCB has requested that these improvements be accepted by the
City and that the related bond be exonerated.
5. CCB has also asked that the City drop the requirement that CCB
fund that portion of the subject Subdrain project within PC-3.
Staff is presently working with CCB to resolve these questions.
DISCUSSION
A. STP Grant
The City is about to receive approval of its application for a
Surface Transportation Program (STP) grant in the amount of
$480,000, under the Federal Intermodal Surface Transportation
Efficiency Act (ISTEA) . That grant will partially fund the
City's 1995 Asphalt Overlay Project, estimated to have a
construction cost of $1.3 million. It is anticipated that
authorization to advertise for receipt of bids for that project

will be presented to the City Council within sixty days. The
scope of the design for that project includes the following
streets:
• Magnolia Street south of Charles Street
• Flory Street
• Goldman Avenue
• [Old] Los Angeles Avenue east of Collins Drive
• Spring Road south of Peach Hill Road
• Tierra Rejada Rd from Southhampton westerly and northerly to
Los Angeles Avenue
Should it become necessary to delete that portion of Tierra
Rejada Road within PC-3 from the scope of the grant funded
project, a future separate project to construct an asphalt
overlay on this street segment would not have the benefit of
federal funding. A summary comparison of the percentage of
grant funding under these different scenarios is as follows:

B. Subject Subdrain Project
It is necessary to proceed with the construction of the subject
subdrain project prior to the construction of the Asphalt
Overlay on Tierra Rejada Road.
C. Proiect Location
The subject project calls for the installation of a subdrainage
system along the north and south side of Tierra Rejada Road, at
the locations shown on the map attached as Exhibit 1.
D. project Design
The City retained the firm of Westland Civil Engineers, Inc. to
prepare the civil engineering design for the subject project.
That design effort has been completed. The project design
' calls for the installation of stacked, interconnected,
corrugated polypropylene tubes in a narrow trench at the lip of
gutter, as described in the diagram attached as Exhibit 2.
E. Plans and Specifications
A copy of the Plans and Specifications for the project have
been placed in the City Council office for your review.

F. Schedule
It is anticipated that bids for the subject project will be
opened and presented to the City Council in January.
Construction of the project should be completed by mid
February.
G. Fiscal Impact
1 . Cost Estimate: A preliminary estimate of project costs is
as follows:

3 . Budget: The subject project is considered to be work
necessary to prepare Tierra Rejada Road for the upcoming
Asphalt Overlay Project. It is recommended, therefore, that
the budget for the Asphalt Overlay Project be amended to
show revenues anticipated to be received from CCB for that
portion of the work to be performed within PC-3. The
recommended amendments to the appropriations and budgeted
amounts for the Asphalt overlay Project are summarized as
follows:

It is recommended that the actual revisions to the
appropriations and budget for this project be deferred until
consideration of an award of a construction contract.
4 . Discussions Regarding CCB Funding: As discussed above, CCB
has requested that the they not be required to fund that
part of the subject project within PC-3. Should this
requirement be rescinded, the entire cost of the project
would have to be funded by the City's Asphalt Overlay
project.
RECOMMENDED ACTIONS
Staff recommends that the City Council approve the plans and
specifications for the subject Subsurface Drainage System and
authorize staff to advertise for receipt of bids for the
construction of the subject project.
