SUBJECT: Consider Report Pertaining to the Establishment of a
Three Way STOP at the Intersections of a) Laurelhurst Road
and Rolling Knoll Road; and, b) Shadyridge Road and
Mountain Trail Street
In response to concerns raised about the possible need for the
installation of additional STOP signs at the subject intersections
to make them "three -way" stop intersections, the City Council
directed the City Traffic Engineer to perform a Stop Sign Warrant
Study at these two locations.
On July 19, 1995, the City Council received and considered this
Stop Sign Warrant Study. The study indicated that warrants had not
been met which would justify the installation of additional STOP
signs. In that this Warrant Study had been performed at a time
when school was not in session, and on a date prior to the opening
of Country Trail Park, the City Council directed that a new Stop
Sign Warrant Study be performed at a later date when these
conditions could be met.

As discussed above, the City has received requests from local
residents for the placement of STOP signs at all three entrances
to the subject intersections.

As previously discussed with the City Council, STOP signs are
not meant to be used for speed control. The purpose of a STOP
sign is to assist drivers entering an intersection in
determining which driver has the right -of -way. Traffic
engineering warrants are used to evaluate intersections and to
determine if the installation of STOP signs at one or more
entrance to the intersection is justify. None of those warrants
pertain to vehicular speed.
As mentioned above, Stop Sign Warrant studies were performed at
the subject intersections last summer. Per City Council
direction, follow -up Stop Sign Warrant Studies were recently
performed at the subject locations. Those new studies area
attached as Exhibit 1 and 2.
The attached revised studies assessed traffic count data,
accident history information and other relevant sources to
determine if the installation of either single STOP or multiple
STOP traffic controls at these intersections is needed. Those
studies concluded that none of the warrants for a "three -way"
STOP were met at either location.
D. Traffic Safety
As previously mentioned to the City Council, the installation of
a STOP sign at an intersection does not always improve traffic
safety. In many instances the addition of a STOP sign could
render the intersection less safe than it was before.
Unexpected STOP signs can lead to rear -end collisions. And STOP
signs in low traffic area encourage drivers to violate "roll"
the STOP sign which could lead to the creation of an unsafe
condition.

The Police Department concurs with the findings of the City
Traffic Engineer and recommends that the subject intersections
not be designated Three -way STOP intersections.

Mr. Ray Ashton, who resides on Shadyridge Road, has been advised
that the City Council would be considering this matter at its
March 6, 1996, meeting.
Mr. David Walsh has also been advised that this matter would be
considered by the City Council on March 6, 1996. Mr. Walsh
resides on and has corresponded to the City on behalf of many of
his neighbors regarding traffic safety issues on Laurelhurst
Road.

It is recommended that the City Council notrdesignate either of the
subject intersections a three -way SWOP intersection.

SUBJECT: Stop Sign Warrant Study - Intersection of Rolling Knoll Drive and
Laurelhurst Road - Study was conducted during a period when school
was in session.
Charles Abbott Associates was engaged to perform a second stop sign warrant study for
the intersection of Rolling Knoll Drive and Laurelhurst Road, with traffic counts to be
collected while school was in session. This is a tee intersection with Rolling Knoll being
a two (2) lane residential street. The street forms a loop. Rolling Knoll is north -south at
the intersection with a median with one lane in each direction serving houses adjacent to
its right of way. Laurelhurst provides land access and also serves some commuter traffic
which cuts through the area. There is an adequate sight distance for all three approaches
to the intersections.
Residents in the area have complained about accidents caused by excessive speeds. The
following documents the results of a warrant study to determine if stop sign(s) are
warranted, using 24 hour traffic counts, which were collected on Tuesday, February 13,
1996:

1. On the less important road where application of the NO
normal right -of -way rule is unduly hazardous --
(accident records show no accidents susceptible to
correction by stop sign. Only two accidents are
recorded in the area over the past three (3) years --
neither at intersection, neither connectable by stop sign).
2. City street intersection with state highway. NO
3. Intersection of two (2) main highways -- not met. NO
4. Street entering a legally established through street. NO
5. Minor street where the safe approach speed is less NO
than 10 mph -- (safe approach speed on Rolling Knoll
is 20 mph).
6. Unsignalized intersection in a signalized area -- (most NO
intersections in the vicinity are unsignalized).

7. Combination of high speed, restricted view and accident NO
record — (intersection has slightly higher speeds, views
are somewhat restricted, and 0 accidents).
For Mufti -Way StopSigns
1. Traffic signals are warranted and urgently needed, stop NO
signs can be an interim measure — (Traffic signals are
not warranted).
2. Five or more accidents in twelve (12) months of a type NO
susceptible to correction by multi -way stop -- (No
accidents during twelve (12) months).
3. Minimum traffic volumes
a. Total vehicle volume entering intersection from NO
all approaches must arrange 500 veh /hour for
any eight (8) hour period — (the highest eight (8)
hour period equals an average of 86 veh/hour for
the period 1 pm to 9 pm).
b. Combined vehicle and pedestrian volume from NO
the minor street must average 200 units per hour
for the same period ( total vehicles on Rolling
Knoll for the eight (8) hours equals 285). Total
pedestrians on Rolling Knoll estimated at 600.
Average combined volume per hour equals 114
trips /hour for the period 1 pm to 9 pm.
C. When 85 percentile approach speed on major
street exceeds 40 mph, the minimum vehicular NO
warrant is 70 percent of A and B. If the average
speed on Laurelhurst is assumed to be above 40
mph and test is warranted. Average veh/hour for
eight (8) hours — (highest eight hours of vehicles
is 86 veh /hour),
Based on this warrant study for stop signs at the intersection of Rolling Knoll Drive and
Laurelhurst Road, neither single nor multiple stop signs continue to be warranted.

SUBJECT: Stop Sign Warrant Study - Intersection of Shadyridge Drive and
Mountain Trail Street - Study conducted during a period when school
was in session
Charles Abbott Associates was engaged to perform a second stop sign warrant study for
the intersection of Shadyridge Drive and Mountain Trail Street, with traffic counts to be
collected while school was in session. This is a tee intersection with Mountain Trail Street
being a collector loop running north -south at the intersection. Shadyridge Drive is a very
short east -west street which serves a residential area under construction. There was a
sight distance problem for Shadyridge traffic. The City has installed a stop sign and had
the developer move a monument wall to improve sight distance. The sight distance is
adequate after the improvements.
The following documents the results of a stop sign warrant study using 24 hour traffic
counts which werecollected on Tuesday, February 13, 1996:

warrant is 70 percent of A and B. The average
speed on Mountain Trail probably exceeds 70
mph therefore, test warranted. Average
vehicles /hour for eight (8) hours -- (highest eight
hours of vehicles is 68 vehicles /hour).

Based on this warrant study for stop signs, a single stop sign is warranted on Shadyridge
Drive at its intersection with Mountain Trail Street. Multiple stop signs continue to be not
warranted.
