Gilbert, Director of Public Works DATE: February 26, 1996 (Council Meeting 3 -6 -96) SUBJECT: Consider Approval of an Application for SB 821 Bicycle / Pedestrian Funds for FY 1996/97 This presents for consideration a Resolution authorizing submittal of an application for SB 821 funds. ONEI ,_• • _ t• Each year at this time the Ventura County Transportation Commission requests application for Transportation Development Act Article 3 (SB 821) projects. The deadline for the submittal of grant applications this year is March 18, 1996. The construction of the pedestrian / bicycle / equestrian bridge is scheduled to be completed this summer. The bridge project does not include a paved pathway south of the bridge structure. Bicycle and pedestrian access between the bridge and the existing paved park access road will be difficult without this added facility. In that the estimated cost for the recommended project is higher than the cost of projects submitted in prior years, it is recommended that the amount of this year's grant application be limited to only one-third (1/3) of the construction costs. Accordingly, the local share match would be equal to two- thirds (2/3) of the total construction cost (plus any cost overruns) plus all design and construction engineering costs. It is recommended that local share match be funded by the Los Angeles Avenue AOC Fund, the Tierra Re jada Road / Spring Road AOC fund and the Parks Fund as described above. The actual appropriation and budget for this work would be presented in the Budget for FY 1996/97.
